PURPOSE:
This scope of work is for Senior Web Application Developer services of new and existing functionalities using Microsoft, Net Core, C Sharp (C#), React programming and SQL Server for the Division of Community Health Promotion (CHP) Maternal and Child Health Section Prenatal Screening Project (Project) Contractor will provide these services to the Florida Department of Health (Department).

CONTRACTOR QUALIFICATIONS AND EXPERIENCE:
The Contractor must possess the following minimum qualifications and experience:
5.1 A minimum of five years with object-oriented development techniques and Microsoft, Net Core, Model view-controller (MVC), NuGet, Git, React, and Entity Framework.
5.2 A minimum of five years with Web application server system administration, monitoring, troubleshooting, and performance tuning.
5.3 A minimum of five years with Qlik or Logi, or Tableau or Crystal reports to meet user-defined requirements.
5.4 A minimum of five years in change management best practices, serving in a code promotion role in partnership with development team.
5.5 A minimum of five years with Source Control systems such as Visual Studio Team Services or Team Foundation Server or Azure DevOps.
5.6 A minimum of five years with software build and release management methodologies.
5.7 A minimum of five years with development of Web Application program interfaces (API) or Web Services to implement real time interfaces.
5.8 A minimum of five years in healthcare IT domain using Agile Software development framework.
5.9 A minimum of three years with developing and maintaining software development pipelines in Azure DevOps.
5.10 A minimum of one year of knowledge and experience with Prenatal Risk Screening application.
6. CONTRACTOR RESPONSIBILITIES:
6.1. SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
6.1.1. At the direction of the Department, collaborate with Department staff and subject matter experts as identified by the Department for the Electronic Prenatal Screen and Infant Screen applications, upgrading of all reports to Qlik, and assisting in the overall modernization of the screening systems. As directed by the Department, develop and deliver code to perform system functions as defined in user requirements for the Maternal and Child Health Section Prenatal Screening and Data Modernization projects (Projects). Responsible for (but not limited to) the Qlik platform, Infant Screen, Provider Database, and Electronic Prenatal Screen, which includes the developing and delivering of code and conducting data modernization efforts.
6.1.2. As directed by the Department, test application code for the Projects.
6.1.3. As directed by the Department, perform testing on system changes to meet user- defined requirements for the Projects.
6.1.4. As directed by the Department, facilitate user acceptance testing (UAT) with the Department business program staff for the Projects.
6.1.5. As directed by the Department, produce work estimates to implement user- defined requirements and system changes for the Projects.
6.1.6. As directed by the Department, develop ad-hoc queries on MSSQL Databases for the Projects.
6.1.7. As directed by the Department, design model objects (tables, views, indexes) for the Projects.
6.1.8. As directed by the Department, develop new DB objects in Transact-SQL (T-SQL) in support of programming for the Projects.
6.1.9. As directed by the Department, manage production promotion for application and SQL for the Projects.
6.1.10. As directed by the Department, add and update Product Backlog items for the Projects.
6.1.11. As directed by the Department, process changes tickets to implement system changes for the Projects.
6.1.12. As directed by the Department, provide change-management support in a code-promotion role, working in partnership with the Department's development team for the Projects.
6.1.13. As directed by the Department, provide analytical services on systems to implement user-defined requirements for the Projects.
6.1.14. As directed by the Department, participate in backlog grooming, sprint planning, retrospective, and review meetings for the Projects.
6.1.15. As directed by the Department, develop and document code per Department's Division of Disease Control and Health Promotion (DCHP)'s development standards for the Projects.
6.1.16. As directed by the Department, and in collaboration with Department's DCHP information technology teams, design, develop, and code based on business requirements for the DCHP Master Person Index (MPI) project as part of the overall strategic effort for integration and interoperability of its systems and software.
6.1.17. As directed by the Department, work with the Department's DCHP's resources ensure the standardization of the collection and storage of data by using DOH's DCHP's resources.
6.1.18. Create a monthly progress report that includes, at a minimum, the information specified in the above tasks, and submit it with the monthly invoice to the Department Contract Manager. Ensure the monthly progress report includes documentation supporting the completion of monthly deliverables.
6.1.19. DATA SECURITY AND CONFIDENTIALITY TASK:
The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.
