The Governor's Office of Economic Development and International Trade ("OEDIT") was created to foster a positive business climate that encourages quality economic development through the support of local and regional economic development activities throughout the State of Colorado. A comprehensive slate of programs within OEDIT's divisions work together to offer economic development services for all Colorado businesses - new and expanding, traditional and emerging, small and large - including retention programs to ensure continued competitiveness of Colorado's economic base, and job training to keep Colorado's workforce the best in the nation.

The mission of the Colorado Tourism Office (CTO) is to drive traveler spending through promotion and development of compelling, sustainable travel experiences throughout our four-corner state. The CTO promotes Colorado to travelers through Colorado Welcome Centers, domestic and international marketing, public relations, social media, the Official State Vacation Guide and colorado.com. The CTO collaborates with destination marketing organizations, local communities, industry associations, government agencies and private businesses both to market Colorado to travelers and support development of new travel opportunities. The CTO is focused on a vision to position Colorado as the premier U.S. destination for active, outdoor and unique experiences that make you feel truly alive. The FY26 budget is $21.7 million.

The Welcome Center program supports the CTO's mission by providing visitors with travel information that inspires them to lengthen their travel itinerary while enhancing their Colorado experience.

Description of Job

This job posting may be used to fill multiple positions.

POSITION:

The following provides a high-level job definition. It is not intended to provide a comprehensive or exclusive list of job duties. As such, job duties and/or responsibilities within the context of this job requisition may change at the discretion of the employee's direct supervisor. This position schedule is weekdays; however, required to work weekends occasionally. Additionally the welcome center only closes major holidays during the winter months and sharing holiday shifts is required. The Manager at the Colorado Welcome Center, Fruita is responsible for the oversight of operations, maintaining the fiscal budget, communication with maintenance, training and scheduling of Volunteer Travel Counselors, and managing travel literature.

KEY DUTIES AND RESPONSIBILITIES:

  • Compile monthly visitation reports, as directed by the Director of Visitor Services.

  • Operates within a set budget. Responsible for operational orders, accounting procedures and policies.

  • Oversees the additional staff and Volunteer Travel Counselors.

  • Complies with all state policies and procedures.

  • Physical duties involve handling freight and storeroom organization. Must be able to lift up to 30 pounds and work on feet throughout the day.

  • Public Relation Responsibilities: Contractual maintenance and janitorial staff communication.

  • Emergency Preparedness Planning, collaborative mindset with contractual organizations, and responding to tourism industry requests.

  • Recruitment of Volunteer Travel Counselors within region and local location.

  • Record keeping of Volunteer Travel Counselors information; including training information and maintaining record of volunteer hours.

  • Develop understanding of Welcome Center policies and uphold them.

  • Maintains a schedule and ensures adequate coverage of the Welcome Center with Volunteer Travel Counselors and/or paid staff.

  • Ensure the front desk is covered during business hours: this may include covering schedule gaps during the week, weekends and on holidays. Paid staff are required to work alone at the welcome center at times.

  • Advise travelers of Colorado's tourism industry, geography, road and weather conditions.

  • Manage the ordering, receiving and displaying of travel literature.

  • Prepare and present trainings for Volunteer Travel Counselors.

  • Carry out research, organization and execution of volunteer enhancement events- including study tours.

  • Organize and attend volunteer recruitment events.

  • Monitor technology devices within the center, provide on-site troubleshooting and responsible for calling vendor tech-support.

  • Occasional in-state travel required; bi-annual manager meetings.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:

This position requires a self-starter who is outgoing, enthusiastic; possess strong leadership abilities with a positive attitude and good judgment. The ideal candidate should have exceptional interpersonal communication skills; ability to work independently, capable of multi-tasking and anticipate needs to proactively assist others. Additionally, the candidate must demonstrate conflict resolution and management skills and capabilities, and have a flexible schedule. Excellent proficiency in Google Apps, Microsoft Word, PowerPoint, and Excel is essential. Must be able to lift up to 30 pounds and work on feet throughout the day. Must be able to work alternating holidays and occasional weekends.

EDUCATION AND EXPERIENCE: Bachelors degree or equivalent (4) years experience in; hospitality, project management, guest relations, administration, or office management. Preferred: supervisory experience.

Supplemental Information

Salary Range: $43,000 - $45,000 Annually

This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. "At-will" employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.

Colorado Residency: Colorado Constitution, Article XII, Section 13 requires that employees in the state personnel system reside in Colorado unless the work to be performed is primarily within 30 miles of Colorado's border. Ongoing remote work outside of Colorado is not allowed except for positions required to work permanently out of state because the State is required to conduct business in the other state. Any work performed out-of-state for other extenuating circumstances is permissible only on a temporary, non-permanent basis and shall not exceed eight weeks in a calendar year.
