POSITION OVERVIEW The Workers' Compensation Specialist has the responsibility for assisting the Risk & Safety Manager with the implementation and administration of Workers' Compensation policies and practices. They are the designated point of contact for processing and managing data related to workers with occupational injuries or illness. The support they can provide to employees and supervisors include understanding the regulations, laws, and procedures involving work related injuries. ESSENTIAL FUNCTIONS Duties and responsibilities associated of this position include: (1) making determinations on procedural matters regarding Workers Compensation and their application to specific circumstances; (2) being responsible for resolving complex employee questions/issues related to Workers Compensation; (3) performing case reviews, analyzing data, and providing monthly claims reports which track case status and expense metrics; (4) analyzing and recommending process change to improve customer service, increasing operating efficiency, and providing informative communications to employees about Workers Compensation policy and practice; (5) working collaboratively with Risk Management and Accident Claims staff to evaluate overall processes to enhance workplace safety practices; and (6) performing any other assigned duties within the scope and nature of the position. Serves as the Frederick County Public Schools' (FCPS) primary resource on Workers' Compensation matters and remains up to date on latest changes, best practices, and legal requirements. Processes Workers' Compensation vouchers for prior attendance, including request of special checks, leave adjustments, and tax refunds. Works with supervisors and employees to ensure accurate reporting and processing of Workers' Compensation claims. Compiles information on each Workers' Compensation claim, including gathering written narratives from employees, witnesses, and involved supervisors; reviewing statements and obtaining additional information as required; and making recommendations to FCPS' insurer regarding the denial of claims and further investigation needs. Investigates injuries and provides claim information, documentation, or other support to external claims investigators, as needed. Serves as a liaison to the Maryland Association of Boards of Education (MABE) for claims processing. Attends Maryland Workers' Compensation Commission hearings, as needed. Works collaboratively with the Insurance Claims Specialist and Risk and Safety Manager to assess, evaluate, and recommend practices for workplace safety. Establishes and executes communication plans related to Workers Compensation processing. Collects and analyzes data to evaluate project effectiveness. Ensures application of nondiscrimination practices in accordance with state and federal EEO laws. Compiles and submits required reports for MOSHA/OSHA regarding workplace injuries. Assists with the coordination and conducting of risk management training and workshops. Manages light duty and return-to-work programs. Coordinates with schools and departments to facilitate employees successful return to work following Workers Compensation leave. Assists with safety and emergency management programs. Recommends policies and procedures in support of FCPS' Workers' Compensation program. May serve on or serve as a resource to the FCPS Insurance Council or MABE Workers' Compensation Fund. Provides assistance with employee wellness. Models and maintains confidentiality of information and ensures compliance with HIPPA requirements.
