Workforce Development Program Manager

Location: Wilmington, Delaware

Position Overview
Tech Impact is seeking a Workforce Development Program Manager to lead and support the workforce development programs serving our Delaware region. This position oversees the regional workforce program team, which provides instruction, career development, and wraparound services to participants in Tech Impact’s workforce development programs.
The Program Manager will play a key role in ensuring high-quality program delivery, supporting staff development, expanding program opportunities, and building strong relationships with internal and external partners.

Compensation and Benefits
The Salary Range is - $60,000-$65,000
This is a full-time, exempt position with full benefits and a salary commensurate with experience.

Qualifications

• High School Diploma, GED, or Equivalent
• A bachelor’s degree is preferred
• Excellent oral and written communication skills are required.
• Must be willing to maintain a flexible schedule as occasional evening or weekend hours may be required.
• Strong knowledge of Microsoft Office software, specifically Word, Excel, and PowerPoint, and experience with CRM (customer relationship management) databases, and LMS (Learning Management Systems) is preferred
• Experience working with individuals from diverse economic and multicultural communities is preferred.
• A minimum of 1 year experience working in workforce development programs is preferred.
• A minimum of 1 year of outreach and relationship development experience (with clients, volunteers, employers etc.) is preferred.
• A minimum of 1 year experience in supervision is preferred.

Duties and Responsibilities
Program Management

• Provide day-to-day oversight of tactical program delivery within the region to ensure operational excellence and alignment with Tech Impact’s mission and standards.
• Oversee the delivery of high-quality regional workforce programs, including applicant recruitment and screening, technical instruction, student support, volunteer coordination, employer engagement, and job placement assistance for graduates.
• Coordinate class schedules, staff meetings, and community-based events in collaboration with team members.
• Monitor program outcomes and support staff in achieving enrollment, retention, and job placement goals.
• Serve as the point of escalation for complex or sensitive program issues requiring management attention.

People Management

• Lead, support, and guide a team of 2–6 staff, ensuring engagement, competence, and alignment with organizational goals.
• Ensure that all direct reports are adequately trained to perform their duties and have opportunities for professional development on an annual basis at a minimum.
• Conduct regular performance reviews to assess staff effectiveness, provide constructive feedback, and identify opportunities for professional growth and development.   Partner with leadership and human resources, escalate performance issues and apply progressive discipline measures when necessary.
• Recruit, hire, and onboard new staff to ensure successful integration and effective program contribution.

Financial Management

• Support the development and management of program budgets; review Profit and Loss statements for accuracy and collaborate with the Leadership Team to identify cost-saving opportunities.
• Manage and reconcile company purchase card transactions responsibly, maintaining accurate records and ensuring full compliance with purchasing policies and procedures.

Policy & Procedures Management

• Oversee the documentation, maintenance, and continuous improvement of policies and procedures to ensure consistent operations and adherence to best practices.

Volunteer Coordination

• Represent programs at community events to source volunteers and strengthen employer ties.
• Lead volunteer coordination and logistics across programs.
• Recruit and manage volunteer relationships; identify and solicit volunteers for program activities.
• Support volunteers in delivering Friday Session training.
• Support mentor/mentee relationships during program delivery.
• Prioritize volunteer opportunities based on strategic partnerships with students and program needs.

Student and Program Support

• Provide consultation and wraparound support; initiate referrals for specialized services.
• Coordinate program milestones (orientation, graduation, etc.) to foster community and engagement.
• Facilitate one-on-one progress check-ins during the program.
• Review Individual Service Strategy (ISS) notes; address concerns and identify improvements.
• Organize and deliver resources that prepare students for workforce readiness

• Partner with the national team to engage alumni through ongoing communication, events, and meetups, fostering a vibrant and connected graduate community.

Program Admissions Support

• Support the student selection process by participating in group and individual interviews and by providing feedback on candidates.
• Support student recruitment efforts by engaging prospective students, participating in outreach activities, and collaborating with internal teams to promote program awareness and increase enrollment.
• Support the onboarding of students in Workforce Development Programs by collecting required documentation, demographic information, and other data in alignment with grant requirements and local policies.

Local Relationships

• Work closely with program leadership to build and sustain strategic partnerships across the region - including employers, volunteers, community partners, workforce boards, and post-secondary training providers - to expand program reach, boost enrollment, increase funding, and create clear pathways to employment.
• Represent Tech Impact at speaking engagements, community outreach events, and conferences to advocate for support from potential partners and to recruit potential students, volunteers, and employers.
• Cultivate and formalize partnerships with nonprofit and community service providers to coordinate wraparound supports that enhance student retention, completion, and job placement outcomes.

Grant Reporting

• Provide guidance and support to staff on grant reporting processes, ensuring accurate and timely submission of required data.
• Gain familiarity with funding needs and active grants, including complex government grants, to ensure program policies and requirements are consistently followed.
• Monitor program performance and outcomes to ensure alignment with grant objectives and reporting standards.
• Collaborate with staff to troubleshoot reporting challenges and implement corrective actions to maintain data accuracy and compliance.

Data Entry 

• Enter student and program data accurately and promptly across databases, spreadsheets, and related information systems to support reporting and program operations.
• Protect personally identifiable information while in compliance with Tech Impact's policies and procedures.
• Respond promptly to grant-related data requests by providing relevant student success stories, updating databases, and generating reports as needed.
