WPC Inventory Specialist & Facilities Assistant

Job Description

The WPC Inventory Specialist and Facilities Assistant maintains inventory of new, repair and replacement parts for Water Pollution Control Department projects.  The position also supports department staff during projects, including electrical and instrumentation work, and performs general maintenance and repair duties on department equipment, vehicles, buildings and grounds.

The job requires basic knowledge of inventory tracking and ordering methods, general maintenance and repair, and the ability to learn the electrical and instrumentation systems at the WPC treatment facility and lift stations.  This is an entry level position and requires the ability to effectively assist skilled workers and operate the tools and equipment required to complete assigned tasks. The job requires the ability to maintain a collaborative and cooperative working relationship with elected and appointed officials, other City employees, other organizations, and the general public.

The work environment includes the sewage treatment facility and buildings that may include exposure to hazardous chemicals, sewage treatment equipment, noisy and/or loud equipment, working in adverse weather conditions and hazards involving the use of power tools and equipment which subjects the employee to mechanical and electrical hazards. The job requires operating power tools and operating a vehicle.

The job is an on-call position, responding to emergency situations. Employees designated as immediate response personnel must live thirty (30) minutes or less from their usual daily work site.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Assist licensed Electrician, Instrumentation and Programming Specialist, and other department staff by performing supporting tasks on projects at the WPC treatment facility and lift stations.

• Maintains department inventory, including but not limited to pipe, fittings, valves, other related plumbing parts, tools, janitorial, vehicle, chemical, building maintenance and safety supplies. 

•  Tracks current inventory against usage and reorders, as necessary, to maintain adequate stock levels. 

• Inspects orders on arrival and reconciles quantity with order as placed. Inspects orders for compliance with City quality standards. Logs orders received into computerized inventory tracking system.

• Coordinates with project supervisors on future projects to ensure adequate inventory of parts.

• Delivers parts to job sites, as needed. Assists crews at job site, as needed, including operating equipment in Department inventory.

• Maintains, services, and repairs equipment and tools.

• Maintains work orders, maintenance, and inspection records.

• Assists with building, electrical, and mechanical maintenance.
• Performs other duties as assigned. Nothing in this job description restricts management's right to assign or reassign duties and responsibilities to this position at any time. 

ACCEPTABLE EXPERIENCE, TRAINING, LICENSES AND/OR CERTIFICATIONS

• High school diploma or GED; and
• Technical school or other training and certification in electrical/electronic theory preferred;
• Idaho driver’s license required;
• Inventory management experience preferred;
• Two (2) years working in the maintenance trades or experience working in the electrical field preferred;

An equivalent combination of education and experience that provides the required skills, knowledge and abilities to successfully perform the essential functions of the position may be considered.

CLASSIFICATION REQUIREMENTS

Knowledge of:

• Methods, techniques, and objectives of maintaining inventory of parts for activities related to construction, maintenance, and repair operations;
• Computer and software programs for specific operational systems;
• General maintenance, including building trade skills such as electrical, carpentry, and plumbing;
• Federal regulations and City policies regarding safe work practices relating to use of power tools, hand tools, ladders and power lifts, and repair and maintenance materials;
• State, local, and other applicable building, safety, and health codes and regulations.

Skill and Ability to:

• Maintain inventory of department parts and supplies;
• Track current inventory against usage and reorders, as necessary, to maintain constant stock levels;
• Research prices and quality of items required from distributors;
• Inspect orders on arrival and reconcile quantity with order as placed;
• Inspect orders on arrival for compliance with City quality standards;
• Log orders received into computerized inventory tracking system;
• Coordinate with project supervisors on future projects to ensure adequate inventory of parts;
• Deliver parts to job sites, as needed;
• Assist staff on a variety of department projects, including the installation, maintenance and repair of electrical equipment and systems in the WPC treatment facility and lift stations;
• Operate hand tools;
• Operate a motor vehicle;
• Operate a personal computer including programs and applications required to perform the duties;
• Read and interpret technical manuals, blueprints, and diagrams;
• Maintain maintenance records, logs, and documentation;
• Work on multiple projects, set priorities, and allocate resources for project completion;
• Work independently and exercise initiative, with general guidance and supervision; 

• Use effective judgment to make sound and reasonable decisions and problem-solving skills in accordance with laws, ordinances, regulations and established policies;

• Maintain a professional demeanor at all times;

• Maintain a collaborative and cooperative working relationship with elected and appointed officials, other City employees;

• Communicate effectively in the English language at a level necessary for efficient job performance;

• Complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; 

• Perform all duties in accordance with City policies and procedures with regard for personal safety and that of other employees and the public.

PHYSICAL REQUIREMENTS
While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, climb ladders, work at heights, and in confined spaces. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 50 pounds with assistance.  Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
