This role is a key component of the companys Modernization and Transformation journey.The Director and Controller is responsible for leading all core accounting treasury accounts payable accounts receivable procurement support financial controls and regulatory financial reporting functions of the organization. This role ensures the integrity accuracy and timeliness of the Companys financial records reporting liquidity management and compliance obligations while supporting the long-term modernization of financial processes systems and governance frameworks.This position oversees the Companys accounting operations monthly close process treasury management lender reporting cash management activities external audit coordination and Public Utilities Commission regulatory reporting requirements. The Director and Controller also supports regulatory finance matters associated with rate cases including cost of capital support regulatory accounting asset accounting depreciation studies and related financial testimony and schedules required for Public Utilities Commission proceedings.The role partners closely with the Chief Financial Officer Director of Asset Management and operational leadership teams to ensure accurate financial reporting disciplined financial stewardship strong internal controls and efficient financial operations that support the Companys transformation into a more modern scalable and financially sustainable enterprise.The ideal candidate will possess strong technical accounting expertise treasury and cash management experience operational leadership capabilities and experience operating within capital-intensive and regulated business environments.Essential Functions Lead and develop the Companys Accounting Accounts Payable Accounts Receivable Treasury Procurement Support and Regulatory Reporting functions.Oversee all monthly quarterly and annual financial close and reporting activities ensuring accuracy timeliness and compliance with GAAP and regulatory requirements.Manage daily treasury operations including cash management liquidity forecasting bank relationships debt compliance monitoring wire approvals and lender reporting requirements.Oversee enterprise accounts payable purchasing controls vendor governance and disbursement processes to support financial discipline and operational efficiency.Oversee accounts receivable operations collections management customer billing controls and working capital optimization initiatives.Lead preparation and coordination of annual audited financial statements and serve as primary liaison with external auditors.Manage and oversee Public Utilities Commission financial reporting regulatory accounting support and recurring compliance filings.Maintain and strengthen enterprise internal controls accounting policies governance procedures and financial process documentation.Partner with operational leadership to improve purchasing controls inventory accountability expense management and financial discipline across the organization.Support enterprise financial system modernization automation initiatives and process improvement projects focused on scalability efficiency and reporting accuracy.Oversee accounting support for regulatory filings rate case submissions and other external reporting requirements.Develop and maintain strong relationships with banking partners auditors regulators vendors and parent company finance leadership.Lead and mentor accounting and treasury personnel while fostering a culture of accountability continuous improvement customer service and operational partnership.Support regulatory testimony and external financial communications related to cost of capital regulatory accounting depreciation asset accounting and related Public Utilities Commission matters.Serve as a member of the Company Pension Committee supporting accounting treatment pension governance financial reporting and related compliance activities.Participate as a supporting member of labor and CBA working groups with responsibility for pension accounting and related financial impact support and analysis.Support special projects strategic initiatives and enterprise transformation activities as directed by executive leadership.Financial Controls Treasury Regulatory Reporting & Enterprise Reporting Oversee preparation of accurate and timely monthly quarterly and annual financial reporting packages for Company leadership the Board of Directors lenders investor stakeholders and regulatory agencies.Lead treasury reporting liquidity forecasting debt compliance monitoring and cash management reporting activities.Develop and maintain accounting tracking and reporting systems supporting Public Utilities Commission filings test year applications regulatory audits and related compliance requirements.Support enterprise financial data governance reporting integrity and financial systems utilized for internal and external reporting.Partner cross-functionally with operational and business leadership teams to improve financial discipline reporting accuracy working capital management and process efficiency.Support labor cost analysis wage and benefits modeling and financial impact assessments related to collective bargaining agreements and workforce planning initiatives.Assist in the development and implementation of financial controls governance procedures treasury processes and continuous improvement initiatives that strengthen the Companys financial operations and compliance framework.Lead and support modernization initiatives focused on automation reporting efficiency process scalability and enterprise financial governance.Provide leadership and direction consistent with Company Core Values Mission Safety Vision and long-term modernization objectives.KNOWLEDGE SKILLS AND ABILITIESStrong technical accounting knowledge including GAAP financial statement preparation internal controls and audit management.Strong understanding of treasury operations liquidity management cash forecasting debt compliance banking relationships and working capital management.Knowledge of regulated business environments Public Utilities Commission reporting processes and regulatory accounting principles preferred.Demonstrated leadership ability to manage accounting and treasury teams in a fast-paced operational environment.Strong written verbal presentation and interpersonal communication skills with the ability to communicate financial concepts to operational and executive audiences.Strong analytical organizational and problem-solving skills with high attention to detail and accuracy.Ability to establish and maintain collaborative working relationships across operational commercial and corporate functions.Ability to identify improvement opportunities and lead modernization and efficiency initiatives.Strong understanding of purchasing controls vendor governance and financial compliance procedures.Ability to manage confidential and sensitive financial information with discretion and sound judgment.Advanced proficiency in financial systems ERP platforms reporting tools and Microsoft Excel.Ability to prioritize multiple projects and deadlines while maintaining high-quality work product in a time-sensitive environment.MINIMUM QUALIFICATIONS This position requires a Bachelors degree in Accounting Finance Business Administration or a related quantitative discipline along with a minimum of ten years of progressive accounting treasury controllership or financial leadership experience. The ideal candidate will possess a thorough understanding of US GAAP financial reporting treasury management internal controls audit coordination and financial operations within a complex business environment.A minimum of five years of leadership experience managing accounting treasury accounts payable accounts receivable or related finance functions is preferred. CPA designation MBA or other advanced professional certifications are strongly preferred.The successful candidate must possess strong knowledge of management accounting cash management integrated financial systems and enterprise financial controls. Experience operating within a regulated business environment including Public Utilities Commission reporting requirements and regulatory accounting principles is preferred. Experience in transportation logistics maritime infrastructure utility or other capital-intensive industries is also preferred.WORKING CONDITIONS Work is mostly performed in a normal office environment. May be required to work more than a normal workweek including weekends. Travel may also be required. Regular and predictable attendance is a requirement.PHYSICALMENTAL DEMANDS While performing the duties of this job the employee is frequently required to sit use hands or fingers handle or feel talk and hear.
