Location: Primary office in SE Portland with regular travel throughout East Portland and East Multnomah County.

Base hourly rate: $28/hour

Certain grant-funded projects are compensated at a higher rate for hours worked on those specific projects, in accordance with grant funding requirements.

Funding & Position Duration

This position is supported through multiple grant-funded projects.

Funding is currently secured for 35 hours per week through December 30, 2026, with 17 hours per week currently secured through April 30, 2027 under existing grant awards. Continued employment beyond those dates is expected to depend upon the successful renewal and/or award of funding. Trash for Peace actively pursues ongoing funding to support this position and its Sustainability Education Program.

Because this position is supported by several funding sources, certain grant-funded projects compensate at a higher hourly rate than the standard base wage.

About Trash for Peace:

Trash for Peace (TfP) empowers communities through creative environmental education, sustainability, and relationship-centered programming. Our Sustainability Education Program (SEP) partners with supportive housing communities throughout East Portland to provide after-school and summer programming, community gardens, youth leadership opportunities, transportation equity initiatives, and environmental education.

Position Summary:

Trash for Peace seeks an organized, collaborative, and mission-driven Youth Program Manager to oversee multiple grant-funded projects within our Sustainability Education Program.

This position manages a portfolio of approximately 5-6 grants supporting youth programming, transportation equity initiatives, community gardens, and sustainability education.

Half of the position focuses on direct implementation and management of youth programming at Home Forward supportive housing communities. The remaining time focuses on grant management, budgeting, reporting, partnership development, supervision of youth staff, and implementation of special grant-funded initiatives, including our Portland Clean Energy Fund (PCEF) Pedal Power planning project.

The Youth Program Manager supervises one to two Youth Coordinators and collaborates with community partners, affordable housing staff, schools, nonprofits, and government agencies to improve access to sustainability education and transportation resources for underserved youth and families.

Primary Responsibilities

Program Management & Grant Administration (20%)

• Manage a portfolio of 5-6 grant-funded projects.
• Track grant deliverables, budgets, reporting deadlines, and performance measures.
• Prepare grant reports and collect program data.
• Assist with grant proposals and funding opportunities.
• Develop partnerships with schools, nonprofits, and community organizations.
• Coordinate project timelines and ensure compliance with grant requirements.
• Supervise and support 1-2 Youth Coordinators.
• Manage program budgets and purchasing.
• Analyze program outcomes and identify opportunities for continuous improvement.

Youth Programming & Community Engagement (40%)

• Plan and facilitate after-school and summer programming at four Home Forward multi-family housing sites.
• Support programming across eight affordable housing sites.
• Implement Trash for Peace's Sustainability Education curriculum.
• Lead environmental education, STEAM activities, creative reuse projects, and community garden programming.
• Build relationships with youth, families, and Resident Community Services Coordinators.
• Conduct resident outreach.
• Coordinate community events and family engagement activities.
• Support youth leadership opportunities and volunteer engagement.

PCEF Pedal Power Planning Project (40%)

Support implementation of Trash for Peace's Portland Clean Energy Fund planning grant by:

• Coordinating community outreach and stakeholder engagement
• Conducting surveys, interviews, and focus groups with translation tools
• Researching transportation barriers and community needs
• Creating maps and resource materials
• Supporting development of a future teen bike mechanic training program and community bike hub
• Collaborating with bicycle organizations, schools, and community partners
• Assisting with pilot curriculum and toolkit development

Required Qualifications

• Bachelor's degree in education, environmental studies, social work, public administration, nonprofit management, or a related field, or equivalent professional experience
• Two or more years of experience managing programs, projects, or community initiatives
• Experience working with youth and families from diverse cultural and socioeconomic backgrounds
• Experience managing multiple priorities and projects simultaneously
• Strong organizational and project management skills
• Experience collecting, tracking, and reporting program data
• Excellent written and verbal communication skills
• Proficiency with Google Workspace and Microsoft Office
• Ability to work independently and collaboratively
• Valid Oregon driver's license or reliable transportation to community sites
• English fluency

Preferred Qualifications

• Experience managing grants and grant reporting
• Experience supervising staff, interns, or volunteers
• Experience in nonprofit organizations
• Experience managing budgets
• Experience with transportation equity, bicycle programming, or active transportation
• Experience facilitating community engagement or outreach
• Spanish or another language in addition to English
• Experience working within affordable housing communities
• Familiarity with environmental justice, sustainability education, or climate equity programs
