I. Purpose of Job
Under limited supervision, incumbent is primary decision maker for the jurisdiction regarding interpretation and applicability of the adopted Zoning Ordinance and Floodplain Regulations and responds to questions regarding technical requirements from elected and appointed officials, staff, residents, design professionals and building contractors as they relate to all construction codes and complaints.
Reviews all building, development, and site plans for zoning and floodplain compliance and supervises Zoning Enforcement Planners. Ensures enforcement of provisions of the Zoning Ordinance through direct coordination with the Neighborhood Resource Supervisor and Municipal Enforcement Officers. Reviews all plans for properties located in the floodplain to maintain compliance with FEMA and City of Franklin floodplain regulations.

VI. Key Competencies Required
Has extensive knowledge of the policies, procedures, and activities of the City. Has considerable knowledge of municipal zoning administration, including enforcement, and public safety practices as they pertain to the performance of duties relating to the position of Zoning Administrator. Has extensive knowledge of municipal codes, building codes, fire codes, and zoning ordinances. Must have extensive knowledge of the permitting processes. Has considerable experience in reading blueprints, zoning maps, flood maps, and surveys. Experienced in preparing inspection reports, court summons, zoning verification letters, permits, and violation notices. Works with individuals with varying levels of education and differing backgrounds. Knows how to develop and administer operations and staff plans and objectives for the expedience and effectiveness of specific duties of the department. Knows how to keep abreast of any changes in policy, methods, and computer operations, etc. as they pertain to departmental operations and activities. Has good organizational, management, human relations, and technical skills. Uses independent judgment and discretion in the handling of emergencies and, in determining and deciding upon procedures to be implemented, setting of priorities, maintaining standards, and resolving problems. Comprehends, interprets, and applies regulations, procedures, and related information. Has comprehensive knowledge of the terminology, principles, and methods utilized within the department. Has the mathematical ability to handle required calculations using percentages and decimals. Is knowledgeable and proficient with computers.
Read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Responds to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Write speeches and articles for publication that conform to prescribed style and format. Effectively present information to top management, public groups, and/or boards of directors.
Calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Apply concepts of basic algebra and geometry.
Define complex problems, collect data, establish facts, and draw valid conclusions. Interprets an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
