I. Purpose of Job

Under general supervision, assists in ensuring zoning and municipal code compliance of submitted plans and programs for the coordination and utilization of development. Reviews development plans, site plans, plats, construction plans and processes various forms, blueprints, and plans.

II. Essential Job Duties

A. Plan examinations

• As directed, reviews development projects to ensure compliance with the City's zoning ordinance, development standards, rules, and regulations; recommends rejection, approval or conditional approval of plans to supervisor.
• Monitors and inspects site-specific development conditions to confirm compliance with approved plans and permits.
• Prepares or assists in preparing narrative reports of plan reviews; prepares or assists in preparing related maps, graphics, or data tabulations as needed.
• Reviews resubmitted plans following administrative action to ensure that all conditions of approval have been met.
• Coordinates the review of building plans with applicable development plans for the issuance of building permits.

B. Public service

• Provides technical assistance to construction industry professionals, developers, design professionals, and property owners in the interpretation and application of the City of Franklin Zoning Ordinance, and other adopted ordinances, regulations, and standards.
• Coordinates and collaborates with staff from multiple departments as needed to provide thorough response on behalf of the City.
• Serves as liaison to the Board of Zoning Appeals.
• May prepare and deliver presentations before public groups such as the Chamber of Commerce, Rotary Club, and Downtown Franklin Association.

C. Works on special projects

• Oversees the addressing manual. Assigns addresses and ensures street and development names conform to standards.
• Oversees the Land Coding System of proposed development as part of the yearly development report. Helps with the development report as needed.
• May oversee and supervise any Special Census performed by the City. Including hiring and supervising census takers, preparing status reports for the Board of Mayor and Aldermen and providing required documentation to the Federal Government.

D. Administrative

• Receives various forms, reports, blueprints, architectural plans, maps, manuals, or other documentation. Reviews, completes, processes, forwards or retains as appropriate.

E. Enforcement

• Acts as an officer of the court to write citations and notices for routine Zoning Ordinance or Municipal Code violations.
• Appears in court to testify as required.

VI. Key Competencies Required

• Job Content Knowledge:

Has knowledge of land use and development, as necessary in the completion of daily responsibilities. Has knowledge of zoning, land use, subdivision regulations, and municipal and state codes as they relate to duties associated with the position. Works with developers, other governmental organizations, and the public. Reads and interprets site plans and building plans. Knows how to keep abreast of any changes in policy, methods, computer operations, equipment needs and policies, etc., as they pertain to departmental operations and activities. Uses independent judgment as situations warrant. Comfortable using computers and various types of software including word processing, spreadsheet, and database packages. Familiar with International Building and International Residential Codes to facilitate collaboration with plan review staff responsible for those codes.

• Language Skills:

Read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Responds to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Writes reports and articles for publication that conform to prescribed style and format. Effectively presents information to top management, public groups, and/or boards of directors.

• Mathematical Skills:

Add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Calculate figures and amounts such as proportions, percentages, area, circumference, and volume. Apply concepts of basic algebra and geometry.

• Reasoning Ability:

Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. In decision making, some choices are known while others may need to be identified. Some reliance on precedent. Interpret a variety of complex instructions furnished in written, oral, diagram, or schedule form.

• Teamwork:

Develops constructive and cooperative working relationships with others. Encourages others to express their ideas and opinions. Provides input into identifying and solving problems. Anticipates need of others for information about job tasks and work environment and provides it to them in a timely manner. Willingly assists others with job tasks when appropriate.

VII. Physical Demands and Work Environment

Physical Demands: Performance of the essential duties of this job requires the incumbent to:

• Remain in a stationary position 50% of the time.
• Frequently move about inside the office/building to access file cabinets, office machinery, the public, etc.
• Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, computer, printer, and telephone.
• Regularly positions self to maintain office area and items needed to complete daily tasks.
• Regularly communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations.
• Occasionally moves/transports up to 25 pounds.

Work Environment: Performance of the essential duties of this job requires:

• The work environment is moderately noisy (examples: business office with computers and printers, light traffic).
• Occasional exposure to outdoor weather conditions
