Required skills for project controls: Familiarity with Primavera P6 scheduling software, Able to evaluate and monitor project schedule for integrity, reliability, and accuracy, Able to review and analyze a contractor's earned value management system (EVMS) data and other cost and schedule performance information, Able to develop charts, metrics, or other documentation to support the reporting and presentation of project performance for the overall TOC project and sub- projects to DOE management and subject matter experts, Able to perform risk evaluation(s) and analysis of all aspects of individual and combined risks, by activity, to include support for development and review of documentation for risk management program, tracking and reporting of monthly risk changes, and data collection, calculation, and analysis of monthly Estimate at Completion (EAC) values. Able to develop IGCEs and Technical Evaluations of capital asset projects, general plant projects, and design-build projects, Able to perform takeoffs, apply unit rates for labor, material, subcontracts, and other direct costs, apply labor resources, and develop activities within the estimate that relate to scope of work that adequately describes all costs associated with the scope, Able to develop and apply overheads, payroll taxes, and general requirements to project IGCEs, Senior Cost estimators should be able to lead estimate development efforts of small teams, function as lead estimator on assigned IGCEs, and interface directly with senior management to develop strategies, detailed plans, and supporting documentation for IGCEs.
