Specialized experience must include: Experience with cross-functional programs and their interrelationship with assigned program to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations; IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals; Using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and, recommend alternatives; Recognizing significant tax issues and enforcement changes that impact assigned programs in order to revise procedures or recommend changes in implementing regulations; Principles of management planning, program and process analysis, management reporting procedures and available system capabilities to resolve operating problems, and providing statistical data or other management information reports; Oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information; Integrated Data Retrieval System (IDRS) Accounts Management Programs (such as Individual Master File or Business Master File) to assess risk, including internal and external stakeholders, for the purpose of revenue protection. Specialized experience includes: IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals; Recognizing significant tax issues and enforcement changes that impact assigned programs in order to revise procedures or recommend changes in basic implementing regulations when indicated; Oral and written communications to brief operating unit managers and employees; prepare reports; document findings and conclusions; and disseminate procedural and regulatory information; Management planning; program analysis; process analysis; management reporting procedures and available system capabilities to resolve operating problems and develop means for providing statistical data or other management information reports; OR PH.D or equivalent doctoral degree that demonstrated the necessary knowledge, skills and abilities to do the work.
