Under the general direction of the Director of Finance, prepares and maintains accurate bookkeeping records for the LCADD PDS Program and other programs as needed, including state and federally funded grants; prepares payroll; maintenance of employee files; performs other duties as required. About Lake Cumberland Area Development District:We serve as regional planning agencies, forums, clearinghouses, technical centers and as conveners for the region while administering numerous federal, state and local programs.

<div><strong>Class Title: </strong> Accountant II (PDS)</div><div><strong>Department:</strong> Finance</div><div><strong>Supervisor:</strong> Director of Finance</div><div><strong>Supervises:</strong> None</div><div> </div><div><strong>Class Characteristics:</strong><br/>Under the general direction of the Director of Finance, prepares and maintains accurate bookkeeping records for the LCADD PDS Program and other programs as needed, including state and federally funded grants; prepares payroll; maintenance of employee files; performs other duties as required.</div><div> </div><div><strong>General Duties and Responsibilities:</strong></div><div><strong>Essential</strong>:</div><ul><li>Maintain separate general ledger chart of accounts for PDS.</li><li>Codes invoices to proper grant element; matches invoices to purchase orders; follow-up on problem related to invoices.</li><li>Reconciles bank statements for programs other than PDS.</li><li>Make bank deposits as often as necessary.</li><li>Assists public with phone inquiries.</li><li>Draft general office correspondence, assist staff with day-to-day problems.</li><li>Types and fills out miscellaneous forms, labels, etc.; set up files.</li><li>Prepares required records and reports.</li><li>Checks budget to expenditures on PDS program.</li><li>Perform other duties as requested.</li></ul><div><strong> </strong></div><div><strong>Non-essential:</strong> None.</div><div> </div><div><strong>DESIRABLE QUALIFICATIONS:</strong></div><div><strong>Training and Experience:</strong> Associates degree in accounting or related field supplemented by 2 years related work experience, preferably in a not-for-profit organization; additional education may be substituted for experience requirements on a year-for-year basis up to a maximum of two years.</div><div> </div><div><strong>Special Knowledge, Skills and Abilities:</strong></div><div><strong>Knowledge:</strong></div><ul><li>Thorough knowledge of basic accounting principles.</li><li>Thorough knowledge of federal and state laws and administrative regulations relating to financial management.</li><li>Thorough knowledge of theories and practices of not-for-profit or governmental financial administration and accounting.</li><li>Thorough knowledge of theories and practices of not-for-profit or governmental financial administration and accounting.</li><li>Thorough knowledge of internal control guidelines, applicable OMB circulars, Common-Rule Federal regulations, federal travel regulations and policy manual for certain grants.</li><li>Thorough knowledge of computer hardware and applicable software programs.</li></ul><div> </div><div><strong>Skills:</strong></div><ul><li>Skill in the use of computer, calculator and other office equipment.</li><li>Skill in reasoning, problem solving, and organization.</li><li>Analytical skills.</li></ul><div> </div><div><strong>Abilities:</strong></div><ul><li>Ability to apply accounting principles and procedures, federal and state regulations, and office procedures, practices, systems, and equipment as applied to financial operations.</li><li>Ability to prioritize work and meet deadlines.</li><li>Ability to prepare financial reports and statements in accordance with predetermined requirements.</li><li>Ability to recognize problems and recommend corrective action.</li><li>Ability to work well with individuals and be flexible.</li><li>Ability to maintain strict confidentiality.</li><li>Ability to maintain a high level of accuracy.</li><li>Ability to establish and maintain effective working relationships with funding agencies, contractors, officers and employees of the agency, and the general public.</li></ul><div> </div><div><strong>ADDITIONAL INFORMATION:</strong></div><ul><li><strong>Instructions:</strong> Somewhat general;
