Overview:
This is a professional position in which the administrator serves in an advisory capacity to sponsors, Principal Investigators, and unit leaders (e.g., Faculty, Chairs, Directors, and Deans) throughout the campus research community. This position frequently exercises discretion and independent judgment in identifying potential opportunities and problems/discrepancies in research development and administration compliance, effectiveness, and efficiency, based on extensive knowledge of federal, state, and university regulations, guidelines, and practices. General Purpose: Support and implement day-to-day operations of the department and to consistently demonstrate ability to respond to change in a flexible manner in order to meet current needs, such as reprioritizing work as necessary, organize job functions and work area to be able to efficiently and effectively complete varied assignments within established time frames. 

Responsibilities:
Post Award Responsibilities: • Assists researchers with finding funding opportunities and promotes/assists faculty with the use of subscription tools such as Pivot • Assists Pre award team with the proposal submission process (e.g. PeopleSoft proposal data entry, budget preparation, etc.) as needed • Reviews and interprets agency guidelines/terms and conditions. Includes but not limited to Federal, State, and Private agencies as well as University internal opportunities. Interprets the guidelines and notifies the Principal Investigator (Pl) of any potential conflicts with University guidelines or rules and regulations • Responsible for a portfolio of academic units and assists with providing coverage for units when necessary. Manages the post-award management process (through closeout) for small to large research awards to ensure adherence to guidelines and assigned deadlines, which may involve multiple investigators and/or multiple sub-awards. Assists researchers with interpreting award terms and conditions and facilitates meetings per process and as needed • Ensure timely and accurate award setup in PeopleSoft, establishing the project account code within the target timeframe • Oversee sub-contractor agreements from initial grant preparation to preparation of sub­ contract paperwork once award has been received and making sure all invoices are received and paid in a timely manner• Complete effort commitment forms (ATFAR) each period for all assigned faculty to ensure commitments and cost-sharing are tracked as per agency, university and federal regulations. • Prepares for signature, processes, and centrally tracks amendments, modifications, extensions, and terminations of grants, contracts and sub-awards • Determines allocability and allowability of charges; prepares and analyzes financial reports, monitors burn rate, develops financial projections; adjusts and corrects project budgets to meet project goals and federal requirements, provides guidance and oversight to effort management of specified project portfolio • Monitor and investigate transactions and expenditures; communicate and coordinate with the research community to solve problems/discrepancies related to budget management, procurement, salary administration, billing and collections, financial reporting, cost-transfers, effort reporting, invoicing, cost sharing, over-expenditures and other post-award research administration issues. Anticipate shortfalls/surpluses and notify Pl when there are potential issues • Work closely with Compliance Professional to ensures that PIs maintain appropriate approvals from applicable compliance committees (e.g., IACUC, IRB) prior to agreement execution • Provides mentoring and coaching to SRS staff and departmental administrators as needed • Assists in maintaining current research administration reference, news, and instructional material on the SRS internal website/Bookstack • Exercises discretion and manages confidential information effectively Data Integrity Responsibilities: • Advises and provides subject matter expertise in the input and management of the research administration data within the university information systems (e.g., PeopleSoft Grants Management system, etc). Takes initiative to understand the data and is responsible for consistently inputting and sustaining the quality of the research data that is entered and managed by SRS, including data that flows in and out of the departmentOperational Responsibilities: • Assists in identifying need for and/or participates in the revision of policies and work procedures related to research administration. Ensures policies and procedures are compliant with federal and state regulations • Assists in support of audits as directed • Works closely as a team to provide professional level service to principle investigators across the university. Build relationships and develop shared understandings of roles and responsibilities with departmental administrators, faculty, researchers, and other internal and external stakeholders Strategic Initiative/Service Lead Responsibilities: • May lead special projects and/or be responsible for specialized service areas as needed and assist with the implementation of new strategies, services, continuous improvement initiatives, and procedures as appropriate • Performs similar duties as assigned or required • Must be able to demonstrate experience with confidentiality

Qualifications:
Education:Minimal Qualifications: Bachelors’ degree or equivalent combination of relevant education and work experience totaling 2-4 years.Preferred Qualifications: Bachelor's degree or equivalent combination of relevant education and 2-4 years specific job-related experience in Research Administration. Experience: Minimal Experience: • Skilled in Microsoft ExcelPreferred Experience: • 2-4 years of relevant work experience with a Bachelor's Degree • Experience working with budgets and a basic understanding of accounting practices • Working knowledge of University business policies and sponsor regulations as they relate to sponsored programs • Intermediate skills in PeopleSoft and Microsoft Excel

This role ensures consistent, efficient processes and compliance across a diverse fleet of natural gas and multi-fuel plants, while providing critical coordination between plant leadership and corporate support teams. It offers the opportunity to support reliable power and cogeneration operations in New York by driving organization, financial accuracy, and workforce effectiveness across multiple locations.Your scope of responsibility as Administrative Supervisor includes the following primary functions: Administrative <ul><li>Oversee daily administrative functions for Massena and provide coordinated support to Batavia, Sterling, Hillburn, and Shoemaker, ensuring compliance with NAES policies and site procedures.</li><li>Maintain and manage plant records across all facilities, including training, safety, operational, and environmental compliance documentation.</li><li>Coordinate procurement and distribution of office and administrative supplies across sites, ensuring cost efficiency and availability.</li><li>Standardize administrative processes (filing, reporting, recordkeeping) to drive consistency and efficiency across the fleet.</li><li>Support Plant Managers with reporting, outage coordination, meeting logistics, and administrative organization.</li><li>Assist with O&M cost tracking, monthly variance reporting, and coordination of audits, inspections, and regulatory reviews.</li><li>Coordinate employee events and process expense reports in accordance with company policies.</li></ul>Accounting <ul><li>Process and reconcile invoices, purchase orders, and taxes across multiple facilities in accordance with corporate procedures.</li><li>Manage procurement activities through CMMS, including purchase order creation, tracking, and cost allocation by site.</li><li>Ensure accuracy of financial transactions by matching receiving documents, invoices, and purchase orders.</li><li>Support vendor management, including payments, records (W-9s, insurance), and contractor coordination.</li><li>Assist with financial reporting, including tracking and analyzing O&M cost variances across the fleet.</li><li>Review and process employee expense reports and support audit preparation through organized documentation.</li></ul>Human Resources <ul><li>Administer HR programs and serve as liaison to Corporate HR for all supported facilities.</li><li>Process and review multi-site payroll, ensuring accurate labor allocation, overtime tracking, and timely corrections.</li><li>Coordinate payroll-related activities including timesheets, labor charges, outage support, and compensation adjustments.</li><li>Maintain employee records, including leave, disability, and workers’ compensation across all sites.</li><li>Support recruitment, onboarding, and workforce planning for specialized plant roles.</li><li>Administer and manage Fitness for Duty (FFD) programs, including scheduling, testing, and compliance reporting.</li><li>Oversee benefits administration and ensure compliance with corporate HR policies.</li></ul>Additional human resources, administrative, and accounting functions as assigned by Plant Manager, including occasional travel to support Batavia, Sterling, Hillburn, and Shoemaker Power Plants.NAES Safe Safety is a core value at NAES, and as a condition of employment, all employees are expected to remain mentally alert and work safely at all times. However, as the facility is a power plant, there may be occasions that require standing for extended periods of time, climbing stairs and ladders, and wearing protective equipment (such as hard hats, safety glasses, and hearing protection). On-site conditions may also necessitate work outdoors in varying weather conditions, including both hot and cold temperatures. Please note that smoking restrictions apply in and around the facility.Fitness for Duty All personnel will participate in the Fitness for Duty Program, which includes a post-offer drug screening, and post-employment random drug screening.Work Schedule The Administrative Supervisor works a standard Monday to Friday day shift schedule, ensuring consistent plant operation and support during regular business hours. This position will occasionally necessitate extended working hours and flexible shifts as needed, including weekends and holidays, in response to schedules, workload demands, and plant conditions.Some travel will be involved to support power plant fleet, participate in Manager, Owner, User Group, or other offsite meetings.Compensation This position offers an annual base salary ranging from $75,000 to $85,000 and includes eligibility for an annual performance bonus.Professional Expertise & Qualifications We are seeking an experienced Administrative Supervisor with a strong background in office administration, payroll, general accounting, human resources, and Fitness for Duty and Workers’ Compensation programs. The ideal candidate excels at coordinating daily administrative functions, supporting compliance efforts, and maintaining accurate records in a fast-paced plant environment.<ul><li>High school diploma required; ability to understand and apply procedures and instructions relevant to administrative assignments.
