Job Description Puget Sound Energy is seeking a Senior Energy Management Engineer to join our CEM Strategic Planning, Evaluation, and Research team. In this role, you will conduct technical analyses and research that guide program enhancements, quantify measure impacts, and support continuous improvement across our energy efficiency and decarbonization portfolio. As a senior engineer, you will lead and manage all phases of consultant and internal analytical work related to customer efficiency upgrades-including impact and process evaluations-and champion process improvements across customer projects and programs. Our team is responsible for applying rigorous evaluation, measurement, and verification (EM&V) methods to ensure savings are both reliable and realized in customers' homes and businesses. Key responsibilities include: Leading negotiations with external consultants and contractors, managing scopes of work, budgets, and deliverables. Supporting technically complex customer and program projects, including the identification and development of new program offerings, budgets, and savings targets. Working across both residential and commercial sectors and across electric, gas, and fuel-switching applications. You will also help advance PSE's growing decarbonization efforts by supporting pilots, regulatory and legislative analysis, new company initiatives, and non-pipeline and non-wire solutions. Evaluation and pilot work related to flexible loads will also be an expanding focus area. To inform longterm planning, you will contribute to the development and application of the Conservation Potential Assessment and its integration into the Integrated System Plan as a key demand-side resource. Job Responsibilities Provides technical and project management leadership over evaluation of customer projects to validate sustainable energy savings by performing or overseeing Energy audits of building energy systems including: review of facility energy-usage patterns; detailed analyses of complex efficiency measures including energy use modeling; the applicability and recommendations of measures for achieving greater energy efficiency of measures to customer facilities and operations; final inspection of completed projects; and end-use monitoring of electrical loads with data analysis. Is a subject matter expert in electrical or mechanical aspects of energy efficiency and mentors others in their field of expertise, and a resource for pilot planning and efficiency project evaluations. Provides exceptional customer service by managing customer expectations by clearly communicating status and next steps. Identifies, evaluates, develops, and implements market-centric programs and related tariffs to produce sustainable energy savings more effectively by identifying barriers and developing solutions. Implements projects and programs while ensuring compliance of all tariffs and all financial procedures, develops new and revised department policy proposals to increase effectiveness of programs and services. Markets efficiency programs to eligible customers and various organizations. Maintains positive contractor relationship to ensure positive project development and follow-through. Provides technical expertise to others with in the Company, assists in the development of the efficiency supply curves analysis. Oversees the work of and consults with other energy engineers on technical, regulatory policy and financial analyses. Monitors the development and market acceptability of new energy technologies. Supports emergency response work as requested. Performs other duties as assigned. Minimum Qualifications Bachelor of Science degree or PE license in electrical, mechanical, civil or other appropriate engineering field. Responsibilities:
Responsibilities: Your role would be to support the Oregon Washington Coastal office (OWCO) of the National Marine Fisheries Service in providing ESA section 7 and MSA consultations developed according to Regional procedures, preparation of consultation documentation adhering to Regional standards, and technical expertise primarily related to aquaculture activities in OWCO, but also for additional activities as needed.Key tasks include:<ul><li dir="ltr" style="list-style-type:disc">Review, gather, analyze, interpret, and synthesize scientific data and technical information for the purpose of determining environmental impacts on biological resources and aquatic habitats; evaluate the proposed project effects of human activities on fishery resources, protected species, and habitat.</li><li dir="ltr" style="list-style-type:disc">Write combined ESA Biological Opinions and MSA responses to action agencies related to their Biological Assessments for listed species, designated critical habitat, and essential fish habitat under NMFS jurisdiction, i.e., salmon, steelhead, rockfish, whales, sea stars, other listed-species.</li><li dir="ltr" style="list-style-type:disc">Write combined ESA Letters of Concurrence and MSA responses to action agencies related to their Biological Assessments for listed species, designated critical habitat, and essential fish habitat under NMFS jurisdiction, i.e., salmon, steelhead, rockfish, whales, sea stars, other listed-species.</li><li dir="ltr" style="list-style-type:disc">Review biological assessments, permit applications, and/or consultation initiation packages from action agencies for listed species, designated critical habitat, and essential fish habitat under NMFS jurisdiction and provide feedback and technical support to action agencies.</li><li dir="ltr" style="list-style-type:disc">Provide pre-consultation technical assistance to action agencies, applicants, or their representatives in response to inquiries. Examples of feedback are sufficiency, accuracy, or completeness; requests for further information for consultation purposes; recommendation of conservation measures, compliance with technical design standards. Feedback shall occur through written or oral communications and in group meetings.</li><li dir="ltr" style="list-style-type:disc">Review applications from action agencies to enroll in existing programmatic consultations and draft letters or emails to enroll applications into existing programmatic consultations.</li><li dir="ltr" style="list-style-type:disc">Prepare environmental documentation pursuant to NEPA.</li><li dir="ltr" style="list-style-type:disc">Prepare draft incidental take permits and other necessary documentation for ESA section 10 activities.</li><li dir="ltr" style="list-style-type:disc">Coordinate with NMFS fish passage engineers for reviews of proposed designs.</li><li dir="ltr" style="list-style-type:disc">Prepare appropriate documentation for each consultation and follow West Coast Region and OWCO protocols for quality assurance, electronic filing, and consultation tracking.</li><li dir="ltr" style="list-style-type:disc">Review habitat restoration proposals to implement Recovery Plans.</li><li dir="ltr" style="list-style-type:disc">Coordinate with Project Officer or Geographic Branch Manager on assignments and work products.</li><li dir="ltr" style="list-style-type:disc">Follow recommendations from agency staff on legal, regulatory, or technical sufficiency and compliance.</li><li dir="ltr" style="list-style-type:disc">Develop reasonable schedules and meet timelines and completion dates.</li></ul>Travel:<ul><li dir="ltr" style="list-style-type:disc">Occasional site visits to proposed project locations.</li><li dir="ltr" style="list-style-type:disc">Attendance at regional shellfish growers meetings for partner, applicant, or action agency representative communication and engagement to accomplish key tasks including pre-consultation technical assistance; Washington Sea Grant Conference for Shellfish Growers; Pacific Coast Shellfish Growers Association Annual Conference.</li></ul>Although this contractor position might involve opportunities to conduct field site visits, this position mainly consists of office duties

These are full-time, primarily remote positions supporting interagency consultation and regulatory science activities. Responsibilities:
Duties of the Regulatory Science and Technical Analyst will include the following: Your role will be to provide scientific and technical support to conduct interagency consultations under the Endangered Species Act (ESA), Magnuson-Stevens Act (MSA), Marine Mammal Protection Act (MMPA), Federal Power Act (FPA), and NEPA. Key tasks include:<ul><li>Review, gather, analyze, and synthesize scientific data to evaluate environmental impacts to listed species and habitats</li><li>Draft ESA Biological Opinions, Letters of Concurrence, and MSA responses</li><li>Review Biological Assessments and consultation packages</li><li>Provide pre-consultation technical assistance to action agencies</li><li>Prepare NEPA documentation (EAs/EISs)</li><li>Draft permits and supporting materials for ESA section 10 activities</li><li>Coordinate with NMFS Science Centers, engineers, and interagency partners</li><li>Maintain administrative records and consultation tracking systems</li><li>Participate in meetings with federal, tribal, and state stakeholders</li></ul><h2 style="margin-top:18pt;margin-bottom:4pt">Place of Performance</h2>Work will be performed primarily offsite with access to NOAA systems as required. TravelTravel is anticipated (approximately two trips per quarter within the West Coast Region- ID, WA, OR, and CA).

Qualifications:
