Responsibilities:
Facilities Operations:<ul><li>Develops strategic and operational policies and plans and executes strategic plans.</li><li>Develops departmental goals, plans and standards consistent with clinical, administrative, legal, and ethical requirements and objectives.</li><li>Plans, organizes, and directs all activities related to staffing including hiring, orienting, performance management, coaching, leadership development, disciplinary actions, and continued education initiatives.</li><li>Determines the qualifications and competence of staff to provide offered services, ensures orientation, in-service training, and continued education.</li><li>Manages departmental turnover and maintains high employee and patient satisfaction.</li><li>Prepares budgets and ensures compliance with allocated finding.</li><li>Coordinates internal/external audits including insurance, CMS, TJC, and other regulatory compliance site visits.</li><li>Maintains external relations related to Facilities Management including government relations, Local, State, and Federal regulatory agencies, The Joint Commission (TJC), insurance carriers, and others as needed.</li><li>Maintains partnerships and customer relations with ministry administration, Ascension partners/subsidiaries, Safety & Emergency Management, Landscaping, Fire Systems, and other departments to ensure safe, compliant, and efficient operation of the facility buildings and grounds.</li><li>Maintains knowledge of applicable statutory, regulatory, and administrative requirements relative to departmental operations and ensures department compliance.</li><li>Ensures that facilities follow applicable regulatory requirements and that compliance with regulatory requirements are documented appropriately in FMOS or other appropriate systems.</li><li>Develops and implements policy and procedures which guide and support the provisions of services and meets all productivity plans.</li><li>Recommends requirements for space, equipment, financial, and human resources needs and participates in the selection of outside sources for needed services.</li><li>Deploys resources to best meet business goals and to maintain efficient and safe daily facilities operations.</li><li>Ensures that facilities are maintained, secured, renovated, and constructed according to departmental/organizational policies, procedures, plans, and initiatives.</li><li>Assists with the development of and ensures compliance with departmental budgets, including capital, operating, and construction budgets.</li><li>Consults with Administration, Purchasing, Construction.</li><li>Safety and related partners in plan development, funding, and execution of additional services, facility moves, and large projects.</li><li>Reviews and authorizes purchase requests to ensure service agreements are met and maintenance services follow procedures and budgets.</li><li>Establishes a safe work environment for employees by performing safety audits and inspections, conducting safety-related training, and maintaining on-going communications with employees.</li><li>Oversees major infrastructure repair and renovations projects by identifying and managing vendors/contractors, including bid process, contract compliance, and vendor/contractor performance.</li><li>Acts as the liaison for all remodeling, renovation, and construction projects as it relates to product standards, design standards, scheduling shut-downs, and system interruptions.</li><li>Troubleshoot problems and resolve issues with internal customers, vendors, and internal partners.</li></ul>Continuous Improvement:<ul><li>Serve as change agent throughout the organization.</li><li>Identify opportunities for process improvement.</li><li>Implements efficiency improvements.</li></ul>Leadership:<ul><li>Provide strong leadership particularly in the areas of facilities management, risk reduction, performance metrics, work process efficacy and efficiency, team performance, and the pursuit of excellence utilizing Medxcel FM Programs.</li><li>Lead and guide lead(s) to obtain optimal performance and operational excellence.</li><li>Ensures appropriate staffing coverage to support safe and efficient plant operations.</li><li>Manages staffing, performance evaluation and training activities, and assists with capacity planning for staff and contract labor.</li><li>Interface with all unit operations, leadership, and the line organization in order to administer programs, procedures, and ensures compliance.</li><li>Represents the company with internal and external customers.</li><li>Display customer centric philosophy that highlights both internal and external relationships; identify customer needs/expectations and strives to exceed them.</li><li>Drives service excellence in daily operations and customer interactions.</li></ul>  

Qualifications:

ASR is seeking a Construction Surveillance Engineer (CSE) to provide constructionmanagement support to the NAVFAC Southeast at Naval Air Station Pensacola, FL.  The CSE will support the Officer in Charge of Construction (OICC) / FEAD with construction inspection and quality assurance, while monitoring contract, safety and environmental compliance. Duties/Responsibilities include:<ul><li>Coordinate requests from Construction Contractor and Client. Coordinate request from the construction Contractor for outage requests, excavation permits, burn permits, haul routes and other similar items. This will require liaison with the ROICC and appropriate base personnel.</li><li>Attend Meetings and Conferences. Includes attending, taking notes, providing information to the ROICC or the ROICC’s representative at meetings, conferences, and briefings.</li><li>The CSE shall conduct construction progress briefings once every week for the Government ROICC Representative. In addition to general progress on each construction contract, significant events, problems, starts or completion shall be briefed.  </li><li>Review of Submittals. CSE shall provide review of submittals designated for Government approval. Review shall include reviewing and providing written comments and recommendations, for approval or disapproval, to the Contracting Officer’s Representative (COR).</li><li>Provide construction schedule review/analysis and notes/comments/recommendations on Progress Schedules and Network Diagrams, Schedule Submittal Requirements, Contractor’s Safety Plan, and CQC Plan.</li><li>Monitor construction work for project CQC compliance with the contract and Contractor-submitted plans. The CSE shall monitor the construction work and assure that the quality control management performed by the construction Contractor is adequate to assure that construction complies with contract documents. The CSE shall perform checks of the construction to assure adequacy of the construction Contractor’s quality control program. </li><li>Prepare Construction Representative’s Reports and Contract Construction Compliance Notices.</li><li>Report instances of non-compliance with safety requirements and monitor compliance with environmental protection requirements.</li><li>Monitor materials testing, witness testing of waste, gas, water, electrical, heating, ventilation, air conditioning, fire protection, elevator, boiler, and energy monitoring control systems.</li><li>Review Daily Contractor Quality Control (CQC) Reports and Contractor Production Reports (CPRs).</li><li>Assist conducting pre-final inspections and Cost Estimating Services.</li><li>Take and provide to the Government complete progress, record, and other construction photographs. Construction Photographic Services include Report Progress Photographs, Completion Photographs, and Special Construction Operations Photographs.</li><li>The CSE shall monitor and assure construction contractor field maintenance of “as-built” drawings.</li><li>The CSE shall perform spot checks for completeness and accuracy of the construction plans and specifications and to determine the constructability of the facility at the beginning and duration of each Phase of Construction.</li><li>As part of Constructability Review, the CSE shall review the design plans and specifications to determine the constructability of the facility as detailed in the drawings and specifications.</li><li>Complete the closeout checklist in accordance with NAVFAC processes and procedures.</li></ul> Qualifications, Education and Other Requirements:<ul><li>Shall possess a Bachelor’s Degree in Engineering, Construction Management, Urban Planning or equivalent.  The CSE may substitute the degree requirement with 12 years of relevant experience.</li><li>A minimum of 7 years of experience as a Construction Manager, Field Engineer, Project Engineer or Quality Control Manager on commercial/industrial type facilities, DoD/MILCON, utility or waterfront related contracts valued in excess of $5 million.</li><li>Construction technical competencies and qualifications to verify that a specific level of workmanship was obtained.</li><li>Knowledge of construction scheduling methods and familiarity with the use of scheduling software, including Primavera P6 and Microsoft Project.</li><li>Proficiency in computer software programs such as Microsoft Word, Excel, PowerPoint, and Outlook; Adobe Acrobat Professional; and RS Means/CostWorks.</li><li>Average physical agility and dexterity. Essential Duties & Responsibilities:
<div> </div><ul style="margin-top:1em;margin-bottom:1em;margin-left:0px;color:rgba( 0 , 0 , 0 , 0.87 );font-family:'arimo' , 'helvetica neue' , 'helvetica' , 'arial' , sans-serif"><li style="line-height:20px">Plans and supervises activities including determining the method of construction, sequencing, manpower levels, material quantities, equipment, and work schedule</li><li style="line-height:20px">Trains and manages other field staff</li><li style="line-height:20px">Through assigned Foremen, manages the day-to-day activities of the construction operation</li><li style="line-height:20px">In conjunction with the Project Manager, creates and maintains project schedule; plans monitor, and reviews critical path dates and milestone schedules</li><li style="line-height:20px">Communicates site problems, conflicts, schedules, and quality issues effectively to the Project Manager and owner</li><li style="line-height:20px">Resolves field construction problems</li><li style="line-height:20px">Maintains open communication between all subcontractors to ensure all required materials, equipment, inspections, etc. support project activities and project schedule</li><li style="line-height:20px">Monitors field staff & subcontractor compliance with project safety program requirements; ensures that weekly safety inspections and toolbox talks are completed; ensures that corrective measures are implemented</li><li style="line-height:20px">Assists the Safety Department in performing incident and/or accident investigations and follow-up</li><li style="line-height:20px">Understands all subcontractors’ scopes; assures subcontractors maintain schedules, and quality standards to meet contract requirements</li><li style="line-height:20px">Assists the Project Manager with subcontractor disputes, quality control, and schedule coordination</li><li style="line-height:20px">Works with the Project Manager and owner’s representatives to ensure work complies with drawings and specifications</li><li style="line-height:20px">Supports the Project Manager in the negotiation of claims and changes</li><li style="line-height:20px">Provides input to Project Manager regarding cost and schedule forecasts</li><li style="line-height:20px">Assists the Project Manager with Change Order review</li><li style="line-height:20px">Performs project close-out and ensures punch list is completed in a timely manner</li><li style="line-height:20px">Mentors Project Associates assigned to the project</li></ul>

Qualifications:

JOB TITLE: INDEPENDENT CONTRACTOR - DELIVERY DRIVER JOB DESCRIPTION: The Shine Lab LLC is seeking reliable, motivated, and professional Independent Contractor Delivery Drivers to complete local deliveries using their own personal vehicles. This contract-based 1099 position offers flexible scheduling, unlimited earning potential, and consistent daily routes. As an Independent Contractor Delivery Driver, you will pick up orders from designated retail store locations and deliver them directly to customers’ homes. All deliveries are local, drop-off-only, with no installation, assembly, or special handling required. Drivers typically complete 12–15 stops per day. Responsibilities Pick up packaged orders from the designated store location. Deliver items safely, efficiently, and professionally to customer homes. Verify all delivery details and route information before leaving the store. Maintain communication with dispatch for updates or issues as needed. Ensure all deliveries are completed within designated timeframes. Provide exceptional customer service and represent The Shine Lab professionally. Compensation Drivers average $500–$700 per day. $200 daily minimum guaranteed. Weekly earnings average $3,000–$4,200. Pay is per stop (not hourly). Drivers typically complete 12–15 stops per day.
