Specialists bring strong consultation skills with proven experience on completing needs assessments that clearly and concisely demonstrate data-driven identification of business needs, performance gaps, and the KSAs (knowledge skills, and attitudes) required to address the issues identified, the ability to integrate various delivery modalities, training methods, and provide guidance and support for best practices associated with in-person, virtual, and blended learning; appropriate integration of educational technologies and experiential learning approaches; and effective application of adult learning theories. An MS/MA in Instructional Design and 6+ years’ curriculum/instructional design experience, with proven ability in designing a variety of training courses (including, but not limited to, foreign affairs, tradecraft, or diplomatic training) using a broad array of delivery modalities (e.g., classroom, virtual, hybrid) and methodologies OR 10 years' experience with 24 credit hours in Learning theory, psychology of learning, educational psychology, Instructional design practices, Educational evaluation, Instructional product development, and/or Computers in education and training.
