**SUMMARY**

Responsible for independent evaluation of the Hanford cleanup and groundwater programs with a focus on remediation of groundwater activities and compliance/execution with Federal and Washington state regulation.

**ESSENTIAL DUTIES & RESPONSIBILITIES**

+ Assist in document review and technical analysis of groundwater and source area contamination with regard to the CERCLA, RCRA and AEA process.

+ Ensure project safety and regulatory documentation is complete, accurate, and reliable for submission to regulators or other DOE offices.

+ Support Hanford Groundwater Program operations (including pump and treatment facilities, in-situ barriers, groundwater monitoring and sampling, well construction, well rehabilitation, and well maintenance), and regulatory documentation and technical analyses as it affects groundwater program activities.

+ Conduct on-site assessments related to groundwater programs.

+ Provide expert opinion and feedback on program/project activities.

+ Provide detailed technical oversight, support to prevent programmatic failure (for example, failure to comply with regulations or enforceable documents), and assess effectiveness and performance of groundwater activities.

+ Assist in preparation and review of draft reports, including technical analyses, assessment of regulatory documents, waste acceptance criteria, technical reports, or other documents.

+ Interface with a diverse range of people from the Hanford Field Office (HFO), SNRL field Office, PNNL, other DOE Contractors, U.S. Environmental Protection Agency, State Regulators, tribes, and other stakeholders.

+ Support the development and implementation of plans to mitigate programmatic risks and exploit opportunities for improving program activities.

+ Provide related technical and strategic expertise in compliant groundwater program management operations and groundwater program management practices.

+ Provide executive level management support for Hanford groundwater program management and facility operations.

+ Assist with proactively identifying potential risks/opportunities through review of the programs and evaluation of program elements related to groundwater program facility operations.

+ Maintain regular and punctual attendance.

+ Perform other duties as assigned.

**MINIMUM QUALIFICATIONS**

+ BS/BA degree in a relevant field of study. Technical degree in soil, water treatment, geology, and/or hydrogeology. Five (5) years of experience may be substituted for BS/BA degree.

+ Minimum of ten (10) years of relevant experience, including:

+ Program and/or project management in groundwater and soil remediation projects,

+ RCRA/CERCLA/AEA process and interfacing with regulators and other stakeholders,

+ RCRA/CERCLA/AEA groundwater monitoring requirements, and

+ Well construction, rehabilitation, and maintenance.

+ Assessing remedy performance and evaluation against requirements and optimization.

+ U.S. citizenship required.

+ Must obtain and maintain any necessary security access and/or background checks.

+ Expert writing skills with proven experience supporting programs and projects through analysis, tracking, monitoring, assessment, review, and coordination, as demonstrated by nationally recognized publications.

+ Knowledge of MS Word, MS Excel, MS Access, MII estimating software, and/or other MS Office tools.

+ Sufficient knowledge of contract change management to review contractor proposals for accuracy and content.

+ Knowledge of groundwater modeling techniques and software.

+ Experience in the use of MODFLOW and STOMP.

+ Thorough knowledge of Hanford Site Groundwater treatment operations.

+ Thorough knowledge of Hanford Site Groundwater well drilling, maintenance, and rehabilitation operations.

+ Knowledge of the Hanford Federal Facility Agreement and Consent Order.

+ Knowledge of assessment and monitoring of environmental contamination and evaluation of fate and transport of radiological and non-radiological contaminants.

+ Knowledge of state regulations as it pertains to RCRA and CERCLA.

+ Knowledge in management of design, fabrication, installation, startup, and operation of remedial systems for treatment of soil and groundwater.

+ Knowledge of contamination by a wide variety of contaminants, including petroleum, volatile and semi-volatile organic compounds, metals, toxic anions, and radionuclides.

+ Knowledge of in situ and ex situ soil remediation techniques, including design, installation, and operation of dewatering systems, in situ and ex situ groundwater remediation.

+ Knowledge of design, construction, operation, and maintenance of groundwater extraction and injection wells.

+ Knowledge of DOE/HFO policies and procedures.

+ Knowledge of program and project management practices, policies, and procedures; preference for knowledge of and experience with DOE Order 413.3B, "Program and Project Management for the Acquisition of Capital Asset Projects".

+ Knowledge shall allow the support staff to provide accurate input on the overall project to include scope definition, baseline cost, schedule, baseline changes, and earned value analysis.

+ Ability to successfully communicate with a diverse range of people from various levels and organizations resulting in an unimpeded passage of information as to not cause delays in progress.

+ Communication and interface skills; ability to elicit information to utilize in development of products and provision of support.

**PHYSICAL DEMANDS**

Position consists of prolonged periods of sitting and working at a computer, including frequent use of hands and fingers for keyboard and mouse operation. Requires the ability to read and analyze detailed technical documents. May involve standing, walking, bending, stooping, and crouching during on-site groundwater program assessments. Occasional lifting of materials or equipment up to 20 pounds may be required.

**COMPENSATION & BENEFITS PACKAGE**

+ Pay range: $175,000 to $195,000 per year.

(Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).Essential Functions and Job Responsibilities:
The SRM (Shift Relief Manager) provides comprehensive leadership and oversight for facility operations across rotating shifts at a Category 3 Nuclear Laboratory, ensuring strict compliance with technical, environmental, and safety requirements. The SRM directs and supervises Shift Operations Managers (SOMs), Chemical Technologists (CTs), and Stationary Operating Engineers (SOEs); manages personnel matters; oversees training and qualification programs; and maintains the Rounds Action Tracking List (RATL) for equipment and building deficiencies, actively pursuing mitigative and corrective actions. Responsibilities include ensuring qualified shift staffing, authorizing and documenting work packages, administering access and key control, overseeing configuration and activity integration, and managing the lock and tag control program. Deliver comprehensive weekly reports to the Facility Operations Manager summarizing outstanding items, actions taken, and progress toward resolution.</li><li>Partner with Conduct of Operations Mentor and Training Department to Elevate Professional Standards: Collaborate closely with the Conduct of Operations (Con Ops) Mentor and Training Department to advance knowledge, skills, and performance standards among SOMs, Chemical Technologists, and Stationary Operating Engineers. Coordinate continuing education and facilitate on-the-job training (OJT) and on-the-job evaluations (OJE) to foster continuous professional growth and regulatory compliance.</li><li>Track Qualification Card Training for SOMs, Chemical Technologists, and Stationary Operating Engineers: Oversee and document qualification card training progress for all SOMs, Chemical Technologists, and Stationary Operating Engineers. Monitor training cycles and ensure timely completion and renewal of required qualifications to maintain a fully qualified operations roster.</li><li>Coordinate with Emergency Preparedness (EP) Department for Backshift No-Notice EP Drills for BED Requalification: Work in partnership with the Emergency Preparedness Department to plan and implement no-notice emergency preparedness drills during backshift operations. Manage the execution and evaluation of these drills to ensure ongoing requalification of Building Emergency Directors, identify areas for improvement, and strengthen overall facility readiness.</li><li>Assist Day-Shift Operations as Needed: Provide support to Day-Shift Operations as required, including collaboration on shift transitions, sharing information on ongoing or emergent issues, addressing cross-shift operational needs, and helping maintain continuity of safe, efficient laboratory operations across all teams.</li></ul>Minimum Requirements:
