directs survey crews; evaluates field data; develops concept plan; coordinates construction with various agencies, including other departments and utility companies; finalizes designs; prepares cost estimates; review and analyzes bids to commend award of contracts; reviews contractor invoices and approves for payment; makes periodic site visits to assess progress and make changes to plans as needed; negotiates costs with contractors; and assures that all public works projects are performed in compliance with plans and specifications. Reviews plans, specifications, cut sheets, changes orders in design by consulting engineers for all city construction projects; checks for correct quantities, street grade design, storm drainage design, latest correct specifications utilization; communicates with consultant regarding reviews; monitors the construction of the project, reviews change orders and closes out the project when construction is completed; ensures that all projects are kept within budget and that all alternatives have been explored to determine the best design.
