Title: Chief Financial Officer (CFO) Department: Finance, Chamber Reports To: Chief Executive Officer FLSA Status: Exempt Location: DavenportThe Quad Cities Chamber is seeking a dynamic and strategic Chief Financial Officer (CFO) to provide leadership and oversight of the organization’s financial operations, assets, and long-term fiscal health. This role will play a critical part in supporting the Chamber’s growth, sustainability, and mission across its diverse portfolio of programs and initiatives.Position Summary: The Chief Financial Officer will have the strategic vision and technical abilities to manage the Quad Cities Chamber’s financial assets, growth and success. This position will be responsible for overall policy and management of all finance and accounting functions for the organization, as well as monthly statement preparation. The organization is comprised of eight different verticals, all of which fall under the financial responsibility of the CFO. The CFO will be responsible for high quality and timely financial reporting, risk management practices, grant management, and systems that ensure the organization adequately meets its regulatory and fiduciary obligations. Additionally, this position will manage human resources, facilities, contracts, and IT functions of the Chamber through contracted partners. Other duties must be performed as assigned or required.Finance and Accounting<ul style="list-style-type:disc"><li style="line-height:normal">Manages the Senior Director of Accounting and Payroll to ensure proper management of finances and payroll functions.</li><li style="line-height:normal">Prepares monthly and annual financial statements and reports for the Chamber and all affiliated entities.</li><li style="line-height:normal">Develops and recommends strategies and procedures for improved financial and operational effectiveness and efficiency in the Chamber work plan and programs.</li><li style="line-height:normal">Coordinates and facilitates annual audit engagement and preparation of tax returns for Chamber and related entities with independent auditors.</li><li style="line-height:normal">Oversees reconciliation of bank accounts.</li><li style="line-height:normal">Manages cash flow.</li><li style="line-height:normal">Oversees adherence with Board approved investment and asset management policies.</li><li style="line-height:normal">Represents the Chamber to financial partners, including financial institutions, Board members, Chamber investors, auditors, public officials, etc.</li><li style="line-height:normal">Develops and maintains proper internal financial controls.</li><li style="line-height:normal">Serves as the lead staff to the Chamber Finance Committee in development of short, medium, and long-term financial plans and projections.</li><li style="line-height:normal">Ensures compliance of all grants, including any federal, state and local grants.</li><li style="line-height:normal">Evaluates and maintains financial information systems of the Chamber.</li><li style="line-height:normal">Oversees the Chamber 401k plan and understands other employee benefit plans such as health, dental, vision, group life insurance, etc. through a third-party vendor.</li><li style="line-height:normal">Remains up to date on nonprofit audit practices and state and federal laws.</li><li style="line-height:normal">Ensures legal and regulatory compliance regarding all financial functions.</li></ul>Administration and Other Duties<ul style="list-style-type:disc"><li style="line-height:normal">Manages facilities operations and real estate transactions, including lease negotiations, tenant relations, general maintenance and security requirements.</li><li style="line-height:normal">Manages Senior Director of Human Resources to ensure proper compliance and responsiveness to HR needs as well as to ensure third party HR and Payroll services are functional and accurate.</li><li style="line-height:normal">Manages Staff Benefits and IT functions through contracted partners.</li><li style="line-height:normal">Responsible for risk management and maintaining adequate property and liability coverage, including directors’ and officers’ liability coverage.</li><li style="line-height:normal">Enhances and/or develops, implements and enforces policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the Chamber.</li></ul>Supervisory Responsibilities: The Chief Financial Officer manages three direct employee reports, and manages the contracts and directs the work of three contracted partners for IT, Benefits, and HR. Qualifications: To perform this job successfully, the individual in this position must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the minimum knowledge, skills and ability required.Education/Experience:<ul style="list-style-type:disc"><li style="line-height:normal">Bachelor’s Degree in accounting or finance required; CPA and/or MBA preferred</li><li style="line-height:normal">Three to five years of experience as a controller, or similar position, preferably in a nonprofit organization with a budget of at least $5 million OR other relevant experience</li><li style="line-height:normal">Significant experience in/knowledge of nonprofit accounting, including sophisticated fund and grant accounting, compliance and reporting</li><li style="line-height:normal">Federal grant financial reporting experience preferred</li><li style="line-height:normal">Excellent verbal and written communication skills</li><li style="line-height:normal">Demonstrated leadership ability, team management, and interpersonal skills</li><li style="line-height:normal">Excellent organization skills and analytical and abstract reasoning skills</li></ul>Equipment and Software Skills:<ul style="list-style-type:disc"><li style="line-height:normal">Proficiency in Microsoft Excel, Word, PowerPoint, and Outlook.</li><li style="line-height:normal">Must be able to operate standard office equipment, including telephone, calculator, computer, printer, typewriter, fax, and copier.</li><li style="line-height:normal">Experience with QuickBooks Online, iSolved and CRM system a plus.</li></ul>Certificates, Licenses, Registrations:<ul style="list-style-type:disc"><li style="line-height:normal">Must possess a valid driver’s license and be insurable</li></ul>Language Skills:<ul style="list-style-type:disc"><li style="line-height:normal">Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations</li><li style="line-height:normal">Ability to write reports, business correspondence, and procedure manuals</li><li style="line-height:normal">Ability to effectively answer questions from and present information to top management, public groups, and/or boards of directors</li></ul>Mathematical Skills:<ul style="list-style-type:disc"><li style="line-height:normal">Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages</li></ul>Reasoning Ability:<ul style="list-style-type:disc"><li style="line-height:normal">Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists</li><li style="line-height:normal">Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form</li><li style="line-height:normal">Ability to define problems, collect data, establish facts, and draw valid conclusions.</li><li style="line-height:normal">Ability to interpret a variety of technical instructions</li></ul>Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.<ul style="list-style-type:disc"><li style="line-height:normal">Standing – Approximately greater than 1/3 of on-the-job time.</li><li style="line-height:normal">Walking – Approximately greater than 1/3 of on-the-job time.</li><li style="line-height:normal">Sitting – Approximately greater than 2/3 of on-the-job time.</li><li style="line-height:normal">Use of hands to finger, handle or feel – Approximately greater than 2/3 of on-the-job time.</li><li style="line-height:normal">Reaching with hands and arms – Approximately less than 1/3 of on-the-job time.</li><li style="line-height:normal">Climbing or balancing – Approximately less than 1/3 of on-the-job time.</li><li style="line-height:normal">Stooping, kneeling, crouching or crawling – Approximately less than 1/3 of on-the-job time.</li><li style="line-height:normal">Talking or hearing – Approximately greater than 2/3 of on-the-job time.</li><li style="line-height:normal">Travel, less than 10% of job time</li><li style="line-height:normal">Availability to work occasional non-traditional hours (early morning, evenings, weekends)</li><li style="line-height:normal">Weight lifted/Force exerted – An average of approximately 25 pounds, less than 1/3 of on-the- job time, non-continuously</li><li style="line-height:normal">Must have clear vision near and far, with or without corrective measures.</li></ul> Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job.
