Under the supervision of a Lieutenant, functions as part of a team conducting emergency service operations. Deploys and operates firefighting hose lines, hose line appliances, and specialized tools and equipment. Conducts inspections of all service-support resources and performs preventive maintenance as required. DESCRIPTION OF RESPONSIBILITIES: + Performs all activities associated with structure firefighting + Performs all activities associated with rescue operations + Performs all activities associated with Airfield Rescue and Firefighting (ARFF). + Follows established protocols in providing medical care to the sick and/or injured + Completes recurring proficiency training as required. + Performs preventive maintenance on fire station facilities and apparatus + Performs inspection and routine maintenance on specialized tools and equipment + Participates in periodic service testing of vehicles and equipment. + Performs other job-related tasks as assigned by the Supervisor. WORKING ENVIRONMENT/PHYSICAL ACTIVITIES: + Ability to work at heights, in hazardous environments and under hazardous conditions. + Ability to work in enclosed spaces while wearing a full facemask; non-claustrophobic + Ability to work well with other as part of a team + Ability to function under duress. + Ability to communicate effectively both orally and in written format + Must pass an annual performance fitness evaluation consisting of essential job tasks. + Must function effectively while wearing respiratory protection -- face mask with self-contained breathing apparatus (SCBA). + Must meet the medical requirements outlined in NFPA 1582, Comprehensive Occupational Medical Program for Fire Departments, Chapter 6. + Must participate in mandatory on-duty exercise and fitness training program + Must participate in an annual fitness assessment consisting of the following components: aerobic capacity, body composition, muscular strength, muscular endurance, and flexibility. + Must participate in an annual respiratory protection training evaluation in accordance with requirements of NFPA 1404, Standard for Fire Service Respiratory Protection Training. + Must complete strenuous fireground tasks as assigned during an emergency situation or in a training environment. Office conditions are varied and include physical tasks including lifting, pushing or pulling over 50 pounds (with a 2-person assist). Physical positions will include but not be limited to walking, standing or sitting for extended periods of time, and crawling, kneeling or cramped workspaces, requiring repeated stooping and frequent stair climbing. The environment will include customer contact, extended workdays, in a confined work area, field assignments, sometimes in inclement weather. REQUIRED DEGREE/EDUCATION/CERTIFICATION: + High School graduate or equivalent + Must have a current Hawaii Driver’s License + Must have the following Professional Certifications (IFSAC or ProBoard affiliate); + Fire Fighter I + Fire Fighter II + HazMat - Operations + Airport Firefighter + Must have current licensure through the National Registry of Emergency Medical Technician- Basic (NREMT-B) license or higher + Must have a current CPR/AED card- American Heart Association (AHA) or American Red Cross (ARC) affiliate. + Must successfully pass an annual skills validation evaluation on the professional firefighter certifications required of this position. Assistant Property & Supply Manager (APSM): • Licenses or Certificates required to perform the essential functions of this position o Possess and maintain a valid State of Hawaii driver's license (Class 3); Medical Examiner's Certificate (MEC) issued by the City's Health Services. o Prior to completion of probation: obtain and maintain a Forklift Operator's certificate (Class 4, 5). • Equipment or tools regularly operated or used o Desktop computer, printer, calculator, fax machine, warehouse and office equipment, motorized vehicle, cube truck, forklift, hand truck, rope counter, pallet jack, dolly's, air compressor, various basic hand and power tools. • Special Work Requirements o May be subject to work nights, weekends, and holidays, during emergency situations as the position is subject to call back 24/7. Assistant Property & Supply Manager (APSM) duties shall include but are not limited to: • Create, develop, implement, and manage a disaster preparedness plan (for all hazards, hurricane, tsunami, flooding, etc.) for the HFD storeroom. This plan should encompass pre-disaster property and supply packing with relocation site and transportation set and post-disaster return to the HFD storeroom, if viable. • Supervision and oversite of the HFD's Annual personal protective clothing (PPC) and personal protective equipment (PPE) evaluation and replacement plan. As of 3 years ago, approximately 1200 uniform firefighters are required to have their PPE/PPC evaluated and replaced as needed. This duty would fall under the APSM. As of now, the HFD uses overtime personnel to accomplish this task. • Assist the PSM with planning, development, management, implementation, and direction of the department property and equipment inventory program, including the proper distribution of PPC and PPE. Responsible for issuing, receiving, storing, and inventory control of equipment, supplies, and materials. Responsible to ensure all personnel and fire stations are equipped with proper equipment, supplies, medical supplies, materials, and clothing. Assist the PSM with planning, development, and management of the ordering and distribution system for equipment, supplies, and materials within budgetary constraints. Reviews and approves anticipated requirements for contracts, bid quotations, and price schedules. • Schedules and drives meetings with local and national business/sales representatives regarding any updated industry standards and new technology concerning equipment and PPE/PPC. • Work with BFS and purchasing to produce Master Agreements (MA) for equipment and supply acquisition. • The ASPM will assist the PSM with supervision and oversite of equipment and supplies utilizing the Assets Management System (AMS). The APSM will create inventory reports and dashboards for the PSM which will assist with maintaining proper inventory levels. • Assists the PSM with management and oversite of the development of Standard Operating Guideline/Policy & Procedures as needed to streamline and improve on the current storeroom property and supply process. • Assists with property and supply annual budget request preparation. Reviews and maintains an accounting system to track current-year expenditures. Refresh and update as needed based on new technology, operational needs, and industry trends and standards. • Develops informational systems to manage supply records in the following areas: a. Identification numbers and location of equipment; b. Inventory of supplies and equipment, and assignment of personal equipment issued to individual fire fighters; c. Inventory of firefighting apparatuses, equipment and property, vehicles, aircraft, and fireboat; d. Control and custody and safekeeping of all keys and lock of personal padlocks in the Department; e. Inventory of real property classified by TMK, to include land and structures. • Prepares purchase requests for new equipment. Reviews purchase orders, requisitions, invoices, proposals, and contracts. Apprises of the status of equipment ordered and delivery date. Advises on proper procedures for preparation and submission of purchase requests for major items of equipment. • Manages the uniform allowance system by screening, processing by payment, and verifying compliance with collective bargaining agreements, rules and regulations, and policies and procedures for uniform allowance claims. Provides interpretation of uniform allowance provisions. Screens personnel records to determine eligibility and amounts payable. Prepares supporting documents for payment of annual uniform maintenance allowance. • Manages, coordinates and advises in the receipt, transfer, storage, and relinquishment of equipment and procedures governing the movement of equipment. Assigns Department identification numbers and tags to all equipment. Responsible on a continuous basis for the current readiness status of all equipment, and permitting sound and timely decisions relating to operational requirements. Receives, secures, issues, and reorders supplies for fire fighters. • Manages and maintains office supplies inventory. Receives, stores and issues supplies to worksites. Develops an accounting system to track current expenses for supplies and equipment expenditures. Advises on expenditure levels and balances. • Oversees the preparation and submittals of letters for the transfer and disposal of equipment for the approval of the Fire Chief and appropriate appointing authority. Prepares documents (Bill of Sale, registration, etc.) necessary for property disposal auction. Coordinates directly with Real Property personnel. Attends auctions of condemned equipment and prepares necessary documents for transfer of equipment. • Assists PSM with supervision of Storeroom personnel, including civilian staff, HFD light duty staff and HFD OT staff (5 to 10 personnel). • Operates a cube truck island-wide to drop-off/pick-up equipment, supplies, and materials, and forklift to load, unload, and transport equipment and materials. Operates a motorized vehicle island-wide to attend meetings, trainings, conferences, and seminars. • Performs other related duties as required.
