Position Description & Qualifications The Army PPB BOS program is seeking a 100% Remote Information Specialist to lead documentation and knowledge management for software development teams. The candidate shall own the creation, organization, and maintenance of system documentation, knowledge bases that support developers, testers, and government stakeholders. In this role, you will: + Develop, maintain and continuously improve project documentation, including user guides, admin guides, test plans, release notes, SOP, user acceptance test cases + Work closely with developers, testers, and product owners to capture technical details and translate them into clear, accurate documentation + Design and maintain a structured knowledgebase to ensure project information is easy to find and traceable + Participate as a collaborative team member in Agile lifecycle and activities + Be expected to complete tasks in a fast-paced, results driven environment. To be successful in this role, you will have: + US citizenship + An Active DoD Secret clearance + A Bachelor’s degree in Computer Science, Information Systems, or relevant field + 3 years of documentation and knowledge management experience in supporting software development + Demonstrated experience creating and maintaining technical documentation + Experience organizing and managing large volumes of information, including developing logical structures, file/metadata file, etc. + Strong written and verbal communication skills with attention to details and consistency + The ability to travel up to 10% of the time. Additional desired experience and skills: + Experience supporting Army or DoD programs, especially in budgeting, analytics or business operations environments. + Familiarity with collaboration tools, like Jira and Confluence. + Experience with software development concepts and Agile methodologies + Experience with software testing including developing test cases, conducting software testing, documenting results, and other required testing activities. + Experience creating government acceptance test cases. This role is ideal for a technically strong and client-focused professional with expertise in potable water systems, water storage infrastructure, and emerging contaminants such as PFAS. </div><div>In this position, you will play a key role in planning, evaluating, and designing water distribution and treatment systems for municipal and industrial clients. You will help address evolving water quality challenges, navigate regulatory requirements, and implement innovative, resilient solutions that protect public health and strengthen community infrastructure. Your work will span the full project lifecycle—from source water evaluation and hydraulic modeling through design, permitting, construction, and project closeout—offering a dynamic and impactful career path. </div><div>This is also an opportunity to contribute to the continued growth of our drinking water practice. You will collaborate with multidisciplinary teams, mentor junior staff, and engage directly with clients and stakeholders, helping to drive both technical excellence and business development initiatives.</div> <h3>Key Responsibilities</h3> <ul><li>Lead and manage the full lifecycle of drinking water projects, including water distribution systems, storage facilities (tanks and reservoirs), booster pump stations, and treatment plants </li><li>Oversee planning and design efforts for water storage infrastructure, including elevated tanks, ground storage reservoirs, and clearwells, ensuring operational efficiency and long-term reliability </li><li>Evaluate and design treatment solutions for PFAS and other emerging contaminants, incorporating technologies such as granular activated carbon (GAC), ion exchange, and membrane systems </li><li>Conduct and supervise hydraulic modeling, system capacity analyses, water distribution master planning, and lead service line inventory and replacement programs </li><li>Perform water quality assessments and support compliance with federal and state drinking water regulations </li><li>Manage project teams, including internal staff and subconsultants, while maintaining responsibility for scope, schedule, budget, and quality </li><li>Prepare and present technical reports, plans and specifications, cost estimates, and client-facing deliverables </li><li>Coordinate with regulatory agencies and support permitting efforts, including engagement with environmental and public health stakeholders </li><li>Provide construction-phase services such as submittal review, RFIs, field observations, and startup/commissioning support </li><li>Mentor and develop junior engineering staff, fostering technical growth and knowledge sharing across the team </li><li>Build and maintain strong client relationships while supporting proposal development and strategic </li></ul> <h3>Skills, Knowledge and Expertise</h3> <ul><li>Bachelor’s degree in civil, Environmental, or related Engineering discipline </li><li>Professional Engineer (PE) license required, or ability to obtain within 6 months </li><li>8+ years of progressive experience in drinking water system planning, design, and infrastructure projects </li><li>Strong expertise in water distribution hydraulics and modeling tools (e.g., WaterGEMS, InfoWater, EPANET) </li><li>Demonstrated experience with water storage system design, including coordination with structural and operational considerations </li><li>Familiarity with PFAS treatment technologies and evolving regulatory frameworks is highly desirable </li><li>Comprehensive knowledge of water treatment processes, including filtration, disinfection, and advanced treatment systems </li><li>Proven ability to manage multiple projects simultaneously while delivering high-quality results on time and within budget </li><li>Proficiency with engineering and design tools such as AutoCAD and GIS preferred </li><li>Experience with funding programs (e.g., State Revolving Fund, USDA Rural Development) is a plus </li><li>Excellent communication, leadership, and organizational skills, with the ability to engage effectively with clients, regulators, and team members </li></ul><div> This is a hybrid role, offering the best of both worlds—collaborate in-office with a high-performing team and enjoy the flexibility of working remotely part of the week.
