We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.  We have an immediate need for a Requirements Traceability Analyst to support the Requirements Core Development Team located onsite at NATO-HQ SACT, Norfolk,VA.

Responsibilities:
Provide requirements traceability analysis expertise in support of HQ SACT’s requirements engineering and management processes, and specifically in support of Requirements Managers undertaking the identification, elicitation, capture, analysis, evaluation, integration, and maintenance of capability (business) requirements. Support the ongoing development, population, and maintenance of the requirements repository. Support the maintenance of requirements in the requirements repository, ensuring correct version and configuration control, and the achievement and maintenance of requirements traceability. Support the development and maintenance of processes relating to requirements traceability, including traceability criteria and processes, and requirements traceability reports related to the requirements life cycle. Support development and improvement of requirements management tools, which enable and support the organization’s requirements engineering and requirements management processes. Contribute to the development of directives and standard operating procedures that relate to requirements traceability and the ACT Requirements Repository. Support requirements engineering and requirements management activities where appropriate across all life cycle stages to ensure continuing integrity of the traceability processes, and that capability requirements continue to satisfy stakeholder needs. Contribute to organizational continual process improvement activities. Participate in workshops, seminars, conferences and meetings in support of the activities above. Identify Lessons and contribute to their Learning within the organization. Support to change and configuration management of requirements across the lifecycle. Perform additional tasks as required by the COTR related to the labor category.

Qualifications:
Required:<ul><li>Active National and/or Secret (or above) security clearance</li><li>Bachelor’s degree in Engineering, Management, Information Systems, Accounting, Economics, Finance, Business Administration, Public Administration, Operations Research, Program/Project Management, or a related discipline</li><li>5 years of experience in the last 10 years in the field of requirements engineering and/or requirements management to include elicitation, capture, development, analysis, and evaluation of requirements, including the management of requirements traceability and chance management</li><li>Experience in the evaluation of requirements traceability across comprehensive lines of development i.e. doctrine, organization, training, materiel, leadership, personnel, facilities, and interoperability (DOTMLPFI)</li><li>Experience in requirements development, either as a hands-on requirements author and/or facilitator of requirements development sessions</li><li>Demonstrable recent (i.e. in the last 5 years) experience in managing requirements in accordance with formal configuration and change management processes, and working in support of processes that were formally certified in accordance with the ISO 9001 standard</li><li>Experience with IBM Rational DOORS Next or equivalent</li><li>Able to work fully onsite based on client needs</li></ul>

Responsibilities:
The Security Architecture Analyst will engage with stakeholders including NATO Headquarters bodies such as the Information and Communications Technology Office and NATO Office of Security (NOS) including, on as required basis, attendance at the NATO Security Accreditation Board (NSAB). This work will be critical to the broader effort to implement NATO’s Digital Backbone ensuring coherence of the CS capability across the large number of capability areas and programs that will constitute the Backbone. The candidate will perform management of security aspects of CIS programs (including projects), typically involving the development and implementation of business processes to meet identified business needs, acquiring and utilizing the necessary resources and skills within agreed parameters of cost, timescales, and quality. The candidate will define, document, and carry out security aspects within programs and projects (typically greater than six months with strategic impact) in a diverse team environment, actively participating in all phases. They will identify, assess, and manage risks to the success of the program from the security perspective. They will manage agreement in the security approach with stakeholders and prepare the security inputs to plans (including input to budget, quality, risk, and communications plans). Where specific security projects are initiated, activities are tracked against the schedule and stakeholder involvement and managed as appropriate. The candidate will monitor costs, timescales, and resources used, and take action where any security projects deviate from agreed tolerances. Ensure that own projects within a program are formally closed and that lessons learned are addressed.

Qualifications:
Required: <ul><li>Bachelor's degree and 2+ years of function-related experience OR a Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4+ years of post-related experience.</li><li>Demonstrable practical experience in programs on security design and/or implementation of CIS/ICT typically involving business change through an architectural approach within agreed parameters of cost, timescales, and quality.</li><li>The Information Systems Audit and Control Association (ISACA) awarded Certified Information Systems Auditor (CISA) or Certified Information Security Manager (CISM) qualification or equivalent recognized qualifications acceptable to NATO, including national military equivalents.</li><li>Demonstrable security domain knowledge of information technology solutions and change management as part of a wider Digital Transformation endeavour.</li><li>Demonstrated excellent analytical, problem solving, verbal and written communication skills.</li><li>Demonstrated ability to work in team environments (both as a contributor and a leader).</li><li>Proficient as a minimum with Microsoft Office skills including Excel, Word, PowerPoint, Outlook.</li><li>Demonstrated proficiency in English as defined in STANAG 6001 or equivalent.</li><li>Active National and/or NATO Secret (or above) security clearance.</li><li>Able to work fully onsite based on client needs.</li></ul>Desired:<ul><li>Demonstrable Program or Project Management experience (Managing Successful Programs (MSP) or Prince II preferred)</li><li>Experience working in NATO at the strategic level.</li><li>NATO CIS experience.</li><li>Broad knowledge of CIS capabilities and Innovation.</li><li>Broad experience working with military/public at the strategic level.</li><li>Master's degree.</li><li>Experience with Visio and MS Project.</li></ul>
