Overview:
United Holdings Oklahoma City is Now Hiring a Sr. Buyer at 5555 W Reno, Oklahoma City, OK 73127.Responsible for procuring non-standard and complex products for the company from major manufacturers and/or representatives, involving build to specification components, management of changes to build specifications, product delivery, and other terms and conditions. Support the purchasing needs of the Company for engines, transmissions, trailers, radiators, generators, fork trucks, fabricated materials, other accessory related diesel engine products, drilling rig and other oilfield related products.

Responsibilities:
<ul><li style="line-height:normal;background:white;font-size:11pt;font-family:'calibri' , sans-serif;text-align:left">Purchase non-standard and custom designed manufactured items for the company.</li><li style="line-height:normal;background:white;font-size:11pt;font-family:'calibri' , sans-serif;text-align:left">Contact suppliers and vendors to establish product specifications and expectations, scheduling, and product availability. May recommend a change of supplier if problems with service, price or availability of products arise.</li><li style="line-height:normal;background:white;font-size:11pt;font-family:'calibri' , sans-serif;text-align:left">Negotiate purchasing agreements with vendors assuring acceptable quality, with adequate delivery and other terms and conditions at the best price.</li><li style="line-height:normal;background:white;font-size:11pt;font-family:'calibri' , sans-serif;text-align:left">Monitor shipments to ensure that goods come in on time, and in the event of problems trace shipments and follow up on undelivered goods; confer with suppliers concerning late deliveries.</li><li style="line-height:normal;background:white;font-size:11pt;font-family:'calibri' , sans-serif;text-align:left">Monitor alignment of sales commitments, manufacturing requirements and vendor delivery capabilities.</li><li style="line-height:normal;background:white;font-size:11pt;font-family:'calibri' , sans-serif;text-align:left">Maintain and review computerized or manual records of items purchased, costs, delivery, product performance, and inventories.</li><li style="line-height:normal;background:white;font-size:11pt;font-family:'calibri' , sans-serif;text-align:left">Expedite deliveries and obtains approval for alternative items required for emergency.</li><li style="line-height:normal;background:white;font-size:11pt;font-family:'calibri' , sans-serif;text-align:left">Review and adjust incorrect invoices, shipping errors, replacement of materials not meeting company specifications, cancellation of orders, and engineering changes.</li><li style="line-height:normal;background:white;font-size:11pt;font-family:'calibri' , sans-serif;text-align:left">Coordinate with internal departments to ensure maximization of freight savings and to expedite needed materials into facility on a timely basis.</li><li style="line-height:normal;background:white;font-size:11pt;font-family:'calibri' , sans-serif;text-align:left">Monitor and control product inventory; compiles records of items purchased or transferred between departments, prices, deliveries, and inventories. Computes total cost of items purchased.</li><li style="line-height:normal;background:white;font-size:11pt;font-family:'calibri' , sans-serif;text-align:left">Consult catalogs and interviews vendors to obtain competitive prices and specifications; reviews market trends and maintains current awareness of new products and suppliers. Match supplier and vendor capabilities with product design and acceptable tolerance requirements. Differentiate among differences with various materials and assist in value analysis when selecting outside suppliers or manufacturing items internally. Monitor step by step processing among outside suppliers and vendors for items requiring multistep processing activities.</li><li style="line-height:normal;background:white;font-size:11pt;font-family:'calibri' , sans-serif;text-align:left">Verify nomenclature and specifications of purchase requisitions; Interpret Engineering Bills of Material, drawings and change notices and process appropriately in a timely manner. Coordinate closely with engineering to ensure all specification-controlled items are ordered with the correct specifications.</li><li style="line-height:normal;background:white;font-size:11pt;font-family:'calibri' , sans-serif;text-align:left">Compile information and records to prepare purchase orders for procurement of materials; ensure prompt placement of assigned orders in accordance with established policy.</li></ul>

Act as SME in support of Procurement, Contract Management, DHA/ VA Contract Modification, Finance and business teams in support of pricing efforts including ROMs, RFIs/ RFPs, contracts, and licensing agreements.Education & Experience Required: • Bachelor's degree or equivalent experience • U.S. Citizen • Must receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation • 5+ years recent experience in Procurement, Purchasing that includes complex procurement tasks such as performing cost analysis, creating sourcing strategies, negotiations and independently resolving issues • Proficient with Microsoft Word, Excel, and PowerPoint • Experience with supplier relationship management Preferred: • 10+ years of handling progressively complex procurement tasks and negotiations Proficiency in procurement and other software (e.g. SAP, SharePoint, Ariba, Agiloft, Oracle Procurement Cloud, Coupa) • Certified as CPSM, CPM or CPPO • FAR knowledge or experience with government purchasingKey Responsibilities • Analyze and document pricing to identify pricing drivers for discreet comparative analysis with other vendors and subcontractors. • Provide reporting to all levels of leadership to determine negotiating strategies and approval process. • Partner with Procurement Manager and Director to negotiate lowest possible price with vendors and subcontractors. • Document all negotiating and compliance factors associated with agreed pricing. • Responsible for ensuring timely and accurate processing of solicitations, evaluations of proposals, support of complex negotiations and executing awards, while assessing risk and responding to changes in demand or disruptions in the supply chain. • Communicate with suppliers to obtain ROMs, quotes, execute orders via Purchase order or SOW, and track delivery schedules. • Create, process, monitor and drive timely purchase orders and SOWs to ensure accuracy and timely fulfillment. • Research suppliers, products, and market trends to identify cost-saving opportunities and reliable sources. • Ensure purchases align with company policies, budgets, and regulatory requirements (e.g. FAR and DFARS). • Maintain accurate records of purchases, contracts, and supplier interactions in procurement systems. • Work with internal departments to understand purchasing needs, budgetary constraints, and provide timely support. • Assists departments in obtaining pricing and other information from vendors as well as reviews contracts and assists business units in the management of contractual obligations of the vendor to ensure that all terms and conditions are met. • Prepares formal Request for Proposal/Quotations and documentation to support vendor selection. • Prepares and disseminates information regarding contract status, modifications, etc. • Maintains logs of expiration notifications produced by the system; documents business unit feedback in contract management system. • May conduct research to support contract audit and or facilitate business unit contracting trends. • Responds to complex inquiries regarding contract financial terms, revisions, and amendments. • Communicates contract management policy and practice to internal business units. • Responsible for consultation and escalation to business unit and/or VP on issues which are not solved satisfactorily in a timely manner. • May participate in development of less complex business alliances and partnering agreements. • Maintains desk procedures and business unit reference guides as necessary. .: • Acts as liaison between Legal, Contract Management, Finance, and Business departments. • Performs other duties as assigned. • Regular and reliable attendance is required.Competencies Communication / People Skills: Ability to negotiate, influence or persuade others under positive or negative circumstances; adapt to different styles; listen critically; collaborate.
