OverviewWe are seeking a full-time Senior Buyer Indirect Materials and Services at Garmin's U.S. headquarters in the Greater Kansas City area. In this role, you will be responsible for managing the acquisition, negotiation, and execution of major agreements for complex materials and services. Essential Functions <ul><li>Understand the various needs, strategies and objectives of their customers and suppliers affected by the agreements</li><li>Manage the Request for Proposal (RFP) process from supplier sourcing, RFP creation, analysis and award</li><li>Establish and manage an effective process for obtaining required departmental input on agreement requirements and issues</li><li>Review and analyze major non-standard agreements provided by suppliers</li><li>Conduct gap analysis and recommendations to management for any discrepancies</li><li>Interface with Legal Department to review agreement terms and any legal issues in agreements and obtain Legal Department's approval or recommendation prior to management acceptance or approval of the agreement</li><li>Facilitate meetings and activities for any open actions as related to the approved agreements</li><li>Seek consensus and closure from internal customers on the action list and gap closure plan</li><li>Review agreements, addenda and renewals and provide updates/summaries to management on the changes</li><li>Support Global Sourcing Team as needed on global agreements</li><li>Prepare cost analysis relating to agreements and their impact on the business</li><li>Develop, negotiate, and administer agreements, including negotiation of specifications, statement of work, price, delivery and other provisions with suppliers and subcontractors</li><li>Knowledge of department processes and procedures, work instructions and training requirements for the Purchasing Department in support of ISO9000, environmental programs, international trade compliance requirements for supply management</li><li>Mentor assigned procurement associates in support of departmental training, work instructions, processes, and procedures</li><li>Provide excellent customer service by fostering open communication among Garmin teams and associates</li><li>Act as a liaison between the customer and the suppliers</li><li>Develop and manage supplier relationships in support of Garmin's mission statement</li><li>Support all procurement activities as assigned during absence of peers or management</li></ul>Basic Qualifications <ul><li>Bachelor's Degree AND a minimum of 5 years relevant experience OR an equivalent combination of education and relevant experience</li><li>Must demonstrate strong verbal, written, negotiating and analytical skills</li><li>Must demonstrate a proven track record of the ability to prioritize, organize and multi-task in a flexible, fast paced and challenging environment to effectively meet deadlines</li><li>Must be a motivated self starter</li><li>Must have a demonstrated high level of interpersonal and communication skills to work across functional and organizational lines with uncompromising ethics</li><li>Must possess proven ability to negotiate substantial and complex contracts</li><li>Demonstrated ability to assess supplier capabilities</li><li>Demonstrated proficient computer skills using Microsoft Office Word, Excel and PowerPoint</li><li>Must possess previous leadership experience</li></ul>Desired Qualifications <ul><li>Bachelor of Science Degree and 4 years of Procurement experience with a focus in manufacturing and distribution equipment</li><li>Strong experience negotiating and contracting technical services</li><li>Experience negotiating global enterprise agreements APICS Certification (CPIM) or Certified Purchasing Manager (C.P.M.)</li><li>Oracle experience</li><li>Bachelor of Science in Business Administration, Management, Operations or Material preferred or equivalent experience or</li><li>Master's Degree</li><li>Previous supervisory or team facilitator experience</li></ul> Garmin International is an equal opportunity employer. Act as SME in support of Procurement, Contract Management, DHA/ VA Contract Modification, Finance and business teams in support of pricing efforts including ROMs, RFIs/ RFPs, contracts, and licensing agreements.Education & Experience Required: • Bachelor's degree or equivalent experience • U.S. Citizen • Must receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation • 5+ years recent experience in Procurement, Purchasing that includes complex procurement tasks such as performing cost analysis, creating sourcing strategies, negotiations and independently resolving issues • Proficient with Microsoft Word, Excel, and PowerPoint • Experience with supplier relationship management Preferred: • 10+ years of handling progressively complex procurement tasks and negotiations Proficiency in procurement and other software (e.g. SAP, SharePoint, Ariba, Agiloft, Oracle Procurement Cloud, Coupa) • Certified as CPSM, CPM or CPPO • FAR knowledge or experience with government purchasingKey Responsibilities • Analyze and document pricing to identify pricing drivers for discreet comparative analysis with other vendors and subcontractors. • Provide reporting to all levels of leadership to determine negotiating strategies and approval process. • Partner with Procurement Manager and Director to negotiate lowest possible price with vendors and subcontractors. • Document all negotiating and compliance factors associated with agreed pricing. • Responsible for ensuring timely and accurate processing of solicitations, evaluations of proposals, support of complex negotiations and executing awards, while assessing risk and responding to changes in demand or disruptions in the supply chain. • Communicate with suppliers to obtain ROMs, quotes, execute orders via Purchase order or SOW, and track delivery schedules. • Create, process, monitor and drive timely purchase orders and SOWs to ensure accuracy and timely fulfillment. • Research suppliers, products, and market trends to identify cost-saving opportunities and reliable sources. • Ensure purchases align with company policies, budgets, and regulatory requirements (e.g. FAR and DFARS). • Maintain accurate records of purchases, contracts, and supplier interactions in procurement systems. • Work with internal departments to understand purchasing needs, budgetary constraints, and provide timely support. • Assists departments in obtaining pricing and other information from vendors as well as reviews contracts and assists business units in the management of contractual obligations of the vendor to ensure that all terms and conditions are met. • Prepares formal Request for Proposal/Quotations and documentation to support vendor selection. • Prepares and disseminates information regarding contract status, modifications, etc. • Maintains logs of expiration notifications produced by the system; documents business unit feedback in contract management system. • May conduct research to support contract audit and or facilitate business unit contracting trends. • Responds to complex inquiries regarding contract financial terms, revisions, and amendments. • Communicates contract management policy and practice to internal business units. • Responsible for consultation and escalation to business unit and/or VP on issues which are not solved satisfactorily in a timely manner. • May participate in development of less complex business alliances and partnering agreements. • Maintains desk procedures and business unit reference guides as necessary. .: • Acts as liaison between Legal, Contract Management, Finance, and Business departments. • Performs other duties as assigned. • Regular and reliable attendance is required.Competencies Communication / People Skills: Ability to negotiate, influence or persuade others under positive or negative circumstances; adapt to different styles; listen critically; collaborate.
