Position Location:
This position is located onsite in our facility at the STENNIS SPACE CENTER, Mississippi.

Job Overview:
Our COSMIC Efficiency & Enhancement Department (CEED) integrates cross-cutting mission support elements that enable us to manage the contract as an enterprise instead of as a collection of independent processes and tasks.  Promotes a culture of innovation that delivers real improvements to systems, processes, and overall organizational performance to deliver excellence in maintenance, operations, logistics, engineering, and manufacturing. The incumbent consults with the General Manager on needs of their organization.  Identifies, plans, administers, and evaluates training and development initiatives that are driven by the strategic performance needs of the organization and in accordance with regulations. This position manages contracts, purchasing, finance, human resources, work management and innovations departments. Work Model: Onsite/In-Office

Responsibilities:
<h3>Essential Duties & Job Functions:</h3><ul><li>Runs/responsible for the Innovation and Continuous Improvement Office.</li><li>Oversees the Contract Office.</li><li>Oversees the Human Resources Department.</li><li>Oversees the Integrated Operations Center to deliver the desired balance between facility availability and cost.</li><li>Manages all aspects of the contract accounting department functions to include payroll, accounts payable, journal entries, billing, invoicing, audit requests, man-hour reporting, cost & budgeting and other financial reporting as required.</li><li>Oversees and manages all analytical data in support of business operations, customer reporting, and corporate reporting.</li><li>Ensures the proper reconciliation, review, and timely correction of project general ledger accounts.</li><li>Conducts analysis into the business and expense drivers in order to provide guidance to management on how the expense culture and behavior should be modified. Identify, develop, and maintain efficient, cost-effective processes, controls, and data management.</li><li>Oversees the development of timely and accurate financial reports, regulatory filings, and disclosure statements.</li><li>Ensures the proper tracking and maintenance of accurate contract cost records for all contract modifications.</li><li>Develops and implements procedures to ensure compliance of all Corporate and Federal regulations in regard to purchases, financial transactions, ethical business conduct and reporting.</li><li>Ensures compliance with applicable local, state, and federal regulations. Keeps abreast of legislative changes and advises leadership on new or proposed legislation that might impact the organization.</li><li>Provides guidance and interpretations of policies and procedures to employees, managers, directors, and other key stakeholders within the organization. Assists in development HR related policies, procedures, and guidance information.</li><li>Manages employee relations activities to include, making recommendations to management, conducting investigations, counseling employees, assisting with disciplinary actions, training staff, finding solutions to resolve problems, and building consensus.</li><li>Consults with managers on the current and emerging performance and development needs within their area of responsibility.</li><li>Implements training and development initiatives that are driven by strategic performance needs of the organization.</li><li>Reviews contract documents for accuracy and suciency with government contract requirements.</li><li>Reviews proposals for suciency with government contract requirements.</li><li>Oers solutions to mitigate contractual / program risks.</li><li>Provides guidance to project on how terms and conditions aect proposals and contracts.</li><li>Analyzes feedback and performance data, to measure, identify and eliminate performance gaps.</li><li>Manages the development and implementation of the programs and processes which includes best practices, program certification, skill training, online learning, metrics, and documentation.</li><li>Consults with General Manager in the development, planning, and execution of culture-shaping strategy that aligns the workforce with strategic goals of the organization.</li><li>Leads coaching initiatives.</li><li>Monitors use, practices, and promotion of coaching environment throughout the organization.</li><li>Develops comprehensive plans to optimize human resource talent throughout the organization.</li><li>Other duties as assigned.</li></ul>

Job Requirements:
Mandatory:<ul><li>Bachelor's degree in Business Administration, Finance, Accounting, Organizational Development or related field.</li><li>Minimum of five (5) years of direct experience as a Senior Level Manager on a DoD, NASA and/or other federal Government contract or operation in the areas of logistics support services, or facilities maintenance and repair.</li><li>Strong knowledge of organizational change management principles and methodologies.</li><li>Ability to lead and motivate individuals and groups of people toward the accomplishment of work and organizational goals.</li><li>Excellent analytical and problem-solving skills.</li><li>Skill in the use of MS Office Word, Excel, Outlook, and PowerPoint at an intermediate level.</li><li>Ability to acquire and maintain government identification/common access card.  </li><li>Ability to deal with a variety of people in a professional, courteous manner in diversified situations. </li><li>Valid state issued driver’s license with acceptable driving record.</li><li>Ability to successfully pass any background checks and/or drug testing required on the contract.</li><li>Ability to obtain and maintain a SECRET Security clearance.</li><li>U.S. Citizenship.</li></ul>
