This remote position is based out of our Richland, WA office.<h2>Your role</h2><ul><li>Serves as the recognized expert on civil engineering design for nuclear facilities within AtkinsRéalis US Nuclear. </li><li>Anticipates internal and/or external business challenges and/or regulatory issues. </li><li>Recommends engineering process and service improvements, with a focus on their particular discipline.</li><li>Takes a broad perspective to identify innovative solutions to solve unique and complex problems that have a broad impact on the business. </li><li>Works independently with guidance only in the most challenging situations.</li><li>Leads functional teams (e.g., civil engineering discipline) for projects, and may lead project teams, meeting milestones and objectives. </li><li>Regarded as an expert in their discipline, with in-depth expertise in their discipline and broad knowledge of other disciplines within Nuclear facility design, construction, operations, and maintenance.</li><li>Directs research and solves unprecedented technical problems of considerable scope and complexity, the solution of which may have a far-reaching impact on extensive technical activities of the firm.</li><li>Receives general administrative direction. Executes independent decisions and resolves important questions concerning area of expertise, being recognized as a technical authority in his/her field of expertise, on a regional or national basis, both within and outside the company.</li><li>Provides oversight and supervision of the technical work of senior professionals.</li><li>Interfaces with senior technical managers and all levels of management throughout the firm.</li><li>Provides technical direction throughout the company within field of expertise.</li><li>Establishes technical criteria on projects related to field of expertise and provides technical input/direction to project managers and team members.</li><li>Represents/defends company's technical work to client, regulatory agencies and others, serving as expert witness at hearings and legal proceedings.</li><li>Participates in technical and professional organizations at a prominent leadership level.</li><li>Participates in technical quality assurance reviews.</li><li>Assists management in conducting project review audits involving specialty discipline.</li><li>Participates in development and maintenance of firmwide professional standards, guidelines and procedures, including design procedures and technical quality assurance review guidelines for application to project production. Assists in the identification, screening, recruitment and orientation of qualified candidates to fill key vacancies within specialty field.</li><li>Leads initiatives with considerable risk and complexity; develops the related strategy for execution.</li><li>Solves unique and complex problems with broad impact on the business; requires conceptual and innovative thinking to develop unprecedented solutions.</li><li>Impacts the direction and resource allocation for initiatives, projects or services; works within general functional policies.</li><li>Communicates complex ideas, anticipates potential objections and persuades others, often at senior levels, to adopt a different point of view.</li><li>Performs other duties as assigned.</li></ul><h2></h2><h2>About you</h2><ul><li>Bachelor's or Master's degree in Civil Engineering.</li><li>This level may be achieved by technical professionals with 15 years of experience. The Cultural Resources Program Manager is responsible for overseeing the cultural resources team through all phases of archaeological and cultural resources work, including field investigations, artifact analysis, compliance reporting, and coordination with SHPOs, Tribes, and federal agencies. The role includes full project management for large, multi-year contracts-developing scopes and pricing, managing deliverables and budgets, overseeing staffing, and maintaining strong client relationships.

Environmental Assessment Services, LLC (EAS) is an established environmental services firm based in Richland, Washington. Founded in 2005, and a wholly owned subsidiary of Natives of Kodiak since 2015, EAS specializes in environmental site characterization and assessment, compliance and permitting, natural and cultural resource management, and planning, among other disciplines.

EAS is currently looking for a **Cultural Resources Program Manager** to provide strategic leadership to our cultural resource's teams overseeing a variety of projects throughout the United States.

**Typical Work Assignments Include:**

The Cultural Resources Program Manager supervises and mentors archaeologists and project managers, provides technical review and QA/QC, and ensures consistency and quality across all deliverables. They additionally support contract oversight, maintain project timelines and budgets, guide project teams toward successful outcomes, and continue to build technical expertise to support the company's expanding cultural resources portfolio. The role includes full project management for large, multi-year contracts-developing scopes and pricing, managing deliverables and budgets, overseeing staffing, and maintaining strong client relationships.

The Cultural Resources Program Manager is responsible for overseeing the cultural resources team through all phases of archaeological and cultural resources work, including field investigations, artifact analysis, compliance reporting, and coordination with SHPOs, Tribes, and federal agencies. They may be responsible for developing work plans, directing field crews, interpreting data, and overseeing the production of archaeological reports and NHPA compliance documentation.

**Key Responsibilities**

+ Manage and mentor a team of archaeologists and project managers.

+ Serve as a technical reviewer for the reports and deliverables.

+ Lead and manage cultural resources projects, including scope, budget, and timelines.

+ Oversee NHPA compliance efforts and related documentation.

**Work Environment**

+ Fully remote with up to 25% travel

+ Fieldwork may be required (up to 12 days at a time)

+ Ability to work in strenuous outdoor conditions and varied terrain as needed.

**Education/Certifications:**

+ Bachelor's degree in Archaeology, Anthropology, or a closely related discipline

+ Master's degree preferred

+ Meets all Secretary of the Interior's Professional Qualification Standards for Archaeology and/or Architectural History

+ Registered Professional Archaeologist (RPA) or ability to become an RPA

+ Excellent technical writing skills

**Required Qualifications:**

+ 10+ years environmental consulting experience ( **private industry** )

+ Minimum 5+ years experience supervising staff

+ 5+ years experience preparing and developing proposals/pricing for competitive bids

+ Ability and willingness to participate/lead field work for up to 12 days at a time

+ Must be able to represent the company professionally and ethically in all business matters

+ Experience in development of competitive proposal efforts, including pricing surveys on a per-acre basis and analyzing risk

+ Direct experience working with government agencies including; USACE, NAVFAC, and other DOD agencies. Experience working with civilian agencies is also required.

+ Experience with National Environmental Policy Act (NEPA) reviews and providing documentation to aid in NEPA reports is desired but not required

+ Direct Project Management experience as a member of private industry
