Due to federal restrictions contained in the current National Defense Authorization Act, citizens of the People's Republic of China-including the special administrative regions of Hong Kong and Macau-as well as citizens of the Islamic Republic of Iran, the Democratic People's Republic of Korea (North Korea), and the Russian Federation, who are not Lawful Permanent Residents ("green card" holders) are prohibited from accessing facilities that support the mission, functions, and operations of national security laboratories and nuclear weapons production facilities, which includes Los Alamos National Laboratory. The manager will interface with a variety of customers including Maintenance, Construction, Field Work Supervisors (LOG-SUP), Programmatic Customers, Facility Operations Directorates, Warehousing, Logistics Central Shops, and Logistics Training to provide the trained and qualified craft resources and institutional business lines in support of the national security mission.

What You Will Do The Logistics Division is seeking an experienced and highly motivated Operations Manager 4 to provide technical leadership, oversight and management for the Logistics Heavy Equipment Roads and Grounds (LOG-HERG) Group consisting of direct and deployed employees and craft resources. The manager will interface with a variety of customers including Maintenance, Construction, Field Work Supervisors (LOG-SUP), Programmatic Customers, Facility Operations Directorates, Warehousing, Logistics Central Shops, and Logistics Training to provide the trained and qualified craft resources and institutional business lines in support of the national security mission. The LOG-HERG manager will be required to facilitate a full customer service model that provides centralized coordination of Logistics and Craft business functions in support of customer work execution across the site. The responsibility of the Logistics Heavy Equipment Roads and Ground Manager may include but are not limited to: <ul><li>Day to day management of over 500 craft employees (Teamsters, Operating Engineers, Masons, and Laborers) </li><li>Day to day management of fueling; transit services (taxi; shuttles, protocol); hoisting and rigging support; vehicle and heavy equipment shop; equipment and fleet rentals; snow removal; traffic control; material recycling facility and trash pickup; aggregate stockpile; and pest control</li><li>Work with MSS, FODs, superintendents, and other stakeholders/customers in the performance of their duties to include problem solving, work mentoring, and lessons learned </li><li>Recommend and implement changes to ensure efficient deployment and business services while balancing customer expectations with exemplary customer service levels </li><li>Work with training organizations to develop and implement training efficiencies in support of worker qualifications and technical growth</li><li>Establish and execute departmental and organizational goals, policies and procedures </li><li>Identify opportunities for performance improvements for business, work performance, policies and programs </li><li>In conjunction with senior management, establish and manage activities to meet short-term and long-term goals by developing and utilizing KPIs and metrics </li><li>Will interact with Craft Union representatives and Labor Relations</li><li>Additional duties as assigned </li></ul> What You Need Minimum Job Requirements: <ul><li>Demonstrated experience and skill in management, supervision, and human resource administration of assigned employees </li><li>Demonstrated experience leading and managing a diverse organization or multidisciplinary teams to include providing technical direction; program execution; mentorship; good business practices, team building and resolving conflict </li><li>Demonstrated knowledge and experience in maintenance and construction in Nuclear or Non-Nuclear Facilities (e.g., Light Science and industry, Low Hazard, Moderate Hazard, High hazard) </li><li>In-depth knowledge and ability to understand work hazards, safety practices, lock-out/tag-out, and other safety or compliance policies and procedures</li><li>Demonstrated success in effectively interfacing with all levels of stakeholders such as LANL management, NNSA/DOE staff, vendors, and customers at all levels or DOE equivalent </li><li>Demonstrated excellence as a leader in a customer service environment and demonstrated capability to build and maintain customer and stakeholder relationships</li><li>Demonstrated success at strategic and tactical level planning, funding advocacy, ability to identify, propose, and implement solutions to improve organizational efficiency in collaboration with other organizations for business and safety operations</li><li>Ability to obtain and maintain a Q level clearance</li></ul> Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation. Desired Qualifications: <ul><li>Experience working with LANL Collective Bargaining Agreements</li><li>Experience utilizing LANL business systems (e.g. timekeeping, payroll, training and certification, and performance reviews) </li><li>Experience with operational business systems (e.g. Asset Suite or AssetWorks or industry equivalent EAM or ERP)Experience preparing and presenting safety and technical briefings to a diverse workforce and upper management. </li><li>Experience working with Labor Relations </li><li>Excellent oral and written communication skills. </li><li>Knowledge and experience with conduct of maintenance, and conduct of operations or DOE equivalent</li><li>Knowledge of LANL budget practices </li><li>Active Q clearance or equivalent</li></ul> Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management. Work Schedule:Full-time onsite Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Clearance: Q (Position will be cleared to this level). This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad. *Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances.
