The Construction Manager will report to the Program Manager as well as collaborate and assist VA client staff to provide data, and generate reports, as a representative for the client on major construction projects.Who Will Succeed in This RoleThis role is best suited for professionals who:<ol><li>Supported complex construction projects in healthcare, or with federal projects (e.g., VA, DoD, Corps, GSA)specifically including;</li></ol><ul><li>Hospital facility upgrades and modifications, such as infrastructure and electrical system improvements.</li><li>Designing and leading data center construction projects</li><li>Telecommunications and data network enhancements, and IT infrastructure installations.</li><li>Equipment and server room modifications, and interior renovations</li><li>Renovation of clinical and administrative spaces.</li><li>Modifications for new IT equipment and workstations, and office/operational space reconfigurations.</li><li>Building systems integration and power distribution for IT systems.</li><li>HVAC modifications for IT rooms, system commissioning, and testing.</li><li>Coordination with hospital staff members.</li></ul><ol><li>Are comfortable analyzing financial, schedule, and compliance data to support program-level decisions.</li><li>Can operate independently while collaborating effectively with program leadership, clients, and contractors.</li></ol>Key Responsibilities<ul><li>Analyze and monitor project financial data, budget performance, and cost trends</li><li>Review construction schedules and support progress and performance evaluations</li><li>Participate in progress meetings and support issue identification and resolution</li><li>Review testing, inspection, and quality assurance documentation for compliance</li><li>Support claims administration, change management, and contract modifications</li><li>Review contractor work documentation and reported progress for conformance with construction documents and approved schedules</li><li>Prepare analytical reports, correspondence, and program status documentation</li><li>Maintain tracking tools and reporting systems supporting program oversight</li><li>Advise program leadership on construction administration best practices and compliance considerations</li></ul>Given that the work takes place within an operational hospital, Construction professionals must consider the following:<ul><li>Ensuring patient safety</li><li>Implementing infection control measures</li><li>Coordinating utility shutdowns</li><li>Managing noise and dust control</li><li>Developing phasing plans to maintain uninterrupted hospital services</li></ul>Education & ExperienceEducation<ul><li>Bachelor’s degree from an accredited institution is preferred; No prior experience is needed, as you'll work under the guidance of experienced professionals to learn to safely perform a variety of tasks.  Responsibilities<ul><li>Field Activities: Conduct observation, testing, and sampling of materials, including soils, aggregates, and concrete on construction materials testing project sites; Execute tasks based on project requirements under the guidance of senior technicians, staff professionals, and project managers.</li><li>Testing Procedures: Conduct routine field and/or laboratory tests for soils, aggregates, and concrete using various methodologies and testing equipment following industry standards and compliance.</li><li>Data Collection: Perform calculations and data reduction based on sampling, test results, and inspection; May assist with calculations, drafting, and other administrative duties as requested.</li><li>Communication: Maintain daily communication with site contractors, fellow technicians, and project managers; Communicate changing site conditions and additional requested testing to supervisor; Attend project meetings as requested; Assist with organization of field equipment and notify supervisor of broken or missing equipment as needed.</li><li>Training and Development: Receive training in ECS methodology for project observations, inspections, and testing; Document findings with precision in accordance with accepted engineering practices.</li></ul>Career DevelopmentAs your experience grows, ECS will:<ul><li>Support you in enhancing your professional skills.</li><li>Encourage participation in internal and external training programs and certification opportunities provided by organizations such as OSHA 10, ACI, ASNT, AWS, ICC, NICET, NRCA, RCI, various State DOTs, WACEL, and others, as appropriate.</li></ul>

What We're Looking For:
