p>The selected candidates responsibilities will include the following: • Single point of contact regarding the Secure Area (SA) construction security at a designated project site and responsible for implementing all aspects of a Construction Security Plan (CSP) • Designing and writing security plans for SCIF construction and accreditation • Ensuring that the construction site and SA are not compromised and will relay any concerns to the Approving Official • Overseeing that construction and ensuring the entire facility is built IAW ICD-705 to attain a final facility accreditation regulated by Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities (IC) - Tech Spec - ICD-ICS 705 Version 1.5.1 dtd 26 July 2021 • Addressing any questions posed by the authorizing official and including the CO or the COR for any contracts related to the construction project to ensure proper dissemination of information and contract compliance • Managing the daily operation of two 2 Construction Surveillance Technicians • In coordination with the SSO and AO, implement the CSP • Reviewing all project designs and documents (e.g., the CSP and SOPs) to ensure compliance with ICD-705 and providing effective threat-risk mitigation strategies as requested by the SSO or AO and performing security inspections of the SSM staff and construction project security to identify vulnerabilities and provide solutions to findings • Participating in meetings in-progress reviews, integrated concept and product teams, working groups, and design meetings • The SSM shall support the Government in meetings in the capacity of a SSM by providing input to ensure project security from start to finish but will not speak on behalf of the Government • Conducting risk assessments as directed by the SSO and AO • Ensuring the requirements contained within the ICD-ICS 705 series are implemented and all variations or deviations are reported to the SSO and AO • Conducting periodic security inspections to ensure compliance with the CSP within three business days • Documenting security violations or deviations specific to the CSP and notifying the SSO and AO • Overseeing Sound Transmission Class and IEEE-299 testing. • Bachelors degree in security intelligence, business management, or a related field from an accredited university desired • A professional industry recognized security certification desired (e.g., Certified Protection Professional or Physical Security Professional) • Must have experience with designing and writing security plans, SCIF construction, and accreditation • 10 years of work-related experience • 5 years of secure area construction security experience • 3 years of secure area construction security project management experience • Experience managing and working on ICD-705 compliant construction projects as the site security manager or assistant site security manager • Must be capable of reading, interpreting, and understanding technical drawings, blueprints, and related documentation • Must have expert-level comprehension and knowledge of the ICD-ICS-705 series as demonstrated by experience of managing at least three 3 separate ICD-705 compliant construction projects • Broad knowledge and understanding of Technical Surveillance Countermeasures (TSCM) policies and best practices • Broad knowledge and understanding of physical security policies and practices.
