Serve as project manager for the more complex information technology projects; keep managers a breast of project status and/or issues; advise and consult with division manager on information technology matters; monitor all information technology projects to completion and consult with user departments, as necessary. Plan, organize and direct information technology activities including cybersecurity, hardware software and telecommunication design, implementation and maintenance, programming activities, database implementation, and help desk services.

<div>To plan, organize, direct and coordinate the activities of the Information Technology Department including cyber security, software, network, server, telecommunications, and other information technology infrastructure; to coordinate Information Technology activities with other divisions and departments; to apply governing project standards, prioritization, and cross-team coordination to ensure technology initiatives are executed consistently and strategically, in alignment with Project Management Office (PMO) standards; and to provide highly complex staff assistance to the General Manager.Supervision Received and Exercised Receives administrative direction from the General Manager.Exercises direct supervision over assigned supervisory, professional, technical and administrative support personnel.</div><div class="sec-head">Examples of Duties:</div><div>Duties may include, but are not limited to, the following:<ul><li>Develop and implement departmental goals, objectives, policies and procedures.</li><li>Plan, organize and direct information technology activities including cybersecurity, hardware software and telecommunication design, implementation and maintenance, programming activities, database implementation, and help desk services.</li><li>Direct, oversee and participate in the development of the Information Technology work plan; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.</li><li>Ensure that assigned supervisory personnel develop, maintain and adhere to project plans, project milestones, appropriate delegation of work, maintenance of applicable documentation, and timely progress updates.</li><li>Review the project plans and progress reports of assigned professional and supervisory personnel for appropriateness; take appropriate and timely corrective measures as applicable.</li><li>Prepare the Information Technology budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; administer the approved budget.</li><li>Select, train, motivate and evaluate personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures; maintain discipline and high standards necessary for the efficient and professional operation of the department.</li><li>Develop and implement strategic information technology initiatives that are in support of the District's mission and operational responsibilities; forecast technology trends and predict impact on District operations.</li><li>Develop and ensure compliance with District information technology standards for hardware, software and telecommunications.</li><li>Serve as project manager for the more complex information technology projects; review consultants proposals to ensure compliance with project requirements; make recommendations on the selection of consultants and review project activities to ensure District needs are met.</li><li>Review and approve contracts for licenses and support related to information technology systems.</li><li>Represent the department and division to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.</li><li>Research and prepare technical and administrative reports; prepare written correspondence.</li><li>Prepare and present budgetary, administrative, and technical information to the Board of Directors.</li><li>Build and maintain positive working relationships with co-workers, other District employees, outside agencies, and the public using principles of good customer service.</li><li>Perform related duties as assigned.</li></ul></div><div class="sec-head">Typical Qualifications:</div><div class="sec-head"></div><div>Knowledge of:<ul><li>Principles and practices of information technology software, hardware and telecommunications.</li><li>Principles and practices of current trends and sources of information technology, including infrastructure, business and operations applications, web technology, IT life-cycle management and system security.</li><li>Utilityindustrystandardsandpracticesandinformationtechnologydevelopmentsinsupportofstandardsand practices.</li><li>Physical and electronic security systems.</li><li>Principles of project management, including project management standards/tools for effective planning, tracking, and reporting of project progress, in alignment with PMO and project governance standards.</li><li>Principles and practices of leadership, motivation, team building and conflict resolution.</li><li>Pertinent local, State and Federal rules, regulations and laws.</li><li>Principles and practices of organizational analysis and management.</li><li>Budgeting procedures and techniques.</li><li>Principles and practices of safety management.</li><li>Principles and practices of supervision, training and personnel management.</li><li>Principles and practices of effective customer service.</li></ul>Ability to:<ul><li>Organize and direct the Information Technology operations.</li><li>On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve department related issues; remember various rules and procedures; and explain and interpret policy.</li><li>Analyze new technology and provide objective reviews and usability updates.</li><li>Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals, in alignment with PMO and project governance standards.</li><li>Gain cooperation through discussion and persuasion.</li><li>Interpret and apply District and department policies, procedures, rules and regulations.</li><li>Supervise, train and valuate personnel, including setting clear expectations for assigned professional and supervisory personnel to consistently meet project deliverables, documentation, and timelines.</li><li>Establish and maintain effective working relationships with those contacted in the course of work.</li><li>Communicate clearly and concisely, both orally and in writing.</li></ul>Experience and TrainingAny combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:Experience: Seven years of increasingly responsible experience in the information technology profession; including two years of supervisory responsibility.Training: Equivalent to a Bachelor's degree from an accredited college or university with major coursework in Information Technology, Computer Science, or a related field. Key Responsibilities: Lead implementation of 30 50 capital projects, focusing on security infrastructure. Manage installation of access control and video management platforms in compliance with Sutter security standards. Coordinate with vendors, engineering teams, and facilities project managers on scope, pricing, and delivery. Analyze ROM budgets, floor plans, and security system requirements for effective system design. Ensure smooth commissioning and backend systems integration. Travel to facilities as needed to manage on-site work and validate installations. Maintain records and provide progress updates through SAP, Projecto, or equivalent tools. Qualifications: 8+ years in project management, ideally with physical security or technology systems deployments. Familiarity with security platforms like Secure 9000 and Genetec preferred. Strong budgeting, vendor coordination, and stakeholder engagement skills. Understanding of cybersecurity, network security, and systems commissioning. PMP certification a plus. Bachelor s degree or equivalent experience. Must reside in the Central Valley and be available to travel locally.
