SALARY:              $34.8119 - $43.1750, Hourly (DOE&Q) EXEMPT OPENING DATE: 11/24/2025 CLOSING DATE: Continuous Until Filled JOB SUMMARY Provide Tier 2/3 Support for the Information Technology Department through working knowledge of infrastructure operations and maintenance in a server environment.  Assists project teams in the planning, designing and implementing phases of projects; responsible for effective installation/configurations, operation and maintenance of servers, server-based applications, storage systems, backup systems, identity systems, communication systems and related equipment.  The Systems Administrator II will implement and maintain system policies that apply to services, computers and servers to ensure the security of the server environment.  Administration includes, but is not limited to, planning, designing and maintaining the Active Directory infrastructure, including group policies, Azure integration and domain management.  Provide innovative technical ideas and solutions to the Information Technology Department and works closely with the Information Technology Director, network infrastructure team and applications team to define requirements that lead to system changes or the acquisition of third-party systems. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Information Technology Director. 
Guides lower-level positions within the system administration team.  The position requires the exercise of considerable independent judgment and initiative.  Position receives assignments in the form of general objectives. ESSENTIAL DUTIES AND RESPONSIBILITES- Essential and other important duties and responsibilities may include, but are not limited to, the following: Administer server systems, including application, storage, SQL and GIS servers. 
Coordinate application of patches, security policies and OS upgrades. 
Administer Microsoft Hyper-V and VMW, server virtualization systems, in an extensively virtualized environment. 
Daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs and verifying completion of scheduled jobs such as backups. 
Perform regular security monitoring to identify any possible intrusions. 
Configuration, administration and technical support for servers, storage, data backup and communication systems. 
Server Administration, including but not limited to, installation, configuration, security and performance monitoring. 
Monitor systems for security threats or unauthorized users and utilize endpoint security systems to ensure data integrity and restrictive access to approved users. 
Configure, maintain and support the storage area network (SAN), and server virtualization initiatives. 
Monitor and tune systems to achieve optimum performance levels. 
Provide advanced-level technical support for resolving end-user application issues. 
Provide technical direction as needed to Information Technology staff members. 
Develop and maintain installation and configuration procedures. 
Contribute to and maintain system standards and disaster recovery solutions. 
Research and recommend innovative and automated approaches to system administration tasks. 
Conducts research regarding computer hardware, software and related equipment, provides recommendations and obtains vendor information. 
Plans, coordinates, implements and participates in assigned projects. 
Provide end-user, desktop and audio/video support. QUALIFICATIONS Knowledge of: Recent hands-on and practical work experience in configuring, maintaining and installing PC systems and servers in a networked environment.  LAN, WAN, SAN and Internet access technologies. Microsoft Windows network services, network infrastructure, internet access technologies, Microsoft SQL, IIS, Active Directory and complex integrated systems. Practical experience with recent versions of Microsoft Server, including Active Directory, DNS, DHCP and Hyper-V. Practical experience with recent versions of VMWare Esxi. Good project management skills and substantial exposure to project-based work structures. Strong technical knowledge of the architecture and topology for software, hardware and networks. Strong technical knowledge of network and server operating systems. Strong analytical, conceptual and problem-solving abilities. Ability to: Install, configure, upgrade and maintain enterprise-class systems, including but not limited to, server operating systems. Work a rotating on-call schedule, including after hours and weekends, depending on workload and project cutover schedules. Align technical and business needs. Maintain physical condition appropriate to the performance of assigned duties and responsibilities. Maintain effective audio-visual discrimination and perception needed for: <ul><li>making observations</li><li>ability to focus and read printouts, computer screens and other written material</li><li>operating assigned equipment</li><li>communicating with others over the telephone and in person</li></ul> Maintain mental capacity which allows the capability of:<ul><li>interpreting work orders and directions</li></ul> Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following:<ul><li>walking, standing, stooping, kneeling or sitting for extended periods of time</li><li>elevating and moving various equipment and materials</li><li>bending at both waist and knees </li><li>reaching with arms above the head</li><li>lifting up to thirty-five (35) pounds</li><li>operating assigned equipment including a motor vehicle.</li></ul> Experience Three (3) or more years of increasingly responsible direct hands-on experience as a Microsoft Windows Server administrator in an enterprise domain environment. 
Three (3) or more years of increasingly responsible direct hands-on experience with VMWare ESXi. 
Experience supporting municipal government applications is preferred. Training: 
Possession of a Bachelor’s degree in Computer Science, or closely related field, or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. License or Certificate: Possession of, or ability to obtain, an appropriate Texas Driver's License within three (3) months of employment. Information Technology Infrastructure Library certification a plus. Designs, implements and supports information systems for the City. This position is responsible for performing systems/network analysis, business process analysis, needs assessment and design of Information Technology solutions. Responsibilities include coordinating activities between the City departments and the City’s Information Technology Department and outside vendors to ensure the integration of technology systems and enterprise applications. Provides expertise in the planning, development and control of data systems and workplace automation. SUPERVISION RECEIVED AND EXERCISED This position receives direction of the Network Infrastructure Supervisor and requires the exercise of considerable independent judgment and initiative. Assignments are received in the form of general objectives and the employee is expected to define priorities and develop methods and routines. EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES - Essential and other important duties and responsibilities may include, but are not limited to, the following: Assist in the design and deployment of City LANs, WANs and wireless networks, including servers, routers, hubs, switches, UPSs and other hardware. Participate with the planning, design, installation, monitoring, maintenance, support and optimization of all network hardware, software and communication links. Implements and maintains various public safety information technologies and systems including but not limited to Computer Aided Dispatch (CAD), Records Management Systems (RMS) for Police, Fire and EMS, mobile computer applications, Radio Management, body-worn cameras and access control systems. Support public safety applications in shared environments within the City and within environments shared with public safety partners. Provide technical support to Technicians, Application Specialists and end users. Maintain and configure communication services. Participate in and support capacity planning and the development of long-term strategic goals for systems and software. Create and maintain documentation as it relates to network configuration, network mapping, processes and service records. Research and evaluate hardware and software; recommend and justify purchase suggestions; work with vendors on the installation, operation and maintenance of public safety hardware and software. Position serves as an initial resource to triage, troubleshoot, service, resolve and/or escalate technical issues as it relates to public safety systems and equipment, including networking and communications equipment. Design, implement, test and support information systems technology for public safety. Install, maintain and update related networking, hardware and software equipment. Administer the identities and rights of users to public safety hardware and software systems. Follows Criminal Justice Information Services (CJIS) guidelines as it applies to public safety systems. Back up file servers, application systems and databases in order to enable restoration of system operation in the event of a system or user failure. Coach individual users on the usage of public safety hardware and software. Provide advanced end-user support including researching user complaints, researching issues, answering technical questions and assisting with application revisions or problems. Assess, troubleshoot and follow established guidelines in escalation of hardware, software and network problems. Manage the interfaces with public safety and other external databases and systems. Maintain a variety of records and/or documentation on City technology. Operate and administer Information Technology and telecommunications management tools. Manage databases maintenance activities including data backup, data security, data recovery, implementation of business rules and triggers and performance monitoring. Respond to emergencies and after hour calls as required. QUALIFICATIONS Basic Knowledge of AC/DC circuits and circuit boards preferred. EXPERIENCE AND TRAINING GUIDELINES – Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Three (3) years of increasingly responsible professional Information Technology experience. Three (3) or more years of increasingly responsible experience as a Windows Server Administrator. Three (3) or more years of increasingly responsible experience of Network Administration. Experience utilizing virtualization technologies in an Enterprise environment preferred. Training: Possession of a Bachelor's Degree from an accredited college or university in Information Technology or closely related field. An equivalent combination of education and experience sufficient to successfully perform a particular subset of the essential duties of the job such as those listed above. License or Certificate: Possession of an appropriate Texas Class C Driver’s License. Microsoft Certified Systems Engineer (MCSE) Certification or equivalent. Cisco Certified Network Administrator (CCNA) Certification or equivalent. Information Technology Infrastructure Library (ITIL) certification a plus.
