The City of Turlock is seeking applicants for Chief Building Official. Under general direction of the Director of Development Services, this position manages, organizes, plans and coordinates the work of the Building and Safety division including plan review, building inspection, enforcement, and permit processing and the public counter staff serving the Development Services Department; provides highly responsible and responsive professional technical expertise, guidance and support to ensure compliance with standards to safeguard public safety and property related to construction, design, quality of material, use, occupancy, location and maintenance of structures in a manner that facilitates development that enhances the high quality of life in Turlock; and performs other job related work as required.   This position is designated as management for Labor Relations purposes and is considered exempt under the Fair Labor Standards Act (FLSA). An eligibility list will be established from this recruitment that will be valid for six (6) months. All employees serve a one (1) year probationary period.  APPLICATIONS WILL BE ACCEPTED UNTIL THE POSITION IS FILLED.   SUPERVISION EXERCISED AND RECEIVED General direction is provided by the Development Services Director.  The job incumbent directly supervises assigned management, professional, technical and office/clerical staff.   DISTINGUISHING CHARACTERISTICS   This is a mid-management classification responsible for management of discrete sub-departmental organizational component(s) and program functions within a department as determined by Department Director, City Manager and City Council. The incumbent serves as a member of the City policy advisory team with responsibilities for developing means for implementing policies and procedures developed by the executive team. Exercises policy development and promulgation responsibilities for specific program/functional areas. Demonstrates technical competence while working as a team member and exercises independent judgment in a number of confidential and sensitive assignments. Duties and responsibilities are performed in accordance with city policy, ordinance and state regulations including building and earthquake standards.   Essential Functions: Duties may include, but are not limited to the following:   <ul><li> </li><li>Recommends and implements goals, objectives, policies and procedures.</li><li> </li><li>Manages, oversees and participates in development of work plans; assignment of work activities, projects and programs; monitors work flow.</li><li> </li><li>Plans, reviews, controls, and evaluates activities, methods, and procedures for building, electrical, plumbing and mechanical inspections, plan checking, and for complying with earthquake standards.</li><li> </li><li>Ensures close coordination with other City departments and affected outside groups.</li><li> </li><li>Prepares specialized budgets related to assigned activities; assists in budget implementation; participates in budget forecasts; administers the approved budget.</li><li> </li><li>Prepares reports; documents policies and procedures; performs research; recommends building and related code changes.</li><li> </li><li>Assists with most difficult field inspections, reviews inspections and decisions when unusual circumstances exist; analyses, interprets and checks complex plan specifications, calculations, laws and regulations.</li><li> </li><li>Makes presentations before various groups, including City Council, Planning Commission, other boards and commissions and professional and public meetings, as needed.</li><li> </li><li>Participates in recruitment and selection activities; makes recommendations for appointment of new staff; assists with staff orientation and training.</li><li> </li><li>Supervises staff including provision of timely performance evaluations; recommends and implements approved discipline; provides staff development; and maintains high standards necessary for efficient, professional operations.</li><li> </li><li>Answers questions; provides information to the public; recommends corrective actions; investigates, reports, documents and resolves complaints.</li><li> </li><li>Meets with architects, engineers, developers, contractors, builders and property owners to resolve various problems related to constructions standards and code enforcement activities.</li><li> </li><li>Builds and maintains respectful, positive working relationships with staff, supervisors, outside agencies and the public using principles of good customer service; provides effective conflict resolution, as needed.</li><li> </li><li>Models appropriate professional management conduct; maintains appropriate confidentiality of sensitive information; complies with and supports City policies and procedures, labor laws, and MOU provisions.</li><li> </li><li>Attends assigned meetings and training; Employees are evaluated on the quality of customer service they provide.   BENEFITS Holidays: Eleven (11) paid holidays and two (2) floating holidays.  Vacation: Paid vacation that increases with years of service. Annual Management Leave: Eighty (80) hours In-lieu Time Off (December): Employee shall receive 40 hours. Sick Leave: Accrual of one day (eight (8) hours) for each month worked. Retirement: Qualified candidates who are currently a CalPERS member or have been a CalPERS member within the last six (6) months or are subject to reciprocity with another eligible retirement plan, may be a "classic member" and may be enrolled in the City's 2.7% @ 55 plan.  Employee pays employee contribution rate of 9% on a pre-tax basis. CalPERS "final compensation" may be based on the highest twelve (12) continuous months of qualifying employment. Non-classic or "new members" will be enrolled in the 2% @ 62 plan and CalPERS "final compensation" will be based on the highest thirty-six (36) continuous months of qualifying employment. Deferred Compensation: The City will match employee's contribution up to two and half percent (2.5%) of the employee's base salary for each pay period in which employee contributes six (6%) percent to the program. Retiree Health Savings (RHS) Vantage Care: Three (3%) percent of the employee's base payroll will be deposited in each individual's RHS Vantage Care account. Health: The City offers a generous health, prescription, vision, and dental insurance plans for employees and dependents. Professional Development: Employees are eligible to receive six hundred dollars ($600) in professional development funds. Master's Degree Incentive Pay: 2.5% of base salary. Bilingual Pay: Two and one-half percent (2.5%) of base rate of pay to employees with bilingual skills in positions the City has determined the use of bilingual skills are necessary or desired to serve the Turlock community. Continuous Service Pay: Beginning with the tenth (10th) year and every year thereafter, 1.5% of base salary. Beginning with the fifteenth (15th) year and every year thereafter, 1.5% of base salary.  Beginning with the twentieth (20th) year and every year thereafter, 1.5% of base salary. Term Life Insurance: At one and one half percent (1.5%) times annual salary, plus $5,000.  Computer Loan Program: The City agrees to offer regular employees the opportunity for a no-interest loan up to $2,500 for the purchase of a personal computer.
