Designs and develops information technology systems and procedures involving analysis and evaluation of information systems requirements and operating methods for a major area of information technology, requiring the integration and coordination of several sub-sections; develops plans for the implementation of recommended systems and procedures; may supervise subordinates as assigned; may serve as technical expert in a highly specialized, complex field; and performs other related duties as required. Such responsibilities include liaison and business relationship management between IT, the business, vendors, and other stakeholders, business consultation, as well as review of project proposals, management of requirements and business process analysis, system specification documentation, application and/or integration development, implementation and application configuration, report development, software upgrade management, testing, change control and organizational change management, and application maintenance and support.
