Job Order Hourly Rate of Pay: $15.60 (Based on education and/or years of relevant work experience reflected on the application). This temporary position will be assigned to the Department of Administration. This is a recurring job posting for our Night and Medical Courier Driver positions who are mission critical to allow the MSC to continue operating without affecting the service we provide to all state agencies. This position is responsible for collecting and delivering mail from all agencies across the state, especially the Time Sensitive Biohazard samples from all state laboratories that need to go to the NC State Laboratory of Public Health in Raleigh. All these samples must be picked up and delivered to the State Laboratory every day as agreed. New driver will provide coverage for the MSC Raleigh location in addition to our HUB's locations in Statesville, Roanoke Rapids, and Richland. Some of the temporary employee duties include: <ul><li>Picking up and delivering time sensitive laboratory specimens. </li><li>Driving inner city and statewide routes using state trucks and vans. Transporting large containers of mail. </li><li>Weighing and metering mail. Mechanical and manual sorting of large quantities of mail. Creating manifest of signature mail. </li><li>Heavy lifting may be required. </li><li>Sorting mail by 4-6 digit numbers mailing codes. Bundling mail for courier route delivery. Overview:
EXPERIENCE QUALIFICATION:  Extensive transportation construction experience including functional leadership of project or task teams for a construction manager, contractor, owner, developer or designer.  Evidence of progressive career development and demonstrated expertise in leading transportation projects.

Responsibilities:
MAIN DUTIES: Focused on providing technical work product of a high quality to the client including items such as on-site representation, documentation, cost control and time management.  Responsible for managing a project’s technical effort for the client including leadership of project team and coordinating work with the various project entities to meet deadlines and budgets.  <ul style="margin-top:0in"><li>Coordinate and track multiple project activities on multiple projects concurrently and determine staffing requirements for projects to ensure adequate coverage.</li><li>Act as overall liaison between the Owner and General Contractors on NCDOT transportation or Locally Administered transportation construction projects (LAP), including job site construction inspection. </li><li>Has the knowledge and ability to work within the NCDOT SharePlus site.</li><li>Plan, organize, coordinate, direct, and manage multi-disciplinary work efforts. Oversee validation of products and materials ordered for projects to verify their conformance to specifications. </li><li>Monitor and assess construction performance and record construction activities to ensure compliance with construction documentation requirements.</li><li>Inspects work in progress, to assure that methods, materials, and equipment conform to approved standards. </li><li>Maintain project documentation through review of Construction Inspectors' daily status reports; chart progress of contract schedules via regularly scheduled meetings; review, ensure utilization of shop drawing submittals; process and ensure incorporation of RFI's; review contractor change orders and make recommendations for changes; incorporate change orders into project record. </li><li>Facilitate regularly scheduled construction meetings. </li><li>Assist in training and providing technical expertise and guidance to Construction Inspectors. </li><li>Review punch list submitted by others and verify that items on the punch list have been completed and corrected prior to recommending substantial completion to the Owner. </li><li>Maintains a perspective overview regarding federal, state, and local laws regulating construction procedures, safety practices and working conditions.</li><li>Work closely with the Branch Safety Officer to facilitate the highest level of safety in and around the work site.</li><li>Investigates complaints from landowners arising out of conflicts between construction and right-of-way agreements. </li><li>Provides customer services and good etiquette to the traveling public, adjacent property owners, and other project stakeholders.</li><li>Performs various administrative duties to include but not limited to: daily timesheet, monthly expense report, and monthly mileage report.</li></ul> ADDITIONAL DUTIES:<ul style="margin-top:0in"><li>Business development including leadership in short list presentation efforts.  </li><li>Personnel management including: performance reviews, coaching, disciplinary issues, review/approval of timesheets, requests for time off, review and approve mileage and expense reports.  </li><li>Maintain certifications and re-certifications.  </li><li>Actively participate in company activities, including but not limited to branch and company meetings.  </li></ul>

Qualifications:
EDUCATION/KNOWLEDGE:B.S. in engineering or construction management with five years of experience in managing transportation projects and the ability to obtain a PE license.  Professional registration, other specific industry-related certification, or advanced specialized technical knowledge. Detailed knowledge of transportation construction methods, principles of construction management, and/or and project controls. Knowledge and demonstrated experience in project management techniques including budgeting, leadership, training, and business development. Or High school, some technical school with 20+ years of experience.  NCDOT Level IV or V experience is required.  Knowledge of transportation construction practices, principles of construction management and project controls, with working knowledge in areas including scheduling, cost estimating, documentation, contract administration, and construction techniques preferred.  Knowledge of personnel and project management techniques including:  budgeting, leadership, training and business development.
