The Catholic Community in the Army funds purchase requests for supplies using either Appropriated Funds that come from the U.S. Treasury as part of the Army Budget (President’s Budget) or from the Chaplaincy Tithes and Offering Fund (CTOF) which is the Chaplaincy’s Non-Appropriated Fund (NAF) that represents money donated in tithes and offerings at Army Chapels. 4.1 Background Well trained and educated CPLC’s are essential to the execution Catholic programs in chapels especially in Garrisons where the Catholic Chaplain(s) are assigned to mission/tenant units resulting in the Chapel responsibilities representing an extra duty on the Priests’ part.
