The Catholic Community in the Army funds purchase requests for supplies using either Appropriated Funds that come from the U.S. Treasury as part of the Army Budget (President’s Budget) or from the Chaplaincy Tithes and Offering Fund (CTOF) which is the Chaplaincy’s Non-Appropriated Fund (NAF) that represents money donated in tithes and offerings at Army Chapels. 4.1 Background Well trained and educated CPLC’s are essential to the execution Catholic programs in chapels especially in Garrisons where the Catholic Chaplain(s) are assigned to mission/tenant units resulting in the Chapel responsibilities representing an extra duty on the Priests’ part.

The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:1. DESCRIPTION OF SERVICES This requirement is for the acquisition of the contractual Service of a Catholic Pastoral Life Coordinator (CPLC) to support the United States Army Garrison Hawaii (USAG-HI) Catholic Chapel communities.The CPLC prepares, maintains and executes the administration of the Catholic program under the supervision, primarily, of the Senior Catholic Army Priest (Chaplain). The contractor shall provide all personnel, management, personal transportation, and any other items or services not government furnished, to prepare furnish and support this contract as the CPLC for the two worship services that make up the St. Damien and St. Marianne Catholic Communities which are located at Main Post Chapel,Schofield Barracks, Hawaii. The majority of the work and services are performed at: 791 McCornack Rd, Main Post Chapel. Crossover support and coverage to other chapels may be utilized in the execution of this contract as directed by the Senior Catholic Priest, the Chaplain Resource Manager, or the USAG-HIGarrison Chaplain. The CPLC all components of the Armed Forces, and their family members, by facilitating spiritual, emotional, mental and physical opportunities to help them develop a mature level of resiliency so our organization achieves mission readiness and fosters personal and family well-being.1.1 Background The Catholic denomination is the largest denomination in the U.S. Army. The Catholic Church is a highly regulated faith group placing very specific requirements on her ministers and faithful. The “Code of Canon Law”, AMS “Priests’ Manual” and AMS “Priests’ Manual Appendix” and the Army Chief of Chaplain’s SOP on Catholic Religious Program, lists those requirements that inform the CPLC model.1.2 Catholic Pastoral Life Coordinator (CLPC) Model The CPLC model follows the civilian model by aligning the role of CPLC with the role of Parish Administrator. Due to the specificity of the military environment, CPLCs will be selected through a contracting process not an appointment of a bishop. This allows Catholic Chaplains to focus on the sacramental ministry in the chapel and religious support in their units of assignment (deployments, FTXs, unit and the distinctive religious group coverage).2 SERVICE LOCATIONS AND STRUCTUREThe Catholic Chapel communities hold two (2) weekly Masses that occur at two locations, Main PostChapel on Schofield Barracks and Aliamanu Military Reservation and together make up the St. Damien and St. Marianne Catholic Community. The St. Damien and St. Marianne Catholic Community are located at Main Post Chapel, Schofield Barracks, Hawaii. The majority of the work and services are performed at791 McCornack Rd, Main Post Chapel (MPC) and at 1085 Bougainville Loop, Aliamanu Military Reservation Chapel (AMR), Honolulu, Hawaii. Crossover support and coverage to other chapels (located at Soldier’s Chapel on Schofield, HMR Chapel on Helemano Military Reservation and Wheeler Chapel onWheeler Army Airfield and Fort DeRussy) may be utilized in the execution of this contract as directed by the Senior Catholic Priest, the Chaplain Resource Manager, or the USAG-HI Senior Chaplain.3 SCOPE OF SERVICESThe Catholic Pastoral Life Coordinator serves all components of the Armed Forces, and their family members, by facilitating spiritual, emotional, mental and physical opportunities to help them develop a mature level of resiliency so that our organization achieves mission readiness and fosters personal and family well-being.3.1 General InformationThis is a Catholic specific contract. Contractor shall provide island-wide, denominationally specific administrative support for the Catholic Community and Catholic Community Pastoral Advisory Council,  including denominationally specific, professional support for the Catholic Liturgical Calendar. Services are in support of Cannon Law, Sacramental administration, diocesan regulations, and requirements. The contractor shall work directly with the Catholic Priest(s) (military and/or contractor) and the Pastoral Advisory Council providing services during the contract Period of Performance (POP). The contractor shall provide all personnel, management, transportation, and any items or services required to fulfill this agreement that are not government furnished.3.2 Performance Requirements:3.2.1 Schedule and conduct Weekly Meetings with Catholic Chaplain, and StaffContractor shall prepare annual Catholic activities calendar (to include Holy Days of Obligation, HolyTriduum, Confirmation, 1St Communion). Prepare weekly worship schedule and ministries roster/schedule. Coordinate with AMS for bishop’s annual pastoral visit. Refer community members to an Catholic Chaplain for appropriate clergy support. Assist in directing annulment petitioners to theCatholic Chaplain. Coordinate with Catholic Chaplain for the celebration of sacraments (Baptism, Marriage). Coordinate proper lay minister support for liturgical celebrations. As appropriate meetings will include volunteers heading up ministries or community programs. Calendar and meetings are part of the core hours necessary for this position. Each unit is equivalent to two (2) hours.- Note: (Each community has their own meetings, to include Sync meetings at each Chapel, along with Weekly Catholic Women of the Chapel (CWOC). During Holy seasons and sacramental assistance services, such as a Bishop’s visit, First Communion, Penance Services, marriages and funerals than more hours are required than a typical week would bring. First Communion,Holy Saturday and Confirmation all require a number of hours for recording sacraments).3.2.2 Attend each of the Masses as the CPLC (weekly)The attendance as CPLC shall include meeting with the Ministry Leads and Religious EducationCoordinators, volunteers, and other groups such as CWOC, distribute supplies and track future supply needs. Each unit is equivalent to six (6) hours.3.2.3 Coordinate with Religious Education Coordinators and Ministry Leaders for attendance, volunteer data, liturgical training, and sacramental preparationCollaborate with Catholic Religious Education Coordinator and/or Garrison Director(s) of Religious Education (DRE). Submit data according to specific format and deadline requirements. Encourage chapel volunteers to track their data in Volunteer Management Information System (VMIS). VMIS is accessible by going to: My Army OneSource (create login) [https://www.myarmyonesource.com]; then open “volunteer tools” to access VMIS. Track all data required for the priests’ quarterly AMS report. Ensure that the training is IAW our Catholic Community SOP’s and guidelines. Screen candidates and coordinate training for Extraordinary Ministers of Holy Communion, Lectors, Altar Servers, Ushers, and Sacristans.Each unit is equivalent to one (1) hours.3.2.4 Attend all Catholic Community Baptisms, Penance services, First Communions,Confirmations, Marriages, and FuneralsPrepare and submit sacramental records IAW AMS policy Plan for an early arrival to welcome family and guests; verify Sacramental Record data with family; identify seating for attendees; coordinate with the Priest as necessary and orient participants so they are familiar with the sacramental procedures. Each unit is equivalent to two (2) hours.- Note: (Baptisms typically occur twice a month at both chapel locations, along with funerals, marriages, and other sacramental events. It is essential that the CPLC attend). 3.2.5 Attend Catholic Pastoral Councils, and record minutes of meetingPresent status of website and monthly volunteer and attendance data spreadsheets; maintain theCatholic Community registry, maintain records of all Catholic programs (to include participation numbers).Present any issues that have surfaced in the capacity of CLPC. Each unit is equivalent to three (3) hours. 3.2.6 Coordinate, submit and track Appropriated Funds (AF) and Non-Appropriated Funds (NAF)Purchase RequestsPrepare and execute Catholic Community Command Master Religious Plan IAW with Army standards.Monitor availability of Catholic supplies and submit Purchase Order Requests IAW local policy. Interface with Chaplain Resource Management Office personnel to submit purchase requests that are approved by the Catholic Priest. This does not grant authority to the contractor to access any funding sites, funding, or have any financial records concerning AF or NAF balances. CLPC shall arrange for ordering and/or payment of requested items through the appropriate fund (AF or NAF) and distribution of items when they arrive.3.2.7 Maintain Catholic Community websiteUpdate website weekly to reflect change of calendar or events; communicate monthly with ministry leads to ensure the posting of ministry schedules. Maintain as administrator of any Catholic CommunityFacebook Pages to include chapel and CWOC groups. Prepare and submit weekly bulletin to chapelNCOIC’s for distribution.Each unit is equivalent to 1 ½ (1.5) hours.4 QUALIFICATIONS4.1 Background Well trained and educated CPLC’s are essential to the execution Catholic programs in chapels especially in Garrisons where the Catholic Chaplain(s) are assigned to mission/tenant units resulting in the Chapel responsibilities representing an extra duty on the Priests’ part.4.2 Purpose The CPLC prepares, maintains and executes the administration of the Catholic program which allows the Priest to focus primarily on responsibilities to his or her tenant unit.4.3 Commitment to Church. A Catholic Parish Coordinator must be faithful to the mission, teaching and discipline of the Universal Church as presented in the Code of Canon Law and to the laws, customs and practices of the Catholic Church.4.4 Personal.  Must possess documentation of a current sacramental record to demonstrate good standing within the Catholic Church.4.4.1 Must be a baptized, confirmed, practicing Catholic.5 HOURS OF PERFORMANCE: The tasks in the PWS require working certain hours during the duty day. These hours will be core hours that are negotiated with the Catholic Priest. Typically it would be three (3) hours for three (3) days a week, such as 9 am to 1 pm or 1-3 pm. In addition, this position requires working on Saturday and/or Sunday and holidays depending upon the worship schedule. 5.1 Permanent or long-term changes to the date, time, and/or location of any of the worship services shall be provided in writing by the Senior Chaplain of the Worship Service, the Chaplain Resource Manager, or the Garrison Chaplain at least 30 days prior to changes.5.2 Typically the contractor shall have access to the chapels and office facilities during normal duty hours, 9 am to 4 pm (0900-1600), Monday through Friday. These hours are contingent upon chapel staff availability. Contractor shall coordinate with chapel POCs for building access on weekends or holidays.5.3 Contractor employees shall adhere to all security and weather warnings and notifications. In the event that inclement weather causes the cancellation and/or postponement of an event the contractor will not be penalized.5.4 Contractor shall provide a qualified replacement during times of illness, leave or vacation, or other absences. In any circumstances the temporary replacement cannot exceed three (3) consecutive weeks, without the express approval of the Chaplaincy Resource Manager, or the Garrison Chaplain/Senior Chaplain.Interested Candidates are requested to forward their resume together with three references from individuals who can attest to the candidate’s good work and steadiness.  Candidates who do not possess the specific attributes/qualifications in "4 QUALIFICATIONS" above need not apply.
