This Division provides advice and legal representation to Maryland’s public higher education institutions, including the University System of Maryland and its 12 constituent institutions and three regional higher education centers, as well as Morgan State University, St. Mary’s College of Maryland, and Baltimore City Community College. Attorneys in the Higher Education Division advise and represent higher education institution clients on governance, employment and labor issues, civil rights, student and faculty matters, policies and procedures, open government laws, regulatory compliance, privacy, torts, contracts, and real estate.
