    As a Management and Program Analyst (Budget and COR), GS-14 you will perform the following duties:

    • Serve as the primary point of contact and technical expert for a variety of functions and activities requiring the application of a wide range of qualitative and quantitative methods for assessment of management and financial processes, and mission support programs.
    • Perform as the COR (Contracting Officer's Representative) for program contracts.
    • Ensure objective, accurate, concise and timely information is available to management and policy officials through briefings and presentations.
    • Maintain the complex databases, registers, and other accounting/tracking systems that are regularly used, including FFMS, WebView, and PRISM.
    • Monitor contractor's compliance with contract terms, conditions, and specifications.

    PLEASE NOTE: DHS has adopted a single level of certification with foundational training and an examination, This position requires completion of the Federal Acquisition Certification (FAC)-Contracting Officer's Representative (COR) II, the incumbent must have successfully completed the FAC-COR II prior to their entry on duty (EOD).

    IN ADDITION TO THE ABOVE SELECTIVE PLACEMENT FACTOR:

    Minimum Qualifications:

    You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as:
    • Developing policies or procedure manuals.
    • Applying contracting laws and policies to procurements.
    • Gathering and analyzing data to track and evaluate the effectiveness of programs, identify risks and develop strategies.
    • Preparing and assessing contractor performance evaluation.
    • Advising leadership on budget and contract matters, identifying risks, and recommending improvements.
