We are seeking an experienced Program Manager - Proposal Execution to lead the development of executable program plans for complex aerospace, defense, and high-reliability technology opportunities. This role serves as the Proposal Content Lead, ensuring customer requirements, technical solutions, schedules, resources, costs, and risks are fully aligned before commitments are made.

Description
- Lead proposal planning activities from opportunity assessment through proposal submission.
- Develop and validate executable program plans, resource-loaded schedules, and execution strategies.
- Coordinate cross-functional inputs from Engineering, Operations, Manufacturing, Supply Chain, Finance, Quality, and Business Development.
- Review customer requirements, statements of work, specifications, and contractual obligations to ensure alignment with proposed solutions.
- Evaluate resource availability, manufacturing capacity, material lead times, and operational readiness to support proposal commitments.
- Facilitate development of Basis of Estimates (BOEs), work breakdown structures, staffing plans, and schedule assumptions.
- Identify, assess, and mitigate technical, schedule, operational, supply chain, and resource risks.
- Support bid/no-bid decisions through evaluation of customer value, execution feasibility, cost, schedule, and risk.
- Lead proposal reviews, track action items, and drive closure through approval milestones.
- Resolve cross-functional issues related to scope, priorities, resources, schedules, and execution strategy.
- Ensure proposed solutions are executable, competitive, and aligned with business objectives.
- Support successful transition from proposal development into program execution.
- Analyze proposal and program performance data to improve planning accuracy and execution predictability.
- Capture lessons learned and drive continuous improvement in proposal planning processes and execution readiness standards.

Profile
A successful Senior Program Manager should have:
- Bachelor's degree in Engineering, Business, Operations, Program Management, or a related field.
- 8+ years of experience in program management, proposal management, engineering, operations, manufacturing, or a related discipline.
- Experience leading cross-functional planning efforts and driving alignment across multiple stakeholders.
- Demonstrated ability to translate customer requirements into executable schedules, resource plans, and program strategies.
- Strong understanding of program planning, scheduling, resource management, estimating, and risk assessment.
- Experience evaluating technical, operational, manufacturing, supply chain, and schedule risks.
- Ability to balance customer expectations, business objectives, and execution feasibility.
- Strong communication, organizational, and problem-solving skills.
- Experience within aerospace, defense, manufacturing, or other highly regulated industries preferred.
- Proven ability to manage complex priorities in a fast-paced, deadline-driven environment.
