Accountant GS-09 - The incumbent of this position provides professional accounting services. Duties typically performed include the following:
Accountant GS-11 - The incumbent serves as an accountant supporting the Health Care System Chief Financial Officer and Accounting Section Supervisor.
Promotion Potential: Full performance of this position is GS-11. If selected at the lower grade level the selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday - 7:30am - 4:00pm. Work Schedule is subject to change based on agency need.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/01/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For the GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Individual Occupational Requirements (IOR): All applicants must meet one of the following for this position:
Grade Requirements: In addition to meeting the basic requirements above, you must also meet the following Minimum Grade Requirements listed below for each grade you are applying for.
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzes and reconciles a variety of accounts and transactions; Applies Federal Accounting regulations, procedures, policies and precedents sufficient to carry out accounting functions; Formulates a variety of routine financial reports and implementing fiscal year-end closing procedures for specific funds; Participates in internal and external audits, systematic internal reviews, quality assurance programs, safety inspections and expenditure of appropriated funds; and Assists in applying financial data and recommending alternatives to resolve unique and difficult problems.

Education: To qualify based on education for this grade level you must 2 years of progressively higher-level graduate education leading to a masters degree or masters or equivalent graduate degree where such education/coursework demonstrate the knowledge, skills, and abilities necessary to do the work of the position (Accounting/Finance).

Combination: You must have a combination of specialized experience and graduate level education as described above.
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzes accounting systems or modifies and adapts conventional accounting and analytical techniques to solve a variety of accounting problems; Develops or modifies methods and techniques to resolve a variety of auditing problems; Plans, coordinates, and conducts audits and develops reports on working processes and accounting systems; Uses financial computer systems, such as the Financial Management System (FMS), and Integrated Funds Distribution Control Point Activity, Accounting and Procurement (IFCAP); and Performs monthly reconciliation of subsidiary record balances with the applicable General ledger balances and ensure corrections are made.
OR,
Education: To qualify based on education for this grade level you must have a 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree where such education/coursework demonstrate the knowledge, skills, and abilities necessary to do the work of the position (Accounting/Finance).
OR,
Combination: You must have a combination of specialized experience and graduate level education as described above. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
