SUPERVISORY RESPONSIBILITIES

SUMMARY
Under the direction of the VP of Finance , the Accounting Manager is responsible for the day-to-day accounting operations of Access Plus Capital (APC) and assigned areas. Maintains organizational and program financial administration, including primary entries into the general ledger, overall general ledger administration, accounts receivable, accounts payable, financial reporting, and audit preparation. Assists the APC leadership team with budgeting, grant reporting, and providing information and reports as needed.

DUTIES AND RESPONSIBILITIES/ESSENTIAL FUNCTIONS
Accounting
Ensure finance records and systems align with Generally Accepted Accounting Principles (GAAP) and Community Development Financial Institution (CDFI) best practices.
Prepare and submit reports to appropriate parties as required.
Ensure the accurate and timely entry of disbursements and payments received in the loan servicing software.
Provide ad hoc reporting and analytical support to management as needed.
Responsible for creating and reporting APC financials in a timely manner.
Ensure transactions are authorized, properly documented, and processed in a timely and accurate manner.
Assist with preparation of documents required by external auditors/monitors.
Ensure accuracy of transactions entered into the accounting system.
Monitor general ledger activity for accuracy and appropriateness.
Prepare and/or review billings for accuracy, completeness, and conformance to policy.
Prepare and/or review program budgets for mathematical accuracy, reasonableness, and completeness.
Monitor the accuracy of transactions entered into the accounting system.
Review procedures and documents to ensure internal controls are properly maintained.
Reconciliation of various accounts/statements/accounting modules to the General Ledger, as assigned.
General & Management
Responsible for supervising assigned staff, interns, and volunteers; recruitment, performance management, and other personnel processes.
Responsible for supervising the work of assigned staff to implement approved changes and ensure program compliance.
Analyze and resolve problems presented by subordinates, staff, or funding agencies that are complex or sensitive in nature.
Act as a liaison between the APC and external third parties.
Assist in the development and update of accounting process and procedures manuals and other training tools.
Travels for agency business using reliable transportation.
Works evenings and weekends as required.
Performs other duties as assigned.

EDUCATION:
Bachelor’s Degree in accounting, business administration, economics, or a closely related field is required.
EXPERIENCE:
Minimum of six (6) years of progressively responsible accounting experience, with 2-3 years in finance/banking or with a community development organization.
Minimum of two (2) years of direct staff supervision.
OTHER QUALIFICATIONS:
Professional certification, in good standing (such as CPA CIA, CMA, or CPP) preferred.
Knowledge of financial and accounting principles and practices (with preference in grant reporting and related governmental regulations) and procedures.
Proficient in Microsoft Office Suite and related business software, including experience working with spreadsheet software (MS Excel) and with computerized accounting systems/applications.
Ability to meet schedules, timelines, and deadlines.
Ability to lead and motivate staff on a day-to-day basis.
Effective presentation, written and verbal communication skills.
Willing to work non-traditional hours and days to meet the needs of this position.
Maintain a valid California driver’s license, reliable transportation, adequate auto insurance as required by State law, and insurability by Access Plus Capital carrier for those driving personal vehicles on behalf of the organization.
Prior to employment, a criminal background investigation and credit history check must be passed. Ongoing employment requires maintaining criminal clearance, an acceptable credit history, and eligibility to participate in Small Business Administration (SBA) Loan Programs.
