About this Job

The Mission of ELMHS is to provide mental health evaluation, treatment, habilitation, and consultation for adults. Programs include inpatient interventions, jail-based evaluations, supervised group home and residential programs, forensic evaluation, care, custody, and aftercare; intermediate and long-term psychiatric are in coordination with the total system of care in Louisiana.

ELMHS is looking for a motivated, detail-oriented, and positive individual to join our team as an Administrative Program Specialist A! The selected candidate will serve as the Nursing Administration Program Specialist and primary coordinator for administrative programs supporting the East and Forensic Nursing Divisions.

Minimum Qualifications

Three years of experience in administrative services; OR

Six years of full-time work experience in any field; OR

A bachelors degree.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

In this role, you will:

  • Serve as the Nursing Administration Program Specialist and primary coordinator for administrative programs supporting the East and Forensic Nursing Divisions.

  • Independently administers personnel and workforce management processes, including maintenance of organizational charts, position descriptions, staffing documentation, workforce records, and position control activities.

  • Coordinate and monitor Request to Fill actions, tracks vacancies and hiring activity, researches status updates, and provides administrative support to nursing leadership in workforce planning and personnel actions.

  • Exercise independent judgment in administering administrative programs affecting nursing operations by interpreting Civil Service Rules, Louisiana Department of Health (LDH), Office of Behavioral Health (OBH), and facility policies; identifying operational issues; recommending administrative solutions; and coordinating implementation of personnel and operational actions to ensure compliance with applicable requirements.

  • Act as the principal administrative liaison between Nursing Administration, Human Resources, facility leadership, and other hospital departments to facilitate personnel transactions, administrative initiatives, and compliance with Civil Service, LDH, OBH, and facility requirements.

  • Develop, maintain, and monitor administrative systems supporting nursing operations, prepares executive correspondence and workforce documentation, and coordinates administrative activities necessary for efficient program operations.

  • Compile, analyze, and interpret workforce, staffing, vacancy, and personnel action data to identify trends, evaluate staffing resources, and support executive decision-making.

  • Develop reporting and tracking tools used to monitor staffing patterns, workforce metrics, and compliance activities, and provides administrative analyses and recommendations to nursing leadership to improve workforce management and operational effectiveness.
