Direct Reports Charge RNs (all three shelter sites) and deployed clinical staff (RNs / LPNs / CNAs)

Position Summary

The Clinical Lead is an Advanced Practice Registered Nurse who owns clinical quality, scope-of-practice discipline, and medical oversight for the LCEC account across all three emergency shelter sites. The role establishes and maintains standing clinical protocols and the emergency-escalation chain, supervises the site Charge RNs and deployed clinical staff, provides the medical-oversight arrangement contemplated by SOW §14, and oversees shelter health monitoring including behavioral-health and stress-indicator monitoring under SOW §3.5. The Clinical Lead safeguards the clinical documentation quality that feeds the SOW deliverables and the FEMA / 2 CFR Part 200 recordkeeping environment. The position works primarily remotely during activations and deploys on-site when clinical complexity, staffing, or client need requires it.


Work Arrangement — Remote and On-Site


On-site

  • Provide clinical oversight, consultation, and escalation support to Charge RNs by phone, secure message, and video throughout each activation.
  • Maintain reliable connectivity, a backup power source, and a backup means of communication — activations occur during storms that disrupt both.
  • Remain reachable and responsive throughout activation windows, including nights and weekends during a declared event.
  • Review daily operational nursing reports and incident reports remotely; direct corrective action same-day.
  • Deploy to any of the three North Fort Myers shelter sites when clinical acuity, an incident, a staffing gap, or an LCEC request warrants direct presence.
  • Conduct on-site clinical rounding, medical-station review, and protocol audits during extended activations.
  • Support pre-season readiness walkthroughs, staff orientation, and post-activation after-action review on-site.

Activation, Schedule & Availability

  • Available for activation up to 72 hours before anticipated landfall, through impact, and into recovery.
  • Activations range from 24 hours to 14 consecutive days; oversight coverage is continuous for the duration.
  • Acknowledge activation notice and confirm availability promptly (company target: within one hour of LCEC notice).
  • Able to report on-site at a North Fort Myers shelter within 24 hours when on-site presence is required.
  • Maintain a named alternate arrangement so clinical oversight is never unavailable during an activation.

Deployment Locations

On-site support is provided at any of the three LCEC-designated shelter sites in North Fort Myers (Lee County), and at other facilities identified in writing by the Cooperative during an activation:

Essential Duties & Responsibilities

Clinical leadership & standing protocols

  • Define and maintain standing clinical protocols, screening and triage standards, and infection-prevention guidance across all sites.
  • Enforce RN / LPN / CNA scope-of-practice discipline and clinical-quality standards.
  • Own the emergency-escalation chain and EMS-coordination standards; serve as the clinical point of escalation for Charge RNs.

Medical oversight & advanced practice

  • Provide the medical-oversight arrangement within the scope of Florida APRN licensure and practice authority.
  • Evaluate, diagnose, and manage illness and injury within APRN scope when practicing on-site; order diagnostics, treatments, and medications as permitted by Florida law and the applicable practice arrangement as needed
  • Advise Charge RNs on clinical decision-making, escalation thresholds, and EMS-transfer criteria.

Health monitoring & behavioral health

  • Oversee shelter health monitoring, including behavioral-health and stress-indicator monitoring for shelter occupants and deployed personnel.
  • Identify emerging clinical patterns — heat illness, dehydration, fatigue, communicable-disease clusters — and direct mitigation.

Supervision, staffing quality & credentialing

  • Supervise Charge RNs and deployed clinical staff across all three sites.
  • Support the Staffing / Deployment Coordinator on credential-verified rosters and named alternates.
  • Confirm each assigned clinician's licensure, BLS, and required certifications before activation; support credentialing and primary-source verification.

Documentation & reporting

  • Ensure clinical documentation supports the daily operational nursing reports, incident reports, and after-action report; uphold HIPAA field safeguards.
  • Lead clinical content of the final after-action report due within 10 business days of demobilization.

Supervision Exercised

  • All site Charge RNs and deployed clinical staff (RNs, LPNs, CNAs) during activations.
