Job Description

The Capital Projects directorate manages Major Systems Projects (MSPs) within the NNPP and has responsibility to recapitalize the capabilities of the Expended Core Facility (ECF) which is approaching the end of its life. The PMI subdivision is a multi-site organization consisting of one unit based at NRF and two units based at Bettis with additional personnel residing at Knolls. The current CP portfolio includes the Spent Fuel Handling Recapitalization Project (SFHP), the Naval Examination Acquisition Project (NEAP), and the Interim Irradiation Examinations Recapitalization (IIER) project. The Project Management and Integration (PMI) subdivision is responsible for delivery and application of enhanced tools for work planning, performance management, risk management, delivery of budgetary work products, and overall integration of tools and communications across and external to the department. Additionally, PMI is the primary interface with the RS Directorate Management Office (DMO) and teams with the DMO on strategic and tactical decision-making.

 

PMI is seeking an advisor program manager who can provide leadership, functional expertise, and mentorship in project management tools and application, as well as leadership in communications to audiences both internal and external to the project(s). The advisor PM will administer all aspects of the management reserve methodology and will mentor control account managers on estimating costs and uncertainties, and identifying, quantifying and managing risks and opportunities. The PM will also partner with the senior leadership team to develop and influence key communications to provide a project perspective that is tailored to the audience.

 

The successful candidate should understand project management processes, and have the capacity to understand project performance data at a detailed level but be able to communicate key takeaways at a high level. The advisor PM serves as the “conscience of the project” as informed by significant NNPP experience.  The ability to communicate with a diverse set of project stakeholders, support organizations, and Naval Reactors personnel is essential. This position also assists the senior leadership team in strategic direction for the individual projects, and the department as a whole.

 

Project management tools and processes are largely in place for the Spent Fuel Handling Recapitalization Project (SFHP). The Naval Examination Acquisition Project (NEAP) has established the mission need, certified their earned value management system, and is proceeding into final design, but has yet to set the total project cost, providing an opportunity for the advisor PM to draw on SFHP lessons learned as well as industry practices to identify improved tools or processes to streamline NEAP, IIER, and future MSP communications and reporting.

Required Combination of Knowledge and Skill

Bachelor's degree from an accredited college or university and a minimum of 12 years of relevant experience; or Master's degree from an accredited college or university in a related field and a minimum of 10 years of relevant experience.

Preferred Skills

  • Previous experience in project management and application of PM principles including development of tools or processes
  • Previous advisor experience
  • PMP or NNL Project Management Certification
  • Familiarity with Naval Reactors DOE Order Implementation Bulletin (IB) 413.3-109, DOE Order 413.3B, and the Critical Decision process
  • Experience in multiple projects, departments, and/or directorates in both technical and project management roles
  • Previous management experience

Pay Range

$129,300.00 - $206,100.00 annually
Salary information provided is a general guideline only. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations.

The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation. FMP employees also have an established presence at numerous shipyards and vendor locations. For nearly 70 years, the Naval Nuclear Laboratory has developed advanced nuclear propulsion technology, provided technical support, and trained world-class nuclear operators to ensure the safe and reliable operation of our nation's submarine and aircraft carrier Fleets.
