    The Child and Family Services Agency (CFSA) is a cabinet-level agency within the District of Columbia government, committed to the safety, permanence, and well-being of children and families residing in the District of Columbia. Charged with protecting child victims and those at risk of abuse and neglect, CFSA fosters collaborations within its administrations to deliver exceptional family-focused services to the community and its residents.

    Summary

    This position is located in the Contracts and Procurement Administration (CPA), Office of the Deputy Director for Administration (ODDA) of the Child and Family Services Agency (CFSA). The Agency Chief Contracting Officer is responsible for planning, organizing, directing and implementing the design, establishment, and maintenance of a comprehensive and integrated contracts and procurement system, to include policy development and implementation, internal controls, and statistical reporting system to furnish timely data in the direction, evaluation, and control of contracts and procurement operations; soliciting services and products using formal advertising to include negotiation procedures; the evaluation of price proposals; and the administration of contracts as well as other procurement activities that may have financial impact on the Agency.

    Duties and Responsibilities

    The Agency Chief Contracting Officer duties and responsibilities include but are not limited to:

    • Develops, executes, oversees and coordinates CFSA's strategies and implementations on grants, contracts, and procurement; manages and plans the annual acquisition of goods and services consistent with the overall direction of the Agency and in compliance the existing laws and regulations. Provides expert and authoritative advice and instruction on policies, procedures, techniques, administrative matters, and required technical information to include advice/guidance on highly complex and unusual questions, issues, vendor queries, and protests.

    • Advises the senior leadership in all grants and contracts and procurement issues and the nature of corrective actions, to include assisting with the development, preparation, and administration of the agency's annual budget. Recommends the most cost-effective and efficient strategies to accomplish the objectives of the agency. Provides broad financial advice and know-how based on analysis, interrelation, and synthesis of meaningful contracts and procurement data with programming and planning information.

    • Determines critical grants, contracts, and procurement actions, and obtains verbal advance approval from agency Director or designee to proceed with contractual and procurement actions. Provides accountability for agency funds and assets and full disclosure of the financial results of agency contracting and procurement operations.

    • Responsible for developing and executing a comprehensive program of acquisition policy and procurement controls, as a major and integral component of the CFSA's total management concept and practice. Develops broad and specific grants, contracts, and procurement policies to facilitate achievement of agency program goals and objectives, to form an effective basis for formulation and justification of acquisition requests for goods and services and to provide reliable data for management and control in execution of the budget and long-range plans. Makes oral and written reports and presentations on CFSA's acquisitions and contractual obligations to the Agency's senior leadership and other members of District Government executive leadership.

    • Performs a full range of managerial functions to include: assigns, directs, and reviews the work of subordinate staff; administers leave and attendance; evaluates staff performance; recommends hiring, promotions, status changes, awards, disciplinary actions, and terminations; plans, schedules and coordinates work operations to achieve optimal combination of employees and assignments; addresses issues or problems related to work operations; negotiates and troubleshoots employee concerns, grievances, and other matters involved in the daily administration of labor-management concerns; provides coaching; guides immediate reports in the implementation of performance standards; addresses disciplinary problems; provides governance over staff development and training plans.

    • Performs other related duties as assigned.

    Qualifications and Education

    Ten (10) years of directly related work experience is highly preferred.

    • Demonstrable expertise on Federal/District contracting and procurement laws, regulations, policies, and procedures.

    • Demonstrable expertise on contract analysis and contracting and procurement administration.

    • Advanced comprehensive knowledge of creative contracting techniques and negotiation strategies.

    • Comprehensive knowledge of administrative inter-relationships in public sector organizations.

    • Knowledge of relevant computer systems/software and their applications to the contract and procurement management processes.

    • Demonstrable leadership and problem-solving skills and ability to include project management skills.

    • Requires excellent verbal and written communication skills.

    • Demonstrable advanced management skills to include planning, organizing, directing, and controlling contract and procurement functions.

    Licenses and Certifications

    Certification from the National Institute of Government Purchasing or National Contract Management Association is highly preferred.

    Certificate in Project Management or its equivalent is highly preferred.

    Working Conditions/Environment

    The work is performed in an office setting.

    Other Significant Factors

    Tour of Duty: (Standard Tour of Duty) Monday - Friday, 8:15 a.m. - 4:45 p.m. Qualified candidates must be flexible when it comes to tour of duty.

    Duration of Appointment: Management Supervisory Service - Regular

    Pay, Plan, Series & Grade: MS-1102-15

    MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

    Position Designation: This position is deemed as "security" sensitive per DPM Chapter 4, Suitability. The candidate/incumbent is subject to a criminal background check, traffic records check, and consumer credit check (as applicable), reasonable suspicion drug and alcohol test, and post-accident or incident drug and alcohol test.

    Residency Preference: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of (7) years. Failure to do so may result in forfeiture of employment.

    Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
