Position Purpose

Reporting to the Assistant Airport Director, the Airport Operations Supervisor-Facilities and Maintenance is responsible for the safe, efficient, and reliable operation, maintenance, and preservation of all airport facilities and building systems. The position provides direct supervision of airport maintenance and custodial personnel while overseeing preventative maintenance programs, building repairs, contractor coordination, custodial services, facility-related capital improvement projects, and related terminal operational needs. The Facilities & Maintenance Supervisor ensures airport facilities are maintained in a safe, clean, functional, and customer-focused manner while supporting compliance with applicable Federal Aviation Administration (FAA), Transportation Security Administration (TSA), OSHA, environmental, and County policies and procedures.

Hours: Monday-Friday 7:00 a.m.-3:30 p.m. Overtime for snow operations and facility issue is required for this position which will include weekends, holidays and nights as required.

The successful candidate will demonstrate a strong understanding of building systems and guest-facing amenities while leading teams that deliver safe, reliable, and high-quality operations. Key Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Organizes, supervises, schedules, and evaluates maintenance and custodial staff responsible for airport buildings, terminal facilities, support facilities, and landside infrastructure.
  • Develops and administers comprehensive preventative maintenance programs for airport buildings, mechanical systems, HVAC, plumbing, electrical systems, elevators, generators, baggage systems, and other facility assets.
  • Oversees custodial operations including work assignments, quality inspections, inventory management, equipment maintenance, and contractor performance to ensure clean, safe, and welcoming facilities.
  • Oversees terminal facility operations, including facility utilization, facility systems coordination, and coordination of building-related operational needs.
  • Coordinates building maintenance activities, repairs, renovations, and minor construction projects while minimizing impacts to airport operations and passengers.
  • Supervises maintenance of terminal facilities, administrative offices, airport-owned buildings, parking facilities, sidewalks, roadways, utilities, and associated infrastructure.
  • Coordinates and monitors the work of contractors, vendors, consultants, and service providers performing facility maintenance, repairs, inspections, and capital improvement projects.
  • Utilizes the Computerized Maintenance Management System (CMMS) and work order systems to prioritize work orders, manage preventative maintenance schedules, maintain asset records, and improve accountability and operational efficiency.
  • Assists in the planning, development, and administration of facility maintenance budgets, capital replacement planning, procurement activities, and long-term asset management initiatives.
  • Conducts routine inspections of airport facilities to identify maintenance needs, safety concerns, regulatory deficiencies, and opportunities for operational improvements.
  • Oversees maintenance of life safety systems including fire alarms, emergency generators, emergency lighting, building security systems, and associated regulatory inspections.
  • Coordinates facility support during snow removal operations, emergency events, utility outages, and other operational incidents requiring maintenance response.
  • Coordinates and investigates responses to guest feedback, facility concerns, and operational issues related to airport facilities.
  • Serves as an airport point of contact for airline, tenant, and facility-related operational issues and coordinates communication regarding service concerns.
  • Supports airport and airline operational technology systems, including Common Use Passenger Processing Systems (CUPPS), as they relate to facility and terminal operations.
  • Participates in employee hiring, training, coaching, performance evaluations, and disciplinary actions while fostering a culture of accountability, safety, teamwork, and continuous improvement.
  • Provides backup support for airfield operations, including inspections, snow removal, construction coordination, emergency response, and other airfield activities when assigned or operationally needed.
  • Maintains regular and predictable attendance and works evenings, weekends, holidays, overtime, or extended hours as operational needs require.
  • Remains available for emergency response and after-hours maintenance situations.
  • Performs other duties as assigned.

Education/Certifications/Experience Requirements

  • Associate degree in Facilities Management, Construction Management, Building Systems Technology, Mechanical Systems, Engineering Technology, Business Administration, Airport Management, Aviation Management, Public Administration, or a closely related field required; Bachelors degree preferred.
  • Minimum five (5) years of progressively responsible experience in facilities maintenance, commercial building maintenance, airport maintenance, airport operations, airline operations, facilities management, or a related field.
  • Minimum two (2) years of supervisory or lead-worker experience required.
  • Experience managing preventative maintenance programs, building systems, custodial operations, and maintenance personnel.
  • Experience with computerized maintenance management systems (CMMS) preferred.
  • Knowledge of HVAC, electrical, plumbing, mechanical systems, life safety systems, and building maintenance practices.
  • Knowledge of FAA Part 139 airport certification requirements.
  • Experience with airline operations and airport operational technology systems preferred.
  • Experience with contract administration and vendor management preferred.
  • Possession of a valid Wisconsin Drivers License.
  • Or any combination of equivalent education and experience which provides the necessary knowledge, skills, and abilities.

Required or Preferred Skills

  • Ability to supervise, develop, and evaluate maintenance and custodial personnel while promoting teamwork, accountability, and continuous improvement.
  • Thorough knowledge of commercial building maintenance, preventative maintenance programs, mechanical systems, custodial operations, and facility asset management.
  • Working knowledge of OSHA regulations, building codes, safety practices, environmental compliance requirements, and applicable airport regulatory requirements.
  • Ability to prioritize multiple maintenance activities and effectively coordinate staff, contractors, vendors, airlines, tenants, and other stakeholders in a dynamic airport environment.
  • Ability to prepare maintenance budgets, analyze maintenance and operational data, and recommend long-term capital replacement strategies.
  • Strong problem-solving skills with the ability to diagnose facility issues and develop practical, cost-effective solutions.
  • Ability to effectively communicate verbally and in writing with airport staff, contractors, tenants, airlines, regulatory agencies, and the public.
  • Proficiency with Computerized Maintenance Management Systems (CMMS), Microsoft Office applications, facility management software, and applicable airport operational technology systems.
  • Ability to support emergency response and operational recovery activities.
  • Ability to work evenings, weekends, holidays, and extended hours as operational needs require.
  • Ability to maintain positive working relationships with airport tenants, airlines, contractors, vendors, regulatory agencies, and the public.
  • Work Environment:
  • Work is performed in both office and airport operational settings, including terminal, airfield, and maintenance areas. The position may involve exposure to varying weather conditions, temperature changes, loud noise levels, bright or dim lighting conditions, fuel and chemical odors, dust, fumes, and moving vehicles or aircraft equipment. Duties may require prolonged periods of sitting, standing, walking, bending, and occasional lifting or carrying of materials.

Medical Coverage

Outagamie County currently offers eligible employees a Low-Deductible Health Plan and a High Deductible Health Plan with a Health Savings Account (HSA). Each of these plans are available for single or family coverage at affordable rates.

Dental Coverage

Eligible employees may choose either single, limited family, or family coverage.

Vision Coverage

Outagamie County offers single, employee plus one, employee plus children, and family voluntary vision insurance for those that are benefit eligible. Vision insurance coverage provides an opportunity for employees to save money on routine vision exams, contacts, eyeglass frames, and lenses.

Life Insurance

Outagamie County provides group life insurance for full-time employees. The cost of this coverage is paid for in full by the County.

Voluntary Short-Term Disability Insurance

Short-Term Disability pays the employee a portion of his or her income for a specified period of time, as determined by the plan. The Short-Term Disability plan provides coverage for injuries and illnesses that occur outside of work. The premium for this coverage is paid entirely by the employee and is available to active employees that meet the hours threshold requirements.

Long-Term Disability Insurance

All regular, non-union full-time employees are eligible for long-term disability coverage. Premiums are fully paid by the County.

Wisconsin Retirement System

Wisconsin Retirement Program helps provide for financial security during retirement. Monthly annuity payments at retirement are calculated using years of creditable service, average earnings (based on three highest years of earnings), formula factors, age at retirement and selected annuity option.

The retirement plan consists of two parts: an employee-required portion and an employer-required portion. Outagamie County pays the employer portion, and employees are responsible for paying the employee-required portion, which is determined by the state each year. Enrollment is required for eligible employees. Eligibility is determined based on Wisconsin Retirement System plan rules.

Deferred Compensation

Deferred Compensation allows employees to set aside pre-tax earnings toward retirement. Employees can save up to 100% of their compensation, to a maximum of $23,500 annually, or as little as $10.00 per paycheck. The amount deferred reduces year-end state and federal income tax base. All the earnings will accrue tax-deferred until such time as the assets are withdrawn, generally at retirement, termination, or other special circumstances. There is also an after-tax 457 Roth contribution option.

Flexible Spending Account Plan

The Flexible Spending Account Plan saves money by allowing the employee to pay for certain medical related expenses and dependent care expenses on a pre-tax basis, reducing annual taxable income resulting in Federal, State, Social Security, and Medicare tax savings.

Employee Assistance Program

Outagamie County has an Employee Assistance Program (EAP). The services offered as part of the Countys plan are a benefit provided at no cost to its employees and their immediate family members to help deal with lifes stresses. EAP consists of caring individuals who are certified counselors. They offer professional support and direction towards resolving problems or concerns. They can also help by referring the employee to another resource if assistance is needed beyond the EAP.

Paid Time Off

Outagamie County offers several paid time off benefits that include: vacation, personal holidays, national holidays, sick leave, bereavement leave and military leave.

Employee and Family Clinic

Primary Health Services, Acute Health Care and Physical Therapy are available to employees and dependents ages 12 months and up (age 13 and up for physical therapy), who are covered on a county health plan. A Health Coach is available to all employees, and to dependents covered under a county health plan age 14 and older. There is an onsite location and a shared clinic site location.

Fitness Center

Located at the downtown campus, a brand new fitness center with treadmills and other gym equipment is available to all employees from 5am to 10pm daily.

Continuing Education

Outagamie County encourages continuing education by offering Education Reimbursement. This reimbursement is intended to provide assistance to the employee for out-of-pocket expenses for continuing education for the mutual benefit of the employee and Outagamie County, not covered in the departmental budget.

Any Outagamie County employee in good standing, averaging twenty (20) hours or more per week during the six (6) months prior to the start of the course, is eligible to apply. This statement is not all-inclusive in regard to tuition reimbursement.
