Description of Job
The 988 Division, housed within the Behavioral Health Administration, is responsible for the operation, oversight, and strategic development of Colorado's 988 Mental Health
Line. Established pursuant to federal law and state statute (SB21-154 and SB25-236), the 988 Mental Health Line operates as a TABOR-defined Enterprise, providing a sustainable and dedicated funding structure to support crisis services statewide. The Division ensures that all Coloradans have access to a 24/7, easy-to-remember, and confidential entry point for behavioral health crisis services through phone, text, and chat. The Enterprise manages statewide contracts with the 988 contact center, provides fiscal and programmatic oversight, ensures compliance with state and federal requirements, and advances coordination with local, regional, and national partners. In addition, the 988 Division leads efforts to expand public awareness, integrate the 988 Mental Health Line with the broader behavioral health and emergency response systems (including 911), and promote consistent quality of care. This work supports the BHA's mission to create a comprehensive, effective, and accessible behavioral health continuum by ensuring Coloradans in crisis are connected quickly and seamlessly to the help they need.
This hybrid position has been designed and designated as 97% remote, with approximately 1 day/month in the office. The schedule is subject to change based on BHA needs as a hybrid position.
The 988 Data Administrator serves as the primary program-level data administrator for the 988 Colorado system. This position is responsible for coordinating data sharing across program areas, managing relationships with evaluation and contact center vendors on data matters, supporting quality assurance and compliance activities, and ensuring accurate, timely, and meaningful reporting to state and federal partners.
The position works closely with The Evaluation Center (TEC) , Solari Crisis and Human Services, Vibrant Emotional Health (national 988 administrator), Behavioral Health and Service Organizations (BHASOs), and other 988 Enterprise vendors to support performance monitoring, quality improvement, compliance oversight, and system evaluation. The role also provides input on data structures and processes needed to assess system effectiveness, and supports leadership decision making through analysis and reporting.
Job Duties:
988 System Data Administration and Vendor Coordination
Serves as the primary Program Team administrator for enterprise-level 988 system data. Coordinates data sharing, reporting workflows, and performance information across internal program areas and external partners, including The Evaluation Center, Solari Crisis & Human Services, Vibrant Emotional Health, BHASOs, and other 988 Enterprise vendors. Establishes and maintains standardized processes for data collection, validation, integration, and distribution to support program oversight, evaluation, quality improvement, and compliance activities.
This position designs and administers operational data processes within established program objectives, regulatory requirements, and professional standards. The role ensures timely, accurate, and consistent data flows across the Colorado 988 system and serves as a technical and operational resource to program leadership and vendors regarding data governance expectations.
Date Enablement for System Operations and 988/911 Interoperability.
Provides enterprise data administration and operational analytics support to enable system performance monitoring, program operations, and 988/911 interoperability efforts across the Colorado 988 system. This position focuses on organizing, preparing, and distributing data products that support the Quality & Compliance Administrator, Program Manager, and leadership in assessing service delivery, operational trends, and system connectivity.
The role administers data workflows that support interoperability between 988 and 911, including coordinating data inputs related to call transfers, warm handoffs, response routing, and cross-system performance indicators. This position does not establish quality standards or compliance determinations, but ensures that accurate, timely, and usable data are available to those responsible for quality assurance, compliance oversight, and operational decision making.
Responsibilities include compiling operational datasets, supporting dashboard inputs, preparing analytical summaries, and coordinating data exchanges with vendors and partners to support program monitoring and interoperability initiatives.
National 988 Reporting and External Data Coordination.
Serves as the primary Program Team coordinator for national 988 data submissions and external data exchange activities. This position manages operational data workflows with Vibrant Emotional Health, Solari Crisis & Human Services, The Evaluation Center, and other 988 Enterprise partners to support required federal reporting, national benchmarking, and cross system data alignment.
The role is responsible for preparing, validating, and transmitting Colorado's 988 operational datasets in accordance with national reporting specifications and established enterprise protocols. This position does not establish reporting policy or compliance standards but ensures that data submitted externally are accurate, complete, timely, and aligned with internal program records.
Responsibilities include coordinating data requests, organizing submission files, reconciling discrepancies between state and national datasets, and maintaining documentation related to reporting processes. The position supports leadership by translating national reporting requirements into actionable internal data workflows and serves as the operational liaison for routine data exchanges with national partners.
Other Duties as Assigned.
Performs other related administrative, analytical, and program support duties as assigned by the Program Manager to support the operational needs of the 988 Colorado Mental Health Line. This may include participation in workgroups, special projects, ad hoc data analysis, preparation of written materials, and support for enterprise initiatives.

Six (6) years of relevant experience in an occupation related to the work assigned to this position

Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years.
