The Opportunity

WSDOT is currently seeking an experienced and technically skilled Assistant Corridor Operations Engineer (TE3) to support the operation of transportation systems in the Southwest Region Traffic Management Center. This engineer analyzes real-time data from traffic management systems, Washington State Patrol resources, field crews, and partner agencies to develop and implement effective responses to incidents and changing traffic conditions. The position applies advanced knowledge of traffic signals, ramp meters, advanced traffic management systems, variable message signs, peak-use shoulder lanes, and incident response strategies to optimize the transportation network. As a key point of contact during freeway and arterial emergencies, the candidate selected for this role will develop integrated response plans with local agencies and make timely decisions that directly impact public safety, mobility, and regional traffic flow.

What to Expect

Among the varied range of responsibilities held within this role, you will:

  • Analyze Real Time Transportation System Performance of Regional Arterial and Highway Systems.
  • Analyze, plan, implement, and direct others to apply system modifications to mitigate impacts due to abnormal traffic flows, special events, or incidents.
  • Manually adjust ramp meters and traffic signal phasing and timing.
  • Implement ramp and roadway closures, Active Traffic Management (ATM) and lane control signage, and Peak Use Shoulder.
  • Direct Traffic Management Center staff to utilize Variable Message Signs, Highway Advisory Radio and Roads System to notify traveling public.
  • Cultivate and practice collaborative partnerships with local and bi-state agencies.
  • Provide strategic coordination and collaboration via the Virtual Coordination Center.
  • Program ramp meters, ATM settings and algorithms, and data station.
  • Create and review messaging plans for routine planned construction or roadway closures.
  • Acknowledge and professionally respond to constituent feedback on operational concerns verbally and in writing.

Qualifications

This is a Transportation Engineer 3 position. However, the hiring manager reserves the right to fill the position at a lower level in the classification series based on candidate qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal "in-training" plan.

To be considered for this opportunity, the following competencies are required:

Transportation Engineer 1 (TE1) level:

  • Engineering Knowledge: Demonstrated knowledge of civil engineering principles and ability to apply entry-level civil engineering practices to transportation-related projects typically demonstrated through a bachelor's degree in civil or structural engineering and/or Certification as an Engineer-In-Training (EIT).
  • Traffic Operations Knowledge: Basic understanding of Traffic Operations, including field analysis, programming traffic system modifications, and modifying algorithms to optimize traffic flow and control.
  • Transportation System Technology: Ability to use established transportation managements systems and software to monitor conditions and support adjustments to traffic signals, ramp meters, signs, and other traffic control systems.
  • Technical & Critical Thinking: Ability to follow instructions, interpret basic data or information, and apply sound judgment and critical thinking to routine tasks.
  • Communication: Ability to effectively communicate technical information and coordinate with engineers, technicians, operations staff, emergency responders and partner agencies to support transportation operations.

Transportation Engineer 2 (TE2) level:

  • Engineering Knowledge: Demonstrated knowledge of civil engineering principles and ability to independently apply civil engineering practices to transportation-related projects.
  • Traffic Operations Knowledge: Demonstrated understanding of Traffic Operations, including field analysis, programming traffic system modifications, and modifying algorithms to optimize traffic flow and control.
  • Transportation System Technology: Ability to independently evaluate, modify, and optimize traffic signals, ramp meters, Active Traffic Management systems, and other intelligent transportation systems.
  • Technical Communication: Ability to clearly communicate transportation engineering information, recommendations, and operational strategies and effectively coordinate with staff, field personnel and partner agencies.

Transportation Engineer 3 (TE3) level:

  • Engineering Knowledge: Ability to exercise independent engineering judgment in evaluating complex transportation issues, integrating diverse technical and operational information, and developing effective strategies.
  • Advanced Traffic Operations Knowledge: Ability to independently apply advanced transportation engineering principles and techniques to analyze complex traffic operations, identify system deficiencies, and develop and implement solutions.
  • Transportation System Technology: Ability to evaluate, develop, and optimize advanced traffic management strategies, technologies, and operational algorithms to address complex and changing transportation conditions.
  • Technical Communication: Ability to effectively communicate complex transportation engineering information, recommendations, and operational strategies and facilitate collaboration among internal staff and partner agencies.

The following qualifications are also required at any level:

It is preferred that qualified candidates also demonstrate:

  • Transportation Operations Environment: Advanced proficiency in applying technical engineering practices in a major metropolitan transportation operations center, ensuring alignment with agency policies and operational standards.
  • Traffic Management & Operations Expertise: Advanced proficiency in Traffic Management Center operations or comparable environments with similar logistics and operational goals.
  • Emergency and Incident Management: Advanced understanding of emergency operations center activation, including experience acting in an Incident Command roll or equivalent.
  • Network and Systems Integration: Demonstrated ability using traffic monitoring software and centralized signal software, including video server systems, variable messaging systems, ramp meters, weather and data stations.
  • Data Analysis & Technical Tools: Senior level analytical skills with advanced proficiency in Excel and large data set management, applying engineering practices to evaluate operational data and support evidence-based decision-making.

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.   • This is a Transportation Engineer 3 position. The base salaries for each level are:
  • Transportation Engineer 3: $80,496 - $108,228

Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
