This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Job Summary:

The Assistant Deputy Chief of Supply Chain Analytics is responsible for setting the strategy and leading the build, monitoring, and analysis of all aspects of supply chain service delivery metrics and spend intelligence. Conceptualize, build, and maintain centralized tools (including dashboards) that the MTA stakeholders can use for insights into supply chain operational performance in an automated manner. A core responsibility here is management of the procurement system within the MTA's PeopleSoft system. In addition to the expected user experience topics, much more importantly, there are a myriad of compliance, control, and system security topics for which this role is accountable. This role is responsible for developing models with various forecasting techniques to improve operational efficiency, track SLA's, and define KPIs for the Supply Chain teams that align to our key business objectives by analyzing operational and financial data. This role is responsible for the analysis of MTA Supply Chain transaction data and delivering insights on opportunities for automation as well as tracking the impact of process improvements. This role requires a strong communicator and the ability to influence and create consensus with leadership and key stakeholders using data science and mechanisms to drive continual improvement in the Supply Chain process. As such, the work requires both deep experience in procurement and information technology.

Responsibilities:

• Responsible for Supply Chain automation and management, i.e., transaction reductions through automation opportunities.
• Improve procurement record retention and retrieval and push process improvement
• With IT, develop strategies to improve cybersecurity.
• Create new supply chain analytics strategies, analytical frameworks, share expertise, and continually improve the overall supply chain operations.
• Deliver Supply Chain reporting, dashboard implementation, and management. Compile data from multiple sources into formats to be leveraged by Senior Leadership and Executives
• Identify gaps in our data collection and collaborate with various teams for reporting specifications. Standardize data practices across formerly disparate work units.
• Develop models with various forecasting techniques to improve operational efficiency
• Deliver tangible, bottom-line results, such as metrics, KPIs, and implement and maintain SLAs. Deliver standard supply chain KPI reporting in support of processes, operations, proactive risk mitigation, and decision-making
• Develop predictive analytics & dashboards to identify potential future risks/opportunities and mitigation plans
• Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
• Active and visible change agent that develops employees and creates a climate of continuous improvement, high engagement, motivation, flexibility, and agility.
• Supports catalog and marketplace management and P2P category onboarding efforts
• Owns department's application system portfolio that supports purchasing information, process management, analytics, reporting, knowledge management, and document control.
• Leads system application design, implementation, support, and training for applications supporting procurements across all Agencies.
• Manages annual NYS procurement reporting including associated Board reporting.
• Performs other duties as assigned
• Complies with all policies and standards
• May be required to work hours outside regular work hours, as applicable
• Observes the work performed by contractors, as applicable
• Reviews invoices and approves them if the work has contractual standards, as applicable
• Addresses performance issues with the contractor when possible, as applicable
• Escalates issues to other parties when needed, as applicable

Required Knowledge/Skills/Abilities:

• Experience in creating visualizations that enable rapid interpretation of complex problems, preferably in supply chain.
• Must have knowledge of Procurement / Supplier Management; ERP / Business and Supply Chain Systems.
• Must have knowledge of visualization tools, PowerBI, Tableau, etc.
• Must have hands-on experience with database and reporting technologies
• Must have the ability to comprehend high-level business strategy objectives and effectively develop/execute 'roadmaps', milestones, detailed implementation plans and KPI's.
• Excellent communication and interpersonal skills.
• Excellent organizational and presentation skills.
• Demonstrated ability to work with all internal levels within a given organization, including the MTA Board.
• Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor's Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
• Demonstrated ability to work in a high-profile, high-pressure environment effectively.
• Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
• Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area(s) of responsibility.
• Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
• Demonstrated analytical capabilities and quantitative skills.

Required Education and Experience:

• Bachelor's Degree in Arts/Sciences (BA/BS) in Supply Chain or related field.
• Minimum 14 years of related experience in procurement, demand planning/ supply chain analytics, including at least 5 years in a leadership role for a large, multi-faceted, fast-paced organization or governmental body preferred.
• Minimum 5 years managing process improvement and controls, systems improvement experience. Experience in creating visualizations that enable rapid interpretation of complex problems, preferably in supply chain.

The Following is/are preferred:

• Master's degree in Arts/Sciences (MA/MS), MBA or advanced degree.
• Familiarity with the MTA's policies and procedures.
• Familiarity with the MTA's collective bargaining procedures.

Other Information

May need to work outside of normal work hours (i.e., evenings and weekends)

Travel may be required to other MTA locations or other external sites.
