Work Schedule
Monday through Friday. 7.5-hour workday with .5-hour unpaid lunch. Paid for actual time worked; there are no paid vacation or sick days. During NYPA and Canals holidays, the business is closed, and no work is permitted. NYPA requires a hybrid schedule of a minimum of 3 days on-site, up to including fully on-site depending on department requirements.

CWPO Engagement Requirements
Candidates are REQUIRED to be local to the Tri-State area and in W2 tax status as an hourly paid employee of Service Provider. Fully remote positions are prohibited. Hybrid schedules are permissible with a minimum of 3 days on-site depending on assignment and can be fully on-site depending on business needs. Remote work privileges can be revoked at any time. NYPA does not provide laptops. Instead, NYPA provides desktops and dedicated workstations which candidates will remote into from their personal equipment on virtual days. If candidate does not have proper equipment, internet connection, or he/she is deemed to not work effectively from home, the hybrid privilege will be revoked. Vendors must disclose foreign national status and all Visas at the time of candidate submission. Additionally, a Benefits Waiver and Ethics Disclosure will be required of the candidate during onboarding.

Project Overview
The assistant project engineer will support New York Power Authority generation projects by performing financial and project management tasks under the supervision of Project Engineers for all phases (Initiation, Scoping, Design, Construction, Close out) of the projects.

Job Functions & Responsibilities
The assistant project engineer will be responsible for fulfilling the following tasks.

  • Prepare project plans, risk registers, contractor/consultant award memos, purchase requisitions, scopes of work/services and other administrative/project governance documents at direction of Project Engineers
  • Prepare purchase requisition, develop contract documents, and collect accounting information to prepare for new contracts and change orders.
  • Attend project health status meetings to update schedule, cost, and project status. Ensure schedule, cost, and project information is up to date and accurate.
  • Forecast and verify project budgets and stakeholder resources. Update regularly with the Project Controls team.
  • Prepare award memos for new contracts and change order memos in order to authorize additional contract funding and contract validity dates where required
  • Track monthly invoices and prepare accruals for project financials.
  • Coordinate internal and external stakeholder review of submittals and RFIs through NYPA Project Management Integrated Software (Procore). Maintain comment logs documenting reviews. Coordinate follow-up items to ensure comments are addressed and properly closed out.
  • Develop a Project Action Items List and review with project team. Take on actions as appropriate and follow up with stakeholders to ensure completeness of actions.
  • Ensure applicable licensing, environmental, permitting, safety, code compliance, construction, and requirements/input of all project stakeholders is incorporated into the project especially during initiation through design phases of the project.
  • Support other Project Engineers in internal and external stakeholder engagement and coordination for ongoing project tasks. Support in the review of technical documents, specifications, drawings, project forecasting and variance reporting, schedule management, contract management and assurance.

Skills

  • Proficiency with MS Word including cross-referencing, indexing and other functions
  • Proficiency with MS Excel, able to use SUMIFS, COUNTIFS, develop Pivot Tables, and prepare high quality charts
  • Able to understand and communicate technical engineering information clearly in verbal and written correspondence.
  • Ability to manage schedules and project financials
  • Desired Proficiency with, or ability to utilize, project and construction management software such as Procore, or equal. Working knowledge of SAP and ability to use a purchase order system for tracking costs a plus. Proficiency with Microsoft Project or Primavera P6 for schedule development and management.

Education & Certifications

  • Bachelor's degree in engineering (civil, environmental, mechanical, electrical engineering preferred), construction management, or related field required.
  • One year of experience (minimum) in engineering, construction management, or project administration role preferred
  • EIT and/or CAPM certification preferred or ability to obtain preferred
