This position reports to the Deputy General Counsel. The attorney will review the Department's contracts and grants and certify them for legal sufficiency, provide legal guidance on procurement, vendor transitions, regulatory and contract compliance, participate in vendor bid protests, and perform risk assessments. Additionally, responsibilities include assisting with public records requests and rulemaking projects, advising on special projects, and conducting bill analysis. The position requires weekly in-office time and is a contract position not eligible for state employee benefits; the successful candidate should obtain their own professional liability insurance.Key ResponsibilitiesReview a large volume of contracts (800+), amendments (200+), and procuring documents each year.Provide legal support for grants and contracts entered into between the department and any supplier of services, products, equipment, and/or computer software.Provide legal guidance on contract drafting, interpretation, and other legal issues related to purchasing and department operations.Assist the Senior Associate in interactions with department programs, the Department's Division of Administrative Services, and other state agencies, such as the Department of General Services.Assist with promulgating rules within the department.Assist with legislative projects, including bill analysis.Complete special projects as assigned by the General Counsel and Deputy General Counsel, including public records requests.Minimum QualificationsFamiliarity with the State's procurement process and rulemaking procedures.Ability to manage and prioritize a large volume of work.Excellent verbal and written communication skills.Collaborative teamwork skills.Prior HIPAA experience; ability to ensure customer and client needs are met.EducationJD, admitted to TN Bar with a license in good standing; at least 1 year of relevant legal experience preferred.Items To Include With ApplicationPlease include a writing sample of no more than 10 pages along with the applicant's TN Bar license number.#J-18808-Ljbffr
